September 16, 2025 โ The 4th Provincial Meeting of the Ministry of Social Services and Development (MSSD) was successfully held today at SB Convention Hall, Cotabato City bringing together field implementers and key personnel to strengthen coordination, ensure transparency, and uphold moral accountability in the implementation of social welfare programs in the Bangsamoro region.
A key highlight of the gathering was the discussion on Moral Governance, delivered by Mr. Gebracel N. Makaton, Senior Education Program Specialist from the Development Academy of the Bangsamoro. In his presentation, Mr. Makaton emphasized the importance of Islamic principles in governance, rooted in justice, transparency, accountability, and above all โ serving the people with sincerity and fear of Allah (SWT).
He further stressed that true moral governance is not only about legal compliance, but also about spiritual and ethical responsibility. Under an Islamic framework, any form of oppression, such as corruption, negligence, or unjust treatment of the poor, is strictly prohibited. He described corruption as a grave form of injustice, particularly because it robs the poor of the services and support they rightfully deserve.
Following this, updates were presented on the implementation of various programs and services of the MSSD, including accomplishments, current challenges, and strategies to improve service delivery and impact in the grassroots communities.
The meeting was attended by representatives from MSSD MDS Field Offices, Nationally Funded Programs, MSWO, SWO I, and SWA, who actively participated in the discussions and shared their insights and recommendations for improving field operations.
In closing, MSSD reaffirmed its commitment to Islamic moral governance โ a system that demands integrity, transparency, accountability, and justice โ with zero tolerance for corruption and any form of abuse of power. The Ministry underscored that true public service must always prioritize the welfare of the poor and marginalized, in line with the core values of Islam and the vision of the Bangsamoro government.
