Senators B**g Go, dela Rosa, and Padilla jointly file Senate resolution urging Philippine government to seek house arrest arrangement for former President Duterte in The Hague

Senators Christopher “B**g” Go, Ronald “Bato” dela Rosa, and Robinhood Padilla jointly filed a Senate resolution on Monday, July 14, advocating for the interim release of former President Rodrigo Roa Duterte through a house arrest arrangement in The Hague, Netherlands, due to health concerns.

The resolution emphasizes that Duterte has now been detained for over 100 days at the ICC detention center as he awaits trial for alleged crimes against humanity in connection with his anti-illegal drugs campaign. The senators stressed that Duterte’s advanced age, deteriorating health, and isolation from family warrant urgent humanitarian consideration.

Duterte’s family members who have visited him reported that his condition has worsened significantly. They described drastic weight loss caused by appetite loss aggravated by the cold climate in The Hague, remarking that Duterte is weak, struggling to walk, “skin and bones,” and no longer resembling his previous image.

The resolution notes that Duterte, in a video message uploaded on March 13, while en route to The Hague, reaffirmed his readiness to face proceedings, signaling that he has no intent to evade accountability for the service and sacrifices he made for the country.

In the proposed resolution, the senators also recalled reports that upon Duterte’s arrival in the Netherlands, he was reportedly offered the possibility of house arrest in a rented residence with access to his own doctor, nurse, and family members. However, no developments on this option have since materialized.

While acknowledging that the Philippines withdrew from the Rome Statute in 2019, the senators stressed that this does not preclude the government from advocating for humane treatment for a Filipino citizen and former president. They called on the Philippine government to act swiftly and in good conscience, engaging diplomatically with the ICC to secure an arrangement that ensures Duterte’s health and dignity while proceedings continue.

The resolution concludes by affirming the senators’ position that humanitarian considerations must guide the government’s engagement with the ICC on this matter, ensuring that Duterte is afforded humane conditions consistent with his age, health, and service to the nation.

Senator Go then made a heartfelt appeal to the Filipino people: “Kaya nananawagan po ako sa buong sambayanang Pilipino. Ipagdasal po natin ang kalusugan, kaligtasan, at kalayaan ni Tatay Digong. Huwag po tayong tumigil hangga't hindi siya nakakauwi.”

Despite the resolution prioritizing the welfare of former president Duterte given current circumstances, Senator Go remains firm on his stand that the Philippines has a working judicial system that could determine accountability of any citizen in accordance with its own laws.

Go challenged fellow Filipinos to reflect honestly on the gains of Duterte’s anti-crime policies. “Pilipino na po ang humusga kung sa tingin ninyong mas nakakalakad ba ang inyong mga anak na hindi nasasaktan at hindi nababastos,” he declared.

Senator Go also underscored his respect and gratitude for Duterte, whom he credits as his inspiration for public service.

“Naging inspirasyon ko si Tatay Digong sa aking pagseserbisyo sa mga Pilipino. Kaya napakalaki ng aking pasasalamat sa kanya. Hinding-hindi ‘yan matutumbasan ng kahit ano pa man. Salamat sa kanyang mga advice sa akin, mga pangaral, at mga paalala,” Go consistently said.

Magno: PBBM has done more for Mindanao than 2 previous admins

ZAMBOANGA CITY – President Ferdinand Marcos Jr.'s trust and approval ratings have taken a nosedive in Mindanao, drawing increased scrutiny towards the performance of key regional officials, including Mindanao Development Authority (MinDA) Chairperson Leo Tereso Magno.

This shift in public sentiment has prompted questions about the administration's impact on the ground, but Magno remains adamant that the Marcos administration has done more for Mindanawons than those of former President Rodrigo Duterte and Benigno Aquino Jr. "We have the numbers.

The numbers show that this administration has been providing and giving more to Mindanao than the previous," Magno said during an interview at the sidelines of the 10th BIMP-EAGA Socio-Cultural and Education (SCE) Cluster Meeting here.

This was Magno's direct response when confronted with reports of the President's lagging survey numbers in Mindanao.

