JSINSP MOLATO’S COURTESY VISIT UNDERSCORES BJMP’S COMMITMENT TO COMMUNITY SAFETY AND PDL WELFARE

On July 14, 2025, Acting District Jail Warden JSINSP RICHARD RYAN B MOLATO paid a courtesy call on key provincial officials, aiming to strengthen inter-agency collaboration and explore future partnerships.

Edmundo A Atutubo, 1st District Board Member, Engr. Gilda G. Ranido, TESDA Provincial Director, FCINSP ERIC A CARAMONA, BFP Sorsogon Provincial Director, and FSINSP CELESTE B PANCHO, SCFS City Fire Marshal.

The courtesy call served as an avenue to formally introduce JSINSP MOLATO as the new Acting District Jail Warden and to briefly discuss future collaborations, as well as current issues and concerns related to jail management, skills development for PDLs (Persons Deprived of Liberty), and community safety.

This engagement reflects the Bureau’s continuing commitment to fostering strong partnerships with local government units and other government agencies, ensuring that the welfare of PDLs and the safety of the community remain a shared responsibility.

The Bureau of Jail Management and Penology (BJMP), under the Department of the Interior and Local Government (DILG), is reinforcing its commitment to a more humane and reform-oriented justice system by advancing restorative justice practices in jails nationwide.

DILG Secretary Jonvic Remulla underscored this shift, saying, “We win not for our glory but we win for justice. And when we do that, we win for our country.”

To support this vision, the BJMP partnered with the Council for Climate and Conflict Action Asia (CCAA) for a two-day training on embedding Restorative Justice (RJ) into the country’s jail and correctional systems. RJ is a justice approach focused on healing, accountability, and reintegration rather than punishment alone.

BJMP currently has 9,960 female persons deprived of liberty (PDLs) under its custody. The Bureau provides holistic support to women in detention including education, livelihood training, mental health services, and dedicated maternal care for pregnant and lactating PDLs. Jail nurses ensure regular checkups, vitamins, lab services, and care for newborns until they are turned over to family or child-caring agencies. Breastfeeding is supported through lactation stations inside jails.

Mika (not her real name), a detainee at Quezon City Jail, shared her experience. “Noong pumasok po ako dito, akala ko wala nang tutulong sa akin. Pero mali pala ‘yung iniisip ko. May mga taong handang tumulong kahit sa kalagayan ko ngayon.”

In May, BJMP jails across the country honored incarcerated mothers with special activities such as flower-giving, wellness services, and performances as part of the Mother’s Day celebration. These efforts are part of a broader initiative to restore dignity and improve quality of life for women behind bars.

The shift aligns with the directive of President Ferdinand R. Marcos, Jr. to ensure a justice system that is not only fair and effective, but also compassionate and grounded in human dignity.

“Women returnees often carry double the burden. They face stigma as former detainees, while their children suffer exclusion from schools and public services,” said CCAA Program Manager Nicole Angelie Policarpio.

To support mental well-being, the BJMP also implements stress management programs, group counseling, and drug rehabilitation services for PDLs with substance use disorders.

“This shift requires more than procedural reform. It demands a change in mindset from every policymaker and justice dispenser,” said BJMP Chief Jail Director Ruel Rivera.

In the next six months, BJMP will pilot restorative justice programs in select facilities, integrating RJ principles into its policies, operations, and rehabilitation framework, with CCAA’s support.

TRADITIONAL MONDAY FLAG RAISING CEREMONY

Sixteen (16) SCDJ personnel from Sorsogon City District Jail (SCDJ) led by JSINSP RICHARD RYAN B MOLATO, Acting District Jail Warden, participated in the traditional Monday Flag Raising Ceremony today, July 14, 2025, at Sorsogon City Hall.

The ceremony, which was attended by representatives from various government agencies and the Local Government Unit of Sorsogon, aims to honor the Philippine flag while fostering camaraderie and stronger ties among different sectors of the government.

These heartfelt words come from Nica (not her real name), a 31-year-old person deprived of liberty (PDL) who has spent the last eight years inside the walls of a jail facility in Sorsogon. But while confinement may have taken her freedom, it did not take her will to change or her dream to give back to the child she left outside.

