PNP REPORTS 20.6% DROP IN FOCUS CRIMES THREE MONTHS AFTER SAFER CITIES INITIATIVE LAUNCH

More than three months after the launch of the Safer Cities Initiative, the Philippine National Police (PNP) has recorded encouraging gains in public safety, with the country's eight focus crimes declining by 20.6% while police enforcement of local ordinances increased by 21.74%, reflecting stronger police visibility and community order.

Launched on April 6, 2026 under the leadership of DILG Secretary Juanito Victor "Jonvic" C. Remulla, the Safer Cities Initiative has strengthened police visibility and local ordinance enforcement across the country in support of President Ferdinand R. Marcos Jr.'s peace and public safety agenda. Through close coordination between the PNP and local government units, the initiative continues to promote safer, more orderly communities.

PNP records show that from April 6 to July 4, 2026, total focus crime incidents dropped to 7,883, compared to 9,506 cases during the previous three-month period. Significant decreases were noted in r**e, carnapping, physical injury, robbery, theft, homicide, and murder. During the same period, police arrested or apprehended more than 2.82 million individuals for various ordinance violations, an increase of over 505,000 compared to the preceding period.

The PNP said these results demonstrate that consistent enforcement of local ordinances, coupled with increased police visibility, helps discourage criminal activity by promoting discipline and strengthening community presence. These efforts are aligned with the PNP Focused Agenda, particularly under Enhanced Managing Police Operations, which emphasizes intelligence-driven, preventive, and community-centered policing.

Police General Jose Melencio C. Nartatez Jr., Chief of the PNP, welcomed the initial results while stressing that public safety remains a shared responsibility.

"Maganda ang ipinapakita ng datos, pero hindi rito nagtatapos ang ating trabaho. Ang tunay na sukatan ng tagumpay ay kung mas ligtas at mas kampante ang ating mga kababayan sa kanilang mga komunidad. Patuloy nating palalakasin ang police visibility at pakikipagtulungan sa mga lokal na pamahalaan upang mapanatili ang kaayusan." PGen Nartatez said.

He added, "These gains remind us that prevention is just as important as enforcement. Kapag may disiplina, may presensya ng pulis, at may aktibong komunidad, mas maliit ang pagkakataon para makagawa ng krimen. We will continue improving our strategies while ensuring that every police action remains lawful, fair, and respectful of the rights of every individual."

The PNP assured the public that it will continue to assess and strengthen the implementation of the Safer Cities Initiative nationwide, sustaining crime prevention efforts while fostering stronger partnerships with communities in pursuit of safer neighborhoods. These continuing efforts embody the vision of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.

The Philippine National Police (PNP) recognizes the public's concern following the recent incidents involving motorcycle taxi riders. The message seen on the back of a rider's helmet reflects the simple hope of every hardworking Filipino—to return home safely to their loved ones after a day's work.

The PNP assures the public that the suspects in these incidents have already been arrested through the swift actions of our police personnel. As the cases move through the justice system, we remain committed to ensuring that all those responsible are held accountable in accordance with the law.

While these cases have been addressed through the arrest of the suspects, we will continue to work closely with motorcycle ride-hailing companies, local government units, and other stakeholders to strengthen measures that help protect riders, passengers, and the public while preventing similar incidents.

PNP SEIZES OVER ₱62.2-MILLION WORTH OF ILLEGAL PETROLEUM PRODUCTS IN BATANGAS, 7 APPREHENDED

The Philippine National Police (PNP) intensified its campaign against the illegal trade of petroleum products after authorities intercepted more than ₱62.2 million worth of diesel fuel and a tugboat during an operation in the waters of Batangas.

The operation, conducted from the evening of July 9 until July 10, 2026, was jointly carried out by personnel of the Criminal Investigation and Detection Group Regional Field Unit 4A (CIDG RFU4A), the Batangas Provincial Field Unit of CIDG, and the Batangas Maritime Police Station.

The law enforcement operation resulted in the arrest of seven Filipino suspects, all of legal age, who were allegedly involved in the unauthorized retail sale of petroleum products. Authorities recovered a tugboat carrying around 31,199 liters of diesel fuel, five plastic containers containing diesel fuel, and the marked money used during the operation. The total estimated market value of the recovered tugboat and petroleum products reached ₱62,294,027.00.

The arrested individuals and the recovered evidence were placed under the custody of CIDG RFU4A for proper documentation and the filing of appropriate charges, while the recovered tugboat remains under the custody of the Batangas Maritime Police Station.

The successful operation reflects the PNP's sustained efforts to curb illegal economic activities that affect legitimate businesses, public safety, and government revenues. It also supports the direction of President Ferdinand R. Marcos Jr. to strengthen law enforcement against organized illegal activities while ensuring that police operations remain lawful, intelligence-driven, and accountable.

The accomplishment likewise advances the PNP Focused Agenda, particularly under Enhanced Managing Police Operations, through coordinated and evidence-based enforcement actions.

PNP Chief Police General Jose Melencio C. Nartatez Jr. commended the operating units for their coordinated efforts and emphasized that the campaign against illegal economic activities will continue across the country.

"Malaki man o maliit ang operasyon, pareho ang mensahe natin—walang puwang ang mga iligal na gawain na nakaaapekto sa kabuhayan ng ating mga mamamayan at sa ekonomiya ng bansa. Patuloy tayong kikilos nang patas, ayon sa batas, at may paggalang sa karapatan ng bawat isa," PGen Nartatez said.
He also reminded the public that community cooperation remains essential in addressing illegal activities.

"Kapag nagtutulungan ang pulisya at ang publiko, mas mabilis nating natutugunan ang mga paglabag sa batas. Ipagpatuloy natin ang pagbibigay ng impormasyon sa tamang awtoridad upang sama-sama nating mapanatili ang kaayusan at kaligtasan ng ating mga komunidad," the Chief PNP added.