He asserted that the current administration has "spent more on education, has spent more on infrastructure, and has spent more on agriculture and other aspects “than the previous and previous administrations combined."

This response, while aiming to underscore progress, was interpreted by some observers as a deflection from the core issue of the President's diminishing public trust, effectively diminishing the accomplishments of preceding administrations.

This particular line of argument from Magno is interesting given his extensive history in public service, which spans multiple administrations.

His career includes significant roles such as Regional Executive Director of the Land Transportation Office (LTO) in 1998 (during the Estrada/Arroyo administrations) and Administrator and Vice Chairman of PHIVIDEC Industrial Authority in 2010 (during the Arroyo/Aquino administrations), before his current appointments under President Marcos Jr.

This background adds a layer of complexity to his comparisons of administrative performance, as he was part of the government machinery during some of the periods he now contrasts.

While the Marcos Jr. administration has continued to prioritize infrastructure and has allocated substantial budgets to sectors like education (e.g., PHP 1.05 trillion in the 2025 national budget), a definitive, quantitative comparison of total spending or project output "combined" against two full previous administrations remains a complex task, and such detailed, independently verifiable data to support Magno's sweeping claim is not readily available.

MinDA, under Magno, has reported various initiatives, including efforts to boost the Halal industry, integrate Mindanao into the BIMP-EAGA, and support peacebuilding through programs like the institutionalization of the National Action Plan for Unity, Peace, and Development (NAP-UPDev).

Despite these stated efforts and claims of increased investment, independent surveys reflect a challenging reality for the current administration in Mindanao. Pulse Asia's March 2024 survey indicated a significant 32-point drop in President Marcos Jr.'s trust rating in the region.

Further, a September 2024 Pulse Asia poll showed his lowest satisfaction and trust ratings nationally originating from Mindanao (26% satisfaction, 21% trust).

The Social Weather Stations (SWS) December 2024 survey similarly reported a notable decline in trust in Mindanao, with "Much Trust" falling from 50% in July to 33% in December.

The tension between official pronouncements of progress and the public's evident dissatisfaction, particularly in a crucial region like Mindanao, underscores the multifaceted challenges facing the Marcos Jr. administration.

Magno's emphasis on statistical achievements and his diversion from the direct question about the President's declining popularity, while perhaps intended to highlight positive developments, appears to have done little to stem the tide of declining approval.

This suggests a potential disconnect between the metrics of progress cited by officials and the tangible improvements sought by Mindanawons, raising questions about the effectiveness of MinDA's current leadership in bolstering, or at least not hindering, the President's standing in Mindanao. #

Senator B**g Go backs total ban on online gambling as he highlights its devastating social impact on the poor

Senator Christopher “B**g” Go on Tuesday, July 9, supports calls to ban online gambling in the Philippines, citing the severe and far-reaching social costs that disproportionately affect poor and vulnerable Filipinos.

In an ambush interview with reporters at the Senate, Go revealed that he intends to either file his own bill or co-author pending proposals filed by his colleagues that aim to outlaw online gambling activities nationwide.

“Sa online gambling, I agree with my colleagues on the possibility of banning online gambling. I intend to file my own bill or co-author similar measures,” Go declared, as he echoed growing concern among lawmakers over the spread of online gambling platforms that have become alarmingly accessible and addictive.

“Masyado na pong malaki at malalim ang social cost nito.”

He went on to describe how online gambling is now draining limited resources from working-class Filipinos, many of whom unknowingly become addicted due to the ease and secrecy of the platforms.

“‘Yung iba, alam n’yo, ‘yung mga driver imbes na pambili na nila ng gatas, diaper sa anak, pagkain, baon sa mga anak ay ipinanglalaro na po ng dito sa online. Kasi masyadong madaling maglaro eh. ‘Yung iba nga akala mo nagti-text lang, naglalaro na pala, nagsusugal na. Ang dami n’yan,” Go explained.