She is one of the 70 PDLs in Sorsogon who participated in “TUPAD Behind Bars: A Reintegration Project Empowering PDLs,” a pioneering initiative by the Department of Labor and Employment (DOLE) through its Sorsogon Provincial Office in partnership with Bureau of Jail Management and Penology (BJMP).

While the true value of TUPAD Behind Bars goes beyond wages, it lies in the emotional and psychological uplift it provides to its beneficiaries. For many, it helped restore a sense of responsibility and self-worth. For Nica, it offered something even deeper. A meaningful way to stay connected with her child, despite the distance and the walls between them.

Launched in June 2025, the 20-day work program under the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) aims to provide emergency employment. In this case, it reached behind prison walls to deliver not just wages, but also dignity and hope.

From June 11 to 30, 2025, a total of 70 persons deprived of liberty (PDLs) in which, 30 from BJMP Sorsogon City District Jail, 30 from Irosin District Jail, and 10 from Gubat District Jail carried out activities such as painting, landscaping, and vegetable gardening within their respective facilities. These tasks contributed to the improvement of their surroundings while offering meaningful and rehabilitative work.

The project was funded with Php 646,100.00 by DOLE, covering each beneficiary’s Php 415.00 daily wage, personal protective equipment such as long sleeves, gloves, and dust masks, and one-year accident insurance under the GSIS Group Personal Accident Insurance (GPAI). The BJMP, on the other hand, provided the necessary work tools and materials including paint, seeds, and gardening equipment ensuring a safe and productive work environment.

Regional Director Imelda F. Gatinao emphasized that TUPAD Behind Bars project proves that opportunities should not be limited to those outside prison walls.

Further, DOLE Sorsogon’s Provincial Head Ms. Mary Jane L. Rolda said that the project mirrors DOLE’s broader mission to promote inclusive employment, restore human dignity, and empower every Filipino, regardless of the circumstance.

BJMP officials likewise noted the positive behavioral shifts that were witnessed among the beneficiaries during the implementation period, highlighting increased cooperation, morale, and a renewed sense of direction. Where time normally stops, this project brought progress. It proved that even behind bars, people can move forward.

Tinatayang 70 persons deprived of liberty (PDLs) ang napabilang sa 20-day work program ng Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) sa Sorsogon City na nagsimula nitong Hunyo 11 hanggang 30 taong 2025, ayon sa Department of Labor and Employment (DOLE) Bicol.

Ang "TUPAD behind bars" program ay binubuo ng 30 PDLs mula sa Bureau of Jail Management and Penology (BJMP)- Sorsogon City, 30 mula sa Irosin District Jail at 10 mula sa Gubat District Jail.

Layunin ng nasabing programa na magbigay ng trabaho o pagkakakitaan, pag-asa at dignidad sa mga PDL kahit pa sila ay nakakulong.

𝗦𝗼𝗿𝘀𝗼𝗴𝗼𝗻, 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀— “𝙆𝙖𝙝𝙞𝙩 𝙥𝙖𝙥𝙖𝙖𝙣𝙤 𝙢𝙖𝙠𝙖𝙠𝙖𝙩𝙪𝙡𝙤𝙣𝙜 𝙥𝙤 𝙖𝙠𝙤 𝙨𝙖 𝙖𝙠𝙞𝙣𝙜 𝙖𝙣𝙖𝙠,” 𝙨𝙝𝙚 𝙨𝙖𝙞𝙙, 𝙝𝙚𝙧 𝙫𝙤𝙞𝙘𝙚 𝙛𝙞𝙡𝙡𝙚𝙙 𝙬𝙞𝙩𝙝 𝙚𝙢𝙤𝙩𝙞𝙤𝙣. “𝙆𝙪𝙣𝙜 𝙗𝙖𝙜𝙖 𝙢𝙖𝙞𝙥𝙖𝙥𝙖𝙧𝙖𝙢𝙙𝙖𝙢 𝙠𝙤 𝙨𝙖 𝙠𝙖𝙣𝙮𝙖 𝙖𝙣𝙜 𝙥𝙖𝙜𝙢𝙖𝙢𝙖𝙝𝙖𝙡 𝙠𝙤.”

