The Alliance of Concerned Teachers (ACT) urged the Congress to investigate the Government Service Insurance System’s (GSIS) reported investment of P2.308 billion in companies with no proven track record of profitability over the last three years and have not paid dividends even once within the same period, as revealed by the Commission on Audit’s (COA) report in 2023. ACT also lambasted GSIS for its unfair loan policies that impose exorbitant interest rates and harsh penalties on members, while risking contributions on highly speculative investments.

β€œGSIS’s reckless gamble of public sector workers’ hard-earned contributions on high-risk investments is deeply alarming. This is a gross disservice to the teachers and government employees who rely on GSIS for their future security. We urge Congress to investigate these irregularities and hold accountable those responsible for exposing pension funds to such reckless practices.”

Makabayan lawmakers highlighted in their filed house resolution that the investment is in clear violation of laws and regulations governing the prudent use of members’ funds, exposes significant portions of teachers’ and government employees’ contributions to unnecessary risks while failing to ensure the actuarial solvency of the pension fund.

β€œWhile GSIS claims to serve its members, it operates like a ruthless investment agency, prioritizing speculative ventures over the welfare of its contributors. Its high-risk, high-reward approach is nothing short of gambling with the lives and futures of teachers and government employees. They reject our calls for more compassionate loan terms while risking our contributions on speculative investments,” Quetua stressed.

ACT further criticized GSIS for its persistent opposition to the proposed measure to lower the optional retirement age of government workers from 60 to 56 years old. The bill, authored by ACT Teachers Party-list Representative France Castro and other Makabayan bloc lawmakers, seeks to grant government employees the right to retire earlier and enjoy the fruits of their labor. GSIS has consistently rejected this proposal, citing its potential impact on the actuarial life of the pension fund.

β€œGSIS’ rejection of the lower retirement age measure underscores its disregard for the welfare of its members. Teachers and government workers deserve the option to retire earlier and spend their later years in comfort, especially given their productive years in public service,” ACT emphasized.

ACT calls on Congress and all concerned agencies to take immediate action to protect the pension funds of public sector workers from inefficiency and corruption, and to abolish all exploitative policies against its contributors. #

The Provincial Government of Samar has intensified its peace and order campaign by supporting the Balik-Armas Program of the Samar Police Provincial Office (SPPO).

Gov. Sharee Ann Tan has given cash assistance of P10,000.00 to civilians who voluntarily surrendered their unlicensed but serviceable or functional fi****ms on January 13, 2025 at the Tandaya Hall, Provincial Capitol Compound, Catbalogan City.

In her message, the governor thanked the police officers for their relentless efforts in promoting peace and order in the province. β€œCongratulations to the Samar Police Provincial Office on these remarkable accomplishments. I would also like to thank our Chiefs of Police and police officers for your efforts. If not for you, this program would not have materialized. No matter how much we push this in the province, there is only so much that we can do.”

The governor also thanked the civilians, saying, β€œThank you for responding positively to this program. This act of surrendering fi****ms only means that you have no ill intention in using them.”

Meanwhile, SPPO Provincial Director PCol Antonietto Eric A. Mendoza, who led the Balik-Armas Program, disclosed that this initiative resulted in the surrender of 43 fi****ms, 22 of which were considered serviceable.

β€œThis is an effort that forms part of our security preparations for the 2025 National and Local Elections, aimed at reducing the possibility of gun-related incidents in the Province of Samar. These surrendered fi****ms symbolize trust and cooperation between the community and law enforcement,” PD Mendoza said.

PD Mendoza likewise stated that the Balik-Armas Program will continue in 2025 and encouraged civilians in possession of unlicensed fi****ms to surrender them.

During the event, the SPPO also presented the surrendered improvised fi****ms and other surrendered fi****ms for safekeeping. These fi****ms will undergo accounting and record checking and will eventually be endorsed for demilitarization.

NGCP is Filipino-led company, clarifies there’s no single off button*

There’s no single button that can shut down the power grid, NGCP maintained as it reiterated that it is a Filipino-led company.

Clark Agustin, NGCP Assistant Vice President for System Operations, clarified that NGCP abides by the internal procedures outlined under the Philippine Grid Code.

β€œDecisions are based on established procedures. Mayroon para sa maintenance at mayroon din para sa emergency,” Agustin said, adding that there are control centers in Luzon, Visayas and Mindanao.

β€œIf you decide to cut off power for entire country, wala pong ganun. Wala rin pong central control point na single button,” he clarified.

Agustin also allayed worries about the China-made equipment used by NGCP for its operation, saying China is a technical partner allowed by government.

β€œWala pong midnight deal na nangyari. Transparent po ang NGCP sa lahat ng mga galaw at transaksiyon nito,” he pointed out.

NGCP also reiterated that it is a Filipino-led company, with 60 percent of its shares owned by Filipinos.

The consortium comprised of Monte Oro Grid Resources Corporation, Calaca High Power Corporation, and State Grid Corporation of China won the bidding for the operation of the country’s transmission grid for a purchase price of $3.95 billion.

Monte Oro Grid Resources and Calaca owns 60 percent of the company while State Grid Corporation of China holds 40 percent, meeting the law’s requirement for foreign investors.
