| The Municipality of Tubajon, in the aftermath of the devastating Typhoon , urgently needs your help. While the spirit of our people remains strong and resilient, the typhoon has inflicted widespread damage, leaving many families struggling to cope with the destruction.

Tubajon, one of the hardest-hit communities, is currently facing significant challenges. The immediate need is two-fold:

REBUILDING HOMES. Countless families lost their roofs and vital parts of their structures. They urgently require essential construction suppliesβ€”especially lumber, galvanized iron sheets, and nailsβ€”to repair and rebuild their damaged homes before the next rains come.

SUSTAINING FAMILIES. Access to basic food items like rice and canned goods is critical. Ensuring families have enough to eat will allow them to focus their limited resources and energy on the monumental task of reconstruction, rather than on daily survival.

A RESOLUTION DECLARING A STATE OF CALAMITY IN THE MUNICIPALITY OF TUBAJON, PROVINCE OF DINAGAT ISLANDS, DUE TO THE ADVERSE IMPACTS OF TROPICAL CYCLONE β€œTINO” WHICH BROUGHT SEVERE WEATHER CONDITIONS IN THE AREA FROM THE EVENING OF NOVEMBER 3 UNTIL THE EARLY HOURS OF NOVEMBER 4, 2025

WHEREAS, pursuant to Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, every local government unit shall exercise powers necessary, appropriate, or incidental for its efficient and effective governance and for the promotion of the general welfare of its constituents, particularly during disasters and emergencies;

WHEREAS, as reported by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the Province of Dinagat Islands was placed under Tropical Cyclone Wind Signal No. 4 due to the approach of Tropical Cyclone β€œTino”, which made landfall in the area at around 8:00 PM on November 3, 2025, and continued to bring torrential rains and strong winds until 3:00 AM on November 4, 2025;

WHEREAS, initial reports from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) indicate that the Municipality of Tubajon experienced severe flooding, destruction of crops and infrastructure, power interruptions, landslides, and displacement of affected families in several barangays as a result of the tropical depression;

WHEREAS, the extent of damage to public and private properties, as well as the disruption of essential services and livelihoods, have greatly affected the safety, welfare, and economic stability of the municipality, thereby necessitating immediate and appropriate emergency response and rehabilitation measures;

WHEREAS, the Municipal Disaster Risk Reduction and Management Council (MDRRMC), in its emergency meeting held on November 4, 2025, recommended to the Sangguniang Bayan the declaration of a State of Calamity in the entire Municipality of Tubajon to facilitate the release of calamity funds and allow the implementation of emergency measures in accordance with existing laws and regulations;

WHEREAS, under Section 16 of Republic Act No. 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010, local government units are mandated to ensure disaster preparedness, response, and recovery, including the declaration of a state of calamity when conditions so warrant;

NOW, THEREFORE, on motion of Hon. Samson A. Tidalgo, duly seconded jointly and severally, be itβ€”

RESOLVED, as it is hereby RESOLVED, to declare a STATE OF CALAMITY in the entire Municipality of Tubajon, Province of Dinagat Islands, due to the adverse impacts of Tropical Cyclone β€œTino” that struck the municipality from November 3 to November 4, 2025;

RESOLVED FURTHER, that this declaration shall authorize the Local Government Unit of Tubajon to utilize the Quick Response Fund and implement necessary emergency, relief, and rehabilitation measures to ensure the safety and recovery of affected communities;

RESOLVED FINALLY, that copies of this Resolution be furnished to the Office of the Municipal Mayor, Provincial Disaster Risk Reduction and Management Office (PDRRMO), Office of Civil Defense (OCD) Caraga, and other concerned agencies for their information and appropriate action.