Go’s strong stance joins a growing chorus of legislators seeking to address the online gambling crisis either through a total ban or a major overhaul of the country’s existing policies covering gaming laws. Multiple bills have been filed in both houses of Congress proposing the prohibition of online gambling platforms and mandating internet service providers, payment gateways, and mobile apps to block access to such services.

These proposed measures are grounded in the alarming social impact of online gambling, especially its effect on minors, low-income earners, and those susceptible to addiction.

While acknowledging the legislative process required to pass such a measure, Go made clear that his intent to support such a move is firm and consistent with his previous stand that public order must be prioritized over any economic benefits of such activities.

Go underscored the difficulty of regulating online gambling given the current nature of digital access in the country, stressing that existing mechanisms may be inadequate to prevent harm, especially among youth.

“Ang hirap po, ang hirap i-regulate nito dahil sa masyadong maluwang ‘yung internet access sa ngayon. So mahirap i-regulate, sobrang hirap po i-regulate nito. So isang paraan rin po na ilayo natin ang mga kabataan sa masasamang bisyo,” he said. “Parang addiction na rin po ‘yan eh ‘pag na-hook up ka sa online gambling.”

The senator, who chairs both the Senate Committees on Sports and the on Youth, strongly criticized the influence of gambling on Filipino youth, noting its contradiction to his ongoing initiatives to promote sports and wellness as healthy alternatives.

“Mali po ito. Masyadong mali po ito. Protektahan po natin ang ating mga kabataan. Hindi lang mga kabataan, lahat ng Pilipino protektahan natin na malulong sa sugal,” Go emphasized.

“Bilang chairman ng (Committees on) Sports at (on) Youth, iniengganyo ko nga ang mga kabataan to get into sports, stay away from drugs to keep us healthy and fit,” he added, reiterating his long-standing advocacy for youth empowerment through physical activity and discipline.

Go also recalled his previous legislative efforts on the matter, noting that he co-authored and co-sponsored Senate Bill No. 2868, which seeks to prohibit the operations of Philippine Offshore Gaming Operators (POGOs) in the country. The bill has passed both chambers of Congress.

“I also co-authored the bill banning POGOs, ito pong Senate Bill No. 2868 which was passed in the Senate and the House of Representatives. It’s up to the President if he will sign this measure kung pipirmahan n’ya po ito,” Go explained.

“Pero isa po ako sa author at co-sponsor ng pagbaban ng POGO at kasama na po rin dito sana matigil na rin po itong online gambling.”

He reiterated his concern for poor families, emphasizing that every peso lost to gambling is money that could have been spent on food or school supplies.

“Mahirap ‘to, delikado po ito lalung lalo na ang biktima rito ‘yung mga mahihirap nating kababayan. Ipambili n’yo na lang ng pagkain, ang hirap po ng panahon ngayon,” Go said.

When pressed for clarification, the senator firmly confirmed his support for a total ban: “Opo. Though alam n’yo naman dito, dadaan pa ‘yan sa Senado at sa Kongreso, kahit isang boto lang po ako, my personal opinion ay dapat po itigil po ito.”

He concluded with a heartfelt appeal to fellow lawmakers and the public to recognize the deeper implications of online gambling on family welfare and national well-being.

“Dahil kung magiging biktima po ‘yung mga mahihirap nating kababayan, imbes na pambili ng pagkain, baon sa anak ay nagagamit sa sugal, ‘wag naman po sana. ‘Wag naman po sana.”

Senator B**g Go pledges continued support for micro and small cooperatives during Region XI International Year of Cooperatives celebration in Davao City

Senator Christopher “B**g” Go showed his continued support for micro and small cooperatives during the International Year of Cooperatives celebration held on Saturday, July 5, at Rizal Park, Davao City.

Speaking before members of various cooperatives from Region XI, Go emphasized the importance of empowering small-scale organizations to drive grassroots economic development and build stronger, more self-reliant communities.

“Naniniwala po ako na ang mga kooperatiba ay isa sa mga dapat tulungan at palakasin. Ang sarap po sa pakiramdam kapag pinaghirapan at pinagpawisan mo ang bawat bagay,” Go declared in his speech. “Lalo na sa usaping kooperatiba—paano n’yo ito palalakihin? Paano n’yo ito palalaguin? Tanong talaga ‘yan.”

