OR/CR ON THE DAY YOU PURCHASE A MOTORCYCLE.

In line with the instruction of President Ferdinand โBongbongโ R. Marcos, Jr. for efficient public service, the Land The Land Transportation Office (LTO), under the guidance of Acting Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, has issued a guideline for the same day registration and release of license plates and OR/CR of all brand new motor vehicles.
LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said the guideline for the nationwide implementation of the policy will immediately be cascaded down to all the agencyโs district offices and even to the dealers of motor vehicles and motorcycles.
โThis is actually a compliance with the Presidentโs directive to us during his recent SONA that we have to ensure that the license plates and OR/CR (Official Receipt/Certificate of Registration) are released in the soonest possible time,โ said Asec Mendoza.
โThe instruction is to release all of them within three days but on the part of the LTO, we assessed that the release of license plates and OR/CR could be done on the same day the newly-purchased motor vehicle is released to the owner. That is why we will implement it,โ he added.
President Marcos, in his State of the Nation Address, directed the LTO, through the DOTr, to uphold its commitment to issue the registration and license plate of brand-new motor vehicles within three days.
The move was aimed at ensuring that the 11-year problem on the backlog of license plates will not happen again.
Under the leadership of Asec Mendoza, the backlog in the license plates numbering to more than 12 million, were finally wiped out in June 2025, or a year after President Marcos downloaded all the necessary support to finish the remaining backlog.
Following the Presidentโs instruction, Asec Mendoza said they immediately conceptualized a system to enable the immediate release of the license plate and OR/CR on the day of the release of new motor vehicles.
โPursuant to the directive of President Marcos, the LTO developed a system that is integratable to its existing systems to achieve the said mandate and with the hard work of our experts in the LTO, we were able to do it,โ said Asec Mendoza.
โOnce this Memorandum Circular became effective, no brand-new motor vehicle or motorcycle shall be released by the dealers without the LTO license plate/s,and OR/CR,โ he added.
The Memorandum Circular on the guideline for the same day registration and release of license plates and OR/CR of all brand new motor vehicles will take effect on October 15, 2025, or โunless otherwise extended by subsequent issuance.โ
Asec Mendoza said the Memorandum Circular will be immediately registered at the Office of the National Administrative Register at the University of the Philippines Law Center, U.P. Diliman, Quezon City and published once in a newspaper of general circulation. #
