SUPER TYPHOON “PEPITO” CONTINUES TO THREATEN POTENTIALLY CATASTROPHIC AND LIFE-THREATENING SITUATION FOR NORTHEASTERN BICOL REGION.

Location of Center (4:00 PM): The center of the eye of Super Typhoon PEPITO was estimated based on all available data including from Guiuan, Laoang, Masbate, Daet, and Baler Weather Radars at 120 km East of Virac, Catanduanes (13.4 °N, 125.3°E).
Intensity: Maximum sustained winds of 195 km/h near the center, gustiness of up to 240 km/h, and central pressure of 920 hPa
Present Movement: West northwestward at 20 km/h
Extent of Tropical Cyclone Winds: Strong to typhoon-force winds extend outwards up to 300 km from the center

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Extreme impacts from typhoon-force winds are possible within any of the areas under Wind Signal No. 5.
• Significant to severe impacts from typhoon-force winds are possible within any of the areas under Wind Signal No. 4.
• Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No. 3.
• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Coastal Inundation
There is a high risk of life-threatening storm surge with peak heights exceeding 3.0 m in the next 48 hours over the low-lying or exposed coastal localities of Ilocos Region (western coast), Isabela, Central Luzon, Metro Manila, CALABARZON, Marinduque, Bicol Region, Northern Samar, Samar, Eastern Samar, and Biliran. Refer to Storm Surge Warning No. 7 issued at 2:00 PM today for the details.

HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is hoisted over the eastern and southern seaboards of Luzon and the eastern seaboard of Visayas. Refer to Gale Warning No. 11 issued at 5:00 PM today for the details.

24-Hour Sea Condition Outlook
Note: Thesed are forecast sea condition over the coastal waters and not related to storm surge heights or inundation.

Up to very rough, high, or very high seas over the following coastal waters:
• Up to 14.0 m: The northern and eastern seaboards of Catanduanes.
• Up to 12.0 m: The northern seaboard of Camarines Norte; the seaboards of Camarines Norte and Aurora
• Up to 10.0 m: The northern and eastern seaboard of Pollilo Islands
• Up to 9.0 m: The seaboard of northern Quezon; the northern and eastern seaboard of Northern Samar.
• Up to 7.0 m: The seaboard of Isabela; the remaining seaboard of Catanduanes; the eastern seaboards of Camarines Sur, Albay, and Sorsogon.
• Up to 5.0 m: The eastern seaboards of mainland Cagayan and Eastern Samar
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

• Up to 3.5 m: The seaboards of Batanes and Babuyan Islands.
• Up to 3.0 m: The seaboards of Pangasinan, La Union, Marinduque, and Romblon; the remaining seaboards of Quezon, Northern Samar, and Bicol Region; the eastern seaboard of Oriental Mindoro
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboards of Zambales; the western seaboard of Bataan; the eastern seaboard of Dinagat Islands; the remaining seaboard of Ilocos Region.
• Up to 2.0 m: The seaboards of Metro Manila, Aklan, Antique, Samar, Biliran, northeastern Iloilo, northern Negros Occidental, and northern Cebu including Bantayan Islands; the northern and eastern seaboards of Leyte; the eastern seaboards of Southern Leyte, Surigao del Sur, Davao Oriental; the northern and western seaboards of Dinagat Islands; the remaining seaboards of Bataan and CALABARZON; the northern seaboards of Occidental Mindoro including Lubang Islands and Oriental Mindoro.
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• PEPITO is forecast to move generally west northwestward within the next three days before turning generally westward to west southwestward from Monday (18 November) afternoon to Thursday (21 November) early morning. On the track forecast, PEPITO is more likely to make landfall in the vicinity of Catanduanes tonight or tomorrow (17 November) early morning. However, considering the limits of the forecast confidence cone, a landfall scenario over the eastern coast of Camarines Sur or Albay during the same time frame (if it moves slightly south of forecast track), or along the eastern coast of Quezon or Aurora tomorrow afternoon or evening remains (if it moves slightly north of forecast track) not ruled out. PEPITO is expected to exit the Philippine Area of Responsibility (PAR) on Monday.
• Regardless of the landfall point, the PEPITO will move generally west northwestward over the weekend and pass over or near the localities of Bicol Region, Central Luzon, Quezon, and the southern portions of Ilocos Region and Cordillera Administrative Region before emerging over the West Philippine Sea tomorrow evening or Monday morning.
• It must be emphasized that heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• PEPITO is approaching its peak intensity. With radar imagery showing signs of eyewall replacement, the intensity of PEPITO may begin to maintain or slightly decrease in the next coming hours. However, if the eyewall replacement finishes prior to its passage over Catanduanes, the super typhoon will resume intensifying as forecasted. Nevertheless, PEPITO will likely make landfall over Catanduanes as a super typhoon at or near peak intensity, and as a super typhoon or typhoon over the Quezon-Aurora area. Significant weakening will occur during the passage of PEPITO over mainland Luzon tomorrow, but it will likely remains as a typhoon until it reaches the West Philippine Sea.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