These heartfelt words come from Nica (not her real name), a 31-year-old person deprived of liberty (PDL) who has spent the last eight years inside the walls of a jail facility in Sorsogon. But while confinement may have taken her freedom, it did not take her will to change or her dream to give back to the child she left outside.

She is one of the 70 PDLs in Sorsogon who participated in “TUPAD Behind Bars: A Reintegration Project Empowering PDLs,” a pioneering initiative by the Department of Labor and Employment (DOLE) through its Sorsogon Provincial Office in partnership with Bureau of Jail Management and Penology (BJMP).

While the true value of TUPAD Behind Bars goes beyond wages, it lies in the emotional and psychological uplift it provides to its beneficiaries. For many, it helped restore a sense of responsibility and self-worth. For Nica, it offered something even deeper. A meaningful way to stay connected with her child, despite the distance and the walls between them.

Launched in June 2025, the 20-day work program under the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) aims to provide emergency employment. In this case, it reached behind prison walls to deliver not just wages, but also dignity and hope.

From June 11 to 30, 2025, a total of 70 persons deprived of liberty (PDLs) in which, 30 from BJMP Sorsogon City District Jail, 30 from Irosin District Jail, and 10 from Gubat District Jail carried out activities such as painting, landscaping, and vegetable gardening within their respective facilities. These tasks contributed to the improvement of their surroundings while offering meaningful and rehabilitative work.

The project was funded with Php 646,100.00 by DOLE, covering each beneficiary’s Php 415.00 daily wage, personal protective equipment such as long sleeves, gloves, and dust masks, and one-year accident insurance under the GSIS Group Personal Accident Insurance (GPAI). The BJMP, on the other hand, provided the necessary work tools and materials including paint, seeds, and gardening equipment ensuring a safe and productive work environment.

“𝘔𝘢𝘭𝘢𝘬𝘪 𝘱𝘰 𝘢𝘯𝘨 𝘵𝘶𝘭𝘰𝘯𝘨 𝘯𝘨 𝘱𝘳𝘰𝘨𝘳𝘢𝘮𝘢𝘯𝘨 𝘛𝘜𝘗𝘈𝘋 𝘭𝘢𝘭𝘰 𝘯𝘢 𝘴𝘢 𝘱𝘪𝘯𝘢𝘯𝘴𝘺𝘢𝘭 𝘬𝘢𝘴𝘪 𝘮𝘢𝘬𝘢𝘬𝘢𝘱𝘢𝘨𝘱𝘢𝘥𝘢𝘭𝘢 𝘱𝘰 𝘢𝘬𝘰 𝘴𝘢 𝘢𝘯𝘢𝘬 𝘬𝘰 𝘬𝘢𝘩𝘪𝘵 𝘯𝘢𝘯𝘥𝘪𝘵𝘰 𝘢𝘬𝘰,” 𝘴𝘩𝘦 𝘴𝘩𝘢𝘳𝘦𝘥. “𝘔𝘢𝘳𝘢𝘮𝘪𝘯𝘨-𝘮𝘢𝘳𝘢𝘮𝘪𝘯𝘨 𝘴𝘢𝘭𝘢𝘮𝘢𝘵 𝘱𝘰 𝘋𝘖𝘓𝘌 𝘴𝘢 𝘪𝘯𝘺𝘰𝘯𝘨 𝘱𝘳𝘰𝘨𝘳𝘢𝘮𝘢... 𝘯𝘢𝘱𝘢𝘬𝘢𝘨𝘢𝘯𝘥𝘢 𝘱𝘰 𝘯𝘪𝘵𝘰 𝘬𝘢𝘴𝘪 𝘯𝘢𝘱𝘢𝘬𝘢𝘥𝘢𝘮𝘪 𝘱𝘰 𝘯𝘢𝘮𝘪𝘯𝘨 𝘗𝘋𝘓𝘴 𝘯𝘢 𝘮𝘢𝘵𝘶𝘵𝘶𝘭𝘶𝘯𝘨𝘢𝘯 𝘯𝘪𝘯𝘺𝘰,” Nica shared.

