Philippine Misereor Partnership Inc.
Press Statement

Philippine Misereor Partnership Inc. (PMPI) welcomes the recent arrest of former President Rodrigo Duterte, which comes in response to mounting calls for justice over the thousands of lives lost during his administration’s so-called war on drugs. This arrest represents a crucial step toward accountability for grave human rights violations and a long-overdue reckoning for the victims and their families.

For years, communities, human rights defenders, and civil society organizations have documented extrajudicial killings, enforced disappearances, and widespread fear instilled by state forces under Duterte’s violent campaign. The death toll, largely composed of the poor and marginalized, reflects a state policy of impunity that disregarded due process, legal protections, and the fundamental right to life. These atrocities were not random incidents but systematic violations that must be addressed through legal and judicial processes, both domestic and international.

As the Philippines remains a party to international human rights treaties, we urge the current administration to fully cooperate with legal proceedings and ensure that justice is not obstructed by political maneuvering or institutional barriers. Duterte's arrest should serve as a turning point in reaffirming the country’s commitment to human rights, accountability, and the rule of law.

PMPI stands in solidarity with the victims and their families who have long been denied justice. We echo their calls for the truth to be revealed, reparations to be made, and guarantees of non-repetition to be implemented. This moment is not just about one individual—it is about ensuring that no leader can ever again wield state power to violate the dignity and rights of Filipinos with impunity.

We call on all sectors—government agencies, the judiciary, civil society, and the international community—to remain vigilant in upholding justice and protecting human rights defenders who continue to work toward truth and accountability.

What you need to know: Rights of Nature is on a massive campaign

Ms. Yoly Esguerra, National Coordinator of the PMPI, and pioneering advocate on the Right of Nature (RoN) discuss the ultimate purpose of RoN on our environment on Atras Abante, and Listo Alerto program of the DRR Broadcasters Advocacy Cooperative, and Radyo Abante –SJTV in Tacloban City, Philippines.

The Philippine Misereor Partnership Inc. (PMPI), a coalition of faith-based and civil society organizations, is actively championing the Rights of Nature (RoN) movement in the Philippines. This initiative seeks to transform the prevailing human-centered relationship with nature into one that acknowledges the intrinsic rights of ecosystems to exist, thrive, and evolve.

In 2018, PMPI, in collaboration with NASSA/Caritas Philippines and over 250 member organizations, launched the Rights of Nature campaign through a national caravan titled 'Salakyag para sa Sangnilikha.'

This journey commenced in Zamboanga City and traversed various regions, culminating in Metro Manila. The campaign aimed to raise awareness and gather support for recognizing nature's legal rights.

Building on this momentum, PMPI spearheaded the drafting of the Rights of Nature Bill, inspired by similar legislative efforts in countries like Ecuador and Bolivia. The bill's primary objective is to grant nature legal personhood, endowing it with rights akin to those of humans, such as the right to exist, thrive, and maintain its natural processes.

In 2019, this proposed legislation was introduced into the Philippine Senate, marking a significant step toward institutionalizing the Rights of Nature within the country's legal framework.

To further this advocacy, PMPI has engaged in partnerships with academic institutions. Notably, in October 2024, PMPI signed a Memorandum of Agreement with the University of the Philippines Open University (UPOU) to integrate the principles of the Rights of Nature into educational curricula, aiming to foster a deeper understanding and appreciation of environmental rights among students.

Through these concerted efforts, PMPI strives to cultivate a societal shift toward eco-centric governance and sustainable living practices, ensuring that nature's rights are recognized and protected for future generations.

Maharlika Fund to Mining

Philippine faith group opposes Maharlika investment in large-scale mining.

A faith-based organization in the Philippines lambasted the decision of the government’s Maharlika Investment Corporation (MIC) to fund a loan agreement supporting a gold and copper mining project in Kalinga province.

The Philippine Misereor Partnership Inc. (PMPI) described the move as “blatant and incomprehensible,” arguing that it contradicts the stated purpose of the Maharlika Investment Fund (MIF) to drive sustainable economic development.

PMPI raised concerns over the allocation of public funds to the mining sector, which it described as “one of the most environmentally and socially destructive industries on the planet and the least contributor to employment and revenues.”

Panahon na.

Today marks the 30th anniversary of the Republic Act No. 7942 or the Philippine Mining Act of 1995. The thirty year implementation of this law has left the country open to exploitation and injustice. Three decades of misery and agony against our mining affected communities, and plunder of our natural resources.

Let's scrap the mining act of 1995 and enact the Alternative Minerals Management Bill (AMMB)!