TROPICAL STORM “USAGI” HAS ENTERED THE PHILIPPINE AREA OF RESPONSIBILITY (PAR)AND WAS GIVEN THE LOCAL NAME “OFEL”.

• Location of Center (4:00 AM)
The center of Tropical Storm OFEL was estimated based on all available data at 1,170 km East of Southeastern Luzon (13.0°N, 134.8°E).

• Intensity
Maximum sustained winds of 75 km/h near the center, gustiness of up to 90 km/h, and central pressure of 998 hPa

• Present Movement
West northwestward at 25 km/h

• Extent of Tropical Cyclone Winds
Strong to gale-force winds extend outwards up to 230 km from the center

TROPICAL CYCLONE WIND SIGNALS (TCWS) IN EFFECT
• No Wind Signal currently hoisted.

OTHER HAZARDS AFFECTING LAND AREAS

○ Heavy Rainfall Outlook

Tropical Storm OFEL is currently not directly affecting any part of the country. However, a Weather Advisory No. 18 has been issued in anticipation of the heavy rainfall caused by OFEL, apart from those caused by NIKA.

○ Severe Winds

Tropical Cyclone Wind Signal No. 1 may be raised over portions of Cagayan Valley this late evening or tomorrow early morning. The highest Wind Signal which may be hoisted during the occurrence of OFEL is Wind Signal No. 4.

Furthermore, the wind flow coming towards the circulation of Tropical Storm OFEL will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Tomorrow (13 November): Catanduanes
• Thursday (14 November): Batanes, Quezon including Polillo Islands, Camarines Norte, and the northern portions of Camarines Sur and Catanduanes
• Friday (15 November): Isabela and the northern portion of Aurora

• Up to 3.5 m: The seaboards of Batanes and Cagayan including Babuyan Islands
• Up to 3.0 m: The remaining seaboard of Ilocos Region, the seaboard of northern Isabela
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboards of northern Aurora and northern Zambales
• Up to 2.0 m: the remaining western and eastern seaboards of Luzon; the eastern seaboards of Visayas and Mindanao
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK

• OFEL is forecast to move west northwestward until Thursday (November 14) evening before turning northwestward to northward for the rest of the forecast period. On the forecast track, it may make landfall over Northern or Central Luzon on Thursday afternoon or evening.
• This tropical cyclone is forecast to steadily intensify in the next three days and reach typhoon category on Wednesday. It may also hit land at or near its peak intensity.
• Regardless of the position of the landfall point, it must be emphasized that hazards on land and coastal waters may still be experienced in areas outside the landfall point or forecast confidence cone. It must also be emphasized that the track may still shift within the limit of the forecast confidence cone, especially on the 4th and 5th day of the forecast track.
• Although it is too early to exactly determine the specific areas to be affected by certain hazards, areas in Northern Luzon are at risk of heavy rainfall, severe wind, and, possibly, storm surge inundation from OFEL which may cause considerable impacts. Moreover, the eastern portions of Central and Southern Luzon may also be affected, especially if the tropical cyclone further expands in size or follows a more southerly path (but within the forecast confidence cone).

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone.

Unless there is an intermediate issuance, the next tropical cyclone advisory will be issued at 11:00 AM today.

