SUPPRESSION OF TRANSPARENCY,
ACCOUNTABILITY

In behalf of Eastern Visayas Media Without Borders, I am expressing my dismay and dissatisfaction regarding the recent decision of the Samar-Leyte Media-Citizens Council to expunge my name as member of the same council’s Chat Group (GC), without valid reason.

As a Council member and as an elected treasurer at that, I believe it is imperative that transparency and accountability are upheld, especially within this organization---under the leadership of Ricky Bautista---which has been entrusted with the responsibility of serving public interest and welfare of the media itself.
Mr Bautista has no right to remove me unceremoniously from the GC, because it is not his personal account and besides, the Council has a grievance mechanism that I availed myself of in questioning for clarification the constant travels of our top three officers, himself included. He should have respected that, as it would not diminish his professionalism, if at all.

The decision to restrict my participation in the GC discussion, relative to our Council’s activities, stemmed from our latest chats where I inquired about the rationale of their constant travels to and from outside of Eastern Visayas, and the outcome of such travels if beneficial or not to the Council.

The other Council members and I are left wondering if in making inquiries I committed a violation of any rules, or is it prohibited for us to ask for verification any Council activities that are not clear to us? Had he only conveyed valid reasons, then there would be no problems, at all. Yet he countered by ousting me instead.

It has been the universal truth that transparency is the cornerstone of a healthy democratic society. It is on this principle that the creation of media councils for journalists, media outfits and their allies across the country is hinged upon: to set up an independent body with a self-regulatory mechanism, accountability, and transparency in all its dealings as truthful and responsible citizens.

In the orientation and workshop in Tacloban City for the Leyte-Samar Media-Citizen Council held on August 29-30 last year, PPI Seminar Director and Manila Standard managing editor Joyce Babe Pañares, said the two reasons why PPI wants to create media councils across the country are: 1) to provide a grievance mechanism and platform for the media; and 2) to hold media accountable of inappropriate behavior or public conduct.

The PPI even encouraged the Media-Citizen Council to set up media self-regulation, which involves having a grievance mechanism where members may make clarificatory questions on matters or activities that affect, directly or indirectly, the Council and its existence.

Ousting me from the GC without due process is plainly suppression or censorship of information regarding the actions of Council officials. This act fosters a culture of impunity and, by silencing me, creates an environment where unethical behavior can flourish unchecked.

Infringement upon the fundamental rights of members sets a dangerous precedent and destroys democracy, which is detrimental to the well-being of our organization, and primarily the substance of our being media practitioners or journalists.

It is essential that Council members have the right to question authority and hold their elected officers accountable for their actions. Thus, I urge the council to prioritize transparency and accountability in all its dealings because, as plain citizens, we have the right to know the truth.

Efforts to suppress information erode public trust, and will only serve to undermine the integrity of the Council, its reasons for being of which are now going down the drain.