Regional Director Imelda F. Gatinao emphasized that TUPAD Behind Bars project proves that opportunities should not be limited to those outside prison walls.

“𝘌𝘷𝘦𝘳𝘺 𝘱𝘦𝘳𝘴𝘰𝘯, 𝘳𝘦𝘨𝘢𝘳𝘥𝘭𝘦𝘴𝘴 𝘰𝘧 𝘵𝘩𝘦𝘪𝘳 𝘱𝘢𝘴𝘵, 𝘥𝘦𝘴𝘦𝘳𝘷𝘦𝘴 𝘢 𝘴𝘦𝘤𝘰𝘯𝘥 𝘤𝘩𝘢𝘯𝘤𝘦. Further, DOLE Sorsogon’s Provincial Head Ms. Mary Jane L. Rolda said that the project mirrors DOLE’s broader mission to promote inclusive employment, restore human dignity, and empower every Filipino, regardless of the circumstance.

𝘚𝘢 𝘱𝘢𝘮𝘢𝘮𝘢𝘨𝘪𝘵𝘢𝘯 𝘯𝘨 𝘌𝘮𝘦𝘳𝘨𝘦𝘯𝘤𝘺 𝘌𝘮𝘱𝘭𝘰𝘺𝘮𝘦𝘯𝘵 𝘗𝘳𝘰𝘨𝘳𝘢𝘮, 𝘭𝘢𝘺𝘶𝘯𝘪𝘯 𝘯𝘢𝘮𝘪𝘯𝘨 𝘣𝘪𝘨𝘺𝘢𝘯 𝘯𝘨 𝘱𝘢𝘨-𝘢𝘴𝘢, 𝘥𝘪𝘨𝘯𝘪𝘥𝘢𝘥, 𝘢𝘵 𝘥𝘪𝘳𝘦𝘬𝘴𝘺𝘰𝘯 𝘢𝘯𝘨 𝘢𝘵𝘪𝘯𝘨 𝘮𝘨𝘢 𝘗𝘋𝘓𝘴 𝘩𝘢𝘣𝘢𝘯𝘨 𝘴𝘪𝘭𝘢 𝘢𝘺 𝘯𝘢𝘨𝘩𝘢𝘩𝘢𝘯𝘥𝘢 𝘴𝘢 𝘱𝘢𝘨𝘣𝘢𝘭𝘪𝘬 𝘯𝘪𝘭𝘢 𝘴𝘢 𝘭𝘪𝘱𝘶𝘯𝘢𝘯.”

BJMP officials likewise noted the positive behavioral shifts that were witnessed among the beneficiaries during the implementation period, highlighting increased cooperation, morale, and a renewed sense of direction. Where time normally stops, this project brought progress. It proved that even behind bars, people can move forward.

“𝘐𝘵’𝘴 𝘯𝘰𝘵 𝘫𝘶𝘴𝘵 𝘢 𝘫𝘰𝘣. 𝘐𝘵’𝘴 𝘢 𝘣𝘳𝘪𝘥𝘨𝘦 𝘵𝘰 𝘭𝘪𝘧𝘦 𝘰𝘶𝘵𝘴𝘪𝘥𝘦,” one jail officer remarked, observing how even small tasks like planting vegetables brought a visible sense of fulfillment among the inmates.

PERSONNEL COMPETENCE AT FOREFRONT DURING BJMP-SCDJ PI&E MEETING

The Sorsogon City District Jail (SCDJ) conducted a Personnel Information and Education (PI&E) Meeting today, 09 July 2025 at the SCDJ Activity Area.

The meeting was spearheaded by JSINSP RICHARD RYAN B. MOLATO, Acting District Jail Warden, and JINSP ARNOLD S. LASAM, Assistant District Jail Warden, together with all SCDJ personnel in attendance.

Said meeting aimed to enhance the intellectual growth and development of all personnel, ensuring that each member is fully familiar with the Operational Plans (OPLANS) necessary for more effective jail administration and operations.

Section Chiefs discussed and clarified the latest memoranda and directives issued by the national and regional offices.

This initiative helps guarantee that all policies and guidelines are properly cascaded, understood, and implemented in line with BJMP standards and objectives.