Go further underscored his intent to prioritize grassroots cooperatives, especially in rural regions, and called for continued government assistance. “Tuluy-tuloy po akong susuporta sa mga inisyatibo at reporma para sa kapakanan ng ating mga kooperatiba, lalo na po ‘yung mga micro at small co-ops.”

A member of the Senate Committee on Cooperatives and Vice Chairperson of the Senate Committee on Finance, Go recalled the programs he has helped fund and the laws he supported to bolster the cooperative movement.

In recent years, Go also advocated for the Malasakit sa Kooperatiba program which is part of the CDA’s Human Capital Development Program and aims to strengthen the capacity of small cooperatives through financial aid, training, and other development initiatives.

"Ang malasakit natin sa mga kooperatiba ay malasakit rin natin sa bawat pamilyang Pilipino. Hangga’t kaya natin, ipagpapatuloy natin ang pagbibigay ng suporta sa kanila upang masiguro ang patuloy na paglago at kaunlaran ng kanilang mga operasyon," Senator Go added.

A staunch advocate for cooperative development, Go supported the passage of Republic Act No. 11535 as one of its co-authors and co-sponsors, mandating the appointment of Cooperatives Development Officers at municipal, city, and provincial levels to further strengthen cooperative growth and participation in governance.

Go also expressed pride in being a co-author and co-sponsor of RA 11502, the National Cooperative Month Act, which designates October as a month for celebrating the contributions of cooperatives to the country.

As Chairperson of the Senate Committee on Youth, Go also stressed the importance of youth cooperatives in shaping future community leaders. “Sinusuportahan ko rin ang pagtatatag ng mga youth cooperatives bilang paraan upang mahubog ang kanilang kakayahan at makapag-ambag sila sa kanilang mga komunidad.”

He also thanked the people of Davao City for their continued trust. “Hindi ko po kailanman sasayangin ang tiwalang ibinigay n’yo sa akin,” he said, while encouraging unity among Filipinos regardless of faith or background.

To date, Go has authored 19 laws and principally sponsored 94 laws, including 92 measures that establish or upgrade public hospitals nationwide — underscoring his longstanding commitment to improving healthcare access. He has also co-authored or co-sponsored 191 other laws in pursuit of the welfare of various sectors.

Go took the opportunity to reinforce his top priorities as Chairperson of the Senate Committee on Health, including the institutionalization of the Malasakit Centers, the establishment of Super Health Centers, and Regional Specialty Centers.

Malasakit Centers are one-stop shops aiming to support impoverished patients in reducing their hospital costs to the least possible amount. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program.

As of now, 167 Malasakit Centers are operational across the country, poised to assist with patients’ medical expenses. The Department of Health (DOH) reports that the Malasakit Center program has already provided aid to more than 17 million Filipinos.

“Sigurado po ako na marami sa inyo ang nakinabang na sa Malasakit Center,” he said, noting the ease of access provided by the one-stop shops for government medical assistance. “Ganyan ang ginawa natin sa Southern Philippines Medical Center (SPMC)… hindi lang para sa inyo — para ‘yan sa lahat ng Pilipino.”

Meanwhile, he explained how Super Health Centers complement traditional healthcare by offering localized services: “Medium-type po ito na parang polyclinic. Meron na pong check-up, dental services, laboratory, x-ray. Nandiyan na rin po ang Konsulta Program ng PhilHealth.”

Through the concerted efforts of Go, fellow lawmakers, the DOH, led by Secretary Teodoro “Ted” Herbosa, and local government units, adequate funding was allocated for establishing more than 700 Super Health Centers nationwide.

B**g Go shows support to students during Davao del Sur State College’s 6th Commencement Exercises, advocates for inclusivity in education

Senator Christopher “B**g” Go, Chairperson of the Senate Committee on Youth, attended as a speaker at the 6th Commencement Exercises of Davao del Sur State College (DDSC) on Friday, July 4, upon the invitation of College President Augie Fuentes.