TYPHOON “LEON” FURTHER INTENSIFIES AS IT MOVES WEST NORTHWESTWARD OVER THE PHILIPPINE SEA.

Location of Center (4:00 AM):
The center of the eye of Typhoon LEON was estimated based on all available data at 395 km East of Calayan, Cagayan (18.9°N, 125.2°E)

Intensity:
Maximum sustained winds of 165 km/h near the center, gustiness of up to 205 km/h, and central pressure of 935 hPa

Present Movement:
West northwestward at 15 km/h

Extent of Tropical Cyclone Winds
Strong to typhoon-force winds extend outwards up to 680 km from the center

Heavy Rainfall Outlook

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Moderate to significant impacts from storm-force winds are possible within any of the localities where Wind Signal No. 3 is hoisted.
• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest Wind Signal which may be hoisted during the occurrence of LEON is Wind Signal No. 4, especially in Batanes and Babuyan Islands. The hoisting of Wind Signal No. 5 is also not ruled out.

Furthermore, the wind flow coming towards the circulation of LEON will also bring gusty conditions (strong to gale-force) over the following localities (especially in coastal and upland areas exposed to winds) outside Wind Signal areas:

• Today (30 October): Bataan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, most of Visayas, and Dinagat Islands.
• Tomorrow (31 October): Aurora, Batangas, Quezon, MIMAROPA, and Bicol Region.
• Friday (1 November): Batanes, Cagayan, Isabela, and Aurora.

Coastal Inundation
There is a moderate to high risk of life-threatening storm surge reaching 2.0 to 3.0 m above normal tide levels in the next 48 hours over the low-lying or exposed coastal localities of Batanes and Cagayan including Babuyan Islands. Refer to Storm Surge Warning No. 4 issued at 2:00 AM today for the details.

HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is hoisted over the seaboard of Northern Luzon and the eastern seaboards of Central and Southern Luzon. Refer to Gale Warning No. 4 issued at 5:00 AM today for the details.

24-Hour Sea Condition Outlook
Up to very rough or high seas:
• Up to 12.0 m: The seaboards of Batanes
• Up to 10.0 m: The seaboards of Babuyan Islands and northeastern mainland Cagayan
• Up to 8.0 m: The remaining eastern seaboard of mainland Cagayan
• Up to 7.0 m: The seaboards of Isabela; the remaining northern seaboard of mainland Cagayan
• Up to 6.0 m: The northern seaboard of Ilocos Norte
• Up to 4.5 m: The seaboard of northern Aurora
• Sea travel is risky all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas:
• Up to 4.0 m: The western seaboard of Ilocos Norte; the remaining seaboard of Aurora; the northern and eastern seaboard of Polillo Islands, the seaboard of Camarines Norte; the northern seaboards of Camarines Sur; the northern and eastern seaboards of Catanduanes
• Up to 3.5 m: The seaboard of Ilocos Sur; the northern and eastern seaboards of Northern Samar.
• Up to 3.0 m: The eastern seaboards of mainland Quezon, Camarines Sur, Albay, Sorsogon, and Eastern Samar; the remaining seaboards of Ilocos Region.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas:
• Up to 2.5 m: The seaboards of Zambales, Bataan, Occidental Mindoro including Lubang Islands, and Kalayaan Islands; the western seaboard of northern Palawarn; the eastern seaboards of Surigao del Norte and Surigao del Sur
• Up to 2.0 m: The remaining seaboards of Luzon and Visayas
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• LEON is forecast to move northwestward over the Philippine Sea until it makes landfall along the eastern coast of Taiwan tomorrow (31 October) afternoon. After crossing the landmass of Taiwan, LEON will then turn north northwestward to northeastward over the Taiwan Strait towards the East China Sea and exit the Philippine Area of Responsibility tomorrow evening or Friday early morning (1 November). A second landfall over mainland China is not ruled out during this period.
• LEON will be closest to Batanes from tomorrow early morning to noon time. A landfall in Batanes is also not ruled out.
• This tropical cyclone is forecast to continue rapidly intensifying over the Philippine Sea until prior to landfall over Taiwan. LEON will likely be at or near super typhoon intensity during its closest point of approach to Batanes.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