CIDG ARRESTS IN DAVAO CITY FEMALE POSING AS PAG-IBIG FUND AGENT FOR ALLEGED ESTAFA AND USURPATION OF AUTHORITY

On July 7, 2026 at around 1:57 PM, the CIDG Davao City Field Unit together with representatives from the Pag-IBIG Fund of Davao City conducted a law enforcement operation inside the Pag-IBIG Fund Office at Pryce Tower, J.P. Laurel Avenue, Bajada, Davao City for violations of Republic Act No. 9485 (Anti-Red Tape Act of 2007), Article 177 of the Revised Penal Code (Usurpation of Authority or Official Functions), and Article 315 of the Revised Penal Code (Estafa) that resulted in the arrest of a female suspect for posing as employee and transacting business representing the agency.

A report that reached PMGEN Robert AA Morico II, the Director of CIDG, stated that the arrested suspect “Lyza”, female, 34 years old, single, a resident of Bangkal, Talomo, Davao City was caught while processing documents for Pag-IBIG Fund housing application and related transactions and receiving the demanded money from the complainant/buyer of housing units- despite having no license, authority, or official affiliation with the Pag-IBIG Fund, Such acts constitute violations of Republic Act No. 9485 (Anti-Red Tape Act of 2007), Article 177 of the Revised Penal Code (Usurpation of Authority or Official Functions), and Article 315 of the Revised Penal Code (Estafa).

As backgrounder, sometime in April 2026, the suspect allegedly introduced herself to the complainant as a legitimate Pag-IBIG Fund agent and offered for sale Pag-IBIG acquired properties (also known as Real and Other Properties Acquired, or ROPA) which are foreclosed real estate, with the assurance
that she could facilitate and fast-track the processing and approval of the transactions. The suspect allegedly averred that she has legally acquired the properties by paying the owners in full .

With trust and confidence, and belief to the suspect’s representation, the unsuspecting complainant paid a total amount of PhP1,000,000.00 for the purchase of 16 housing units located at Deca Homes, Talomo, Davao City, one unit at Emily Homes, Cabantian, Davao City, and one unit at Portville Subdivision, Panacan, Davao City.

On July 3, 2026, the complainant visited the Pag-IBIG Fund Office in Davao City and inquired for the status of the housing units, and the authenticity of the documents provided by the suspect. Verification revealed that the documents are spurious and not officially issued by the agency, and the suspect is not an employee or agent Pag-IBIG Fund, as claimed by the suspect.

Even after the payment of 1 million pesos, the poseur agent-suspect demanded a remaining balance of PhP120,000.00, prompting the victim to sought help from the CIDG.

The CIDG commends PLTCOL Ariel T Huesca, the Acting Regional Chief of CIDG Regional Field Unit 11 and the the CIDG Davao City Field Unit led by PMAJ Winnie T Lampuyas for the immediate arrest of poseur agent misrepresenting the Pag-IBIG Fund. The arrest has ended her fraudulent schemes and significantly prevented future swindling.
The accomplishment underscores the Unit’s commitment in fighting all forms of criminality and illegal activities across the country.

The CIDG assures the public that it will remain relentless in pursuing individuals who exploit and deceive others for personal gain.
"We urge our kababayans to remain vigilant, verify the legitimacy of their transactions, and deal exclusively with authorized representatives of government agencies and private institutions before entrusting their hard-earned money," the CIDG stated.

The Philippine National Police (PNP) continues its intensified efforts against wanted individuals as police authorities arrested a regional and provincial-level most wanted person during an operation conducted in Barangay Alaguisoc, Jordan, Guimaras, on Thursday, July 9, 2026.

Arrested was alias “Renan,” 39, a fish vendor and resident of Iloilo, who was identified as the No. 6 Provincial Most Wanted Person of the Iloilo Police Provincial Office and No. 8 Regional Most Wanted Person of Police Regional Office 6.

The arrest was carried out by personnel of the Criminal Investigation and Detection Group (CIDG) Guimaras Provincial Field Unit, as the lead unit, with the support of the Jordan Municipal Police Station, through a manhunt operation.

The arrested individual was apprehended by virtue of a warrant of arrest issued by the Regional Trial Court Branch 68 in Dumangas, Iloilo, for alleged violations of Article 266-A, Paragraph 2, in relation to Article 266-B of the Revised Penal Code (R**e by Sexual Assault), as amended by Republic Act No. 8353, in further relation to Republic Act No. 7610, involving two counts. The court set bail at PHP 200,000 for the two counts for temporary liberty.

Following the arrest, the individual was brought to the CIDG Guimaras Provincial Field Unit for proper documentation and appropriate legal proceedings.

Chief, Philippine National Police Police General Jose Melencio C. Nartatez Jr. emphasized that the arrest demonstrates the PNP’s continued commitment to pursuing wanted individuals while ensuring that all actions remain within the bounds of the law and respect for due process.

“Every arrest of a wanted individual is a reminder that the PNP remains committed to protecting communities and supporting the pursuit of justice. We will continue to strengthen our operations and coordination among police units to make sure that our services reach the people who need them most,” PGen Nartatez said.

The Chief PNP said that the accomplishment highlights the effectiveness of strengthened police operations and coordination among units, in line with the PNP Focused Agenda, particularly under Enhanced Managing Police Operations (EMPO), to improve the delivery of police services and address public safety concerns.

This effort is also aligned with the directive of President Ferdinand R. Marcos Jr. to ensure a safer and more secure environment for communities through accountable and responsive law enforcement.

The PNP will continue to strengthen its operations against wanted persons and other threats to public safety as it advances its commitment to a “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”