In his address, Senator Go extended heartfelt congratulations to the graduating class, urging them to harness their knowledge not just for personal and familial advancement but also for the continued progress of Davao del Sur and the entire nation.

He also highlighted the role of parents and their sacrifices in ensuring their children’s success. Sharing his own experience as a father, Go said: “Ako po mismo, I’m a parent po. Nag-graduate rin yung anak ko 2024, siya po yung class valedictorian ng Ateneo School of Law. Abogado na siya sa Maynila. 26 years old na siya noong 2024. And then, CPA siya, College of Accountancy at Summa Cum Laude siya noong 2019 at Top 3 siya sa board ng CPA. So CPA Lawyer na po siya ngayon at siya po yung vice mayor ngayon ng Lupon, Davao Oriental. Halos kapangalan ko po. Ako si Christopher Lawrence, siya naman si Christian Lawrence.”

Go added, “Kaming mga magulang lahat ibinibigay namin sa aming mga anak. Kaya mga anak, bilang ganti sa ating mga magulang, mag-aral kayo nang mabuti. At huwag ninyong kalimutan yung pagmamahal at sakripisyo ng ating mga magulang na ginagawa ang lahat para makarating po kayo rito. Palakpakan natin ang ating mga magulang na nasa taas. Para sa inyo rin ito, aside from the graduates. Inyo ito, mga parents.”

A touching highlight of the event was when Senator Go took time to interact with five graduates under the ICET Program for the Deaf, an inclusive initiative of DDSC. Joined by their teacher, Ma’am Marites Pia, the senator shared a light moment with them, posing for selfies and handing out small gifts as a gesture of support and recognition.

The senator reaffirmed his advocacy for accessible, inclusive, and quality education, underscoring that it remains one of the strongest pillars for national development. He left the graduates with a simple yet powerful reminder: “Never forget where you came from and never stop serving others. Hindi kailangang maging sikat o may posisyon para tumulong. Sometimes the smallest act of kindness changes someone’s life.”

Go, who previously helped fight for the enactment of the Universal Access to Quality Tertiary Education Act during his time as Special Assistant to the President, continues to champion accessible education in the Senate. He has filed a bill in the 20th Congress that seeks to amend Republic Act No. 10931 to further expand the coverage of the Tertiary Education Subsidy (TES), ensuring that more deserving students—especially those from low-income families—can pursue higher education without financial burden.

“Gusto ko lang i-share sa inyo na noong panahon po ni former President Duterte ipinaglaban po natin yung Free Tertiary Education Act. Batas na po ito na muntik na po itong ma-veto. Alam po yan ni Chairperson Popoy De Vera. Pero hindi po pumayag si Mayor, President Duterte noon,” Go shared.

“Pero ‘pag edukasyon po, para sa amin ni President Duterte importante ang edukasyon dahil dala-dala po natin ito hanggang sa pagtanda natin,” he added.

The passage of Republic Act No. 12077, also known as the Student Loan Payment Moratorium During Disasters and Emergencies Act, underscores Senator Go's dedication to upholding the dignity of Filipinos in times of crisis. As a co-sponsor and co-author of the law, he has helped ensure that students with existing loans receive temporary financial relief during emergencies and calamities.

Senator Go earlier co-authored and co-sponsored RA 11510, which institutionalizes the Alternative Learning System (ALS) to improve basic education delivery to underserved and disadvantaged students; RA 11984, or the “No Permit, No Exam Prohibition Act”, which prohibits educational institutions from denying students the right to take exams due to unpaid fees; RA 12006 or the “Free College Entrance Examinations Act”, waiving entrance exam fees at private higher educational institutions for qualified top students; as well as RA 11997, or the “Kabalikat sa Pagtuturo Act,” which increases the teaching supply allowances for public school teachers.

The event stood not only as a celebration of academic achievement but also as a testament to the inclusive and empowering environment that institutions like DDSC strive to cultivate for every Filipino learner.

Earlier that day, Go joined the ribbon cutting and blessing of the newly constructed National Commission of Senior Citizens (NCSC) Regional Office XII in General Santos City.
