MINIMUM wage earners in Region 3 (Central Luzon) are set to receive an increase in their daily pay starting October 30 following the new wage order issued by the Regional Tripartite Wages and Productivity Board (RTWPB) 3.

Under Wage Order No. RBIII-26, daily minimum wage rates for private sector workers in the region will increase from P50 to P80 to be implemented in two tranches.

In a statement, RTWPB 3 Chairperson and Department of Labor and Employment Regional Director Geraldine Panlilio said the first tranche, amounting to P20 to P40, will take effect on October 30 while the second tranche, ranging from P30 to P40, will follow on April 16, 2026.

The first tranche will set the minimum wage at P570 for the non-agriculture sector, P540 for the agriculture sector, and P560 for the retail and service sector in the provinces of Tarlac, Bataan, Bulacan, Nueva Ecija, Pampanga, and Zambales.

These will further adjust to P600 for the non-agriculture sector, P570 for the agriculture sector, and P590 for the retail and service sector once the second tranche takes effect.

In Aurora, the first tranche will raise the daily minimum wage to P530 for the non-agriculture sector, P515 for the agriculture sector, and P475 for the retail and service sector.

These will increase up to P560 for the non-agriculture sector, P545 for the agriculture sector, and P515 for the retail and service sector when the second tranche has been implemented.

Panlilio also noted that kasambahays or domestic workers in the region will benefit from Wage Order No. RBIII-DW-05 that grants a P500 increase in the monthly minimum wage leading to P6,500 starting at the end of this month.

The new wage orders, according to RTWPB 3, were formulated following public hearings that gathered inputs from both labor and management sectors, alongside a review of the region’s socio-economic conditions, employers’ capacity to pay, and enterprise productivity levels.

MINIMUM wage earners in Region 3 (Central Luzon) are set to receive an increase in their daily pay starting Oct. 30, following the new wage order issued by the Regional Tripartite Wages and Productivity Board (RTWPB) 3.

Luzon artistry, culture showcased in Tarlac fair

THIS year’s Luzon Art Fair has continued to advocate distinct regional artistry and cultural pride, showcased at the Diwa ng Tarlak and Bulwagan ng Kanlahi.

Several visual artists from across the island of Luzon gathered together to display their lineup of contemporary crafts and products inspired by heritage, culture, and history.

Among those on display in the four-day exhibit were installations, sculptures, photos, paintings, and local food products. The fair concluded on Sunday.

Aside from bringing together artists, guardians, and craftspeople, the exhibit pulled the interest of collectors and arts and products enthusiasts from around the country.

True to its vision to honor and bring exceptional artistry into the forefront–art that breathes life into the region’s local art scene, Luzon Art Fair 2025 kept its mission to make arts and products accessible to everyone.

Tarlac Governor Christian Yap, together with his wife Melissa, graced the exhibit along with other local officials like Vice Gov. Estelita Aquino, Mayors Rex Villa Agustin of Victoria and Kat Roxas of Paniqui, and Board Members Pearl Pacada and Harmes Sembrano.

Yap said the fair was aimed at introducing excellent artists who lack exposure, which the activity had already helped numerous individuals in the field to further their horizon.

“Now they are already doing exhibits not only in the Philippines but even abroad. The art industry is a great opportunity to promote Tarlac’s tourism and identity,” he added.

Notably, Tarlac is the steady home of the fair since its inception by the provincial government with the assistance of National Commission for Culture and the Arts Committee on Art Galleries and featured workshops, live painting, and art talks.

Meanwhile, the provincial government led the official launching of Likha ng Tarlac booths that showcased products of local entrepreneurs from the province’s 17 towns and capital city.

‘Cong. Meow’ Kiko Barzaga: From Political Heir to Viral Lawmaker

He’s young, outspoken, and not afraid to say “meow” in Congress. Francisco “Kiko” Barzaga Jr., better known online as “Cong. Meow,” has once again become one of the most talked-about figures in Philippine politics.

The Cavite 4th District representative, son of the late congressman Elpidio “Pidi” Barzaga Jr. and Dasmariñas City Mayor Jenny Barzaga, rose to fame with his unorthodox political branding and fearless demeanor.

Barzaga, who often uses cat symbols and the term “Congress-Meow” in his online presence, is viral today after his fiery privilege speech calling out senior lawmakers over transparency issues and leadership struggles inside the House of Representatives. Clips of his speech—punctuated with his trademark “meow” remark—have flooded TikTok, X (Twitter), and Facebook, generating both praise and criticism.

Supporters hail him as a “Gen Z voice of courage” breaking the norms of Philippine politics, while critics accuse him of turning Congress into a social-media spectacle.

Despite the mixed reactions, one thing is clear: Barzaga has mastered the art of visibility in a digital-first political arena. His animal-welfare advocacy, youthful charisma, and willingness to confront the establishment continue to spark conversation across the country.

Kiko Barzaga’s latest viral moment isn’t just about a soundbite—it’s about a new era of political communication. In an age where memes can move public opinion, Barzaga understands the language of the crowd.

His “meow” may sound playful, but behind it lies a calculated strategy: to connect politics with personality. While traditional politicians rely on decorum and hierarchy, Barzaga thrives on relatability and disruption.

The challenge now is substance. Viral fame fades fast if not grounded on policy and results. If “Cong. Meow” can channel his digital reach into concrete reforms—particularly on transparency, governance, and public accountability—then his unconventional approach might just become a model for next-generation leaders.

Until then, his every “meow” echoes a reminder: politics today is no longer just about power—it’s about presence.

Over 40,000 Join SM Cares in Championing Inclusion

In celebration of National Disability Rights Week 2025, SM Cares---the corporate social responsibility arm of SM Supermalls---reaffirmed its long-standing commitment to inclusivity through a series of meaningful events and initiatives designed to uplift, empower, and celebrate Persons with Disabilities (PWDs).

Hel across multiple SM malls nationwide, this year's celebration served as a powerful reminder of the right of every person to live with dignity, opportunity, and equal access to spaces and services. From signature gatherings that brought together thousands, to advocacy-driven programs centered on resilience and education, SM Cares continues to champion a more inclusive and compassionate society for all.

Flagship events that touched lives
One of the biggest highlights of this year's celebration was the Angels Walk for Autism, held in partnership with the Autism Society Philippines (ASP). Drawing over 40,000 participants at the SM Mall of Asia Arena, the event was a powerful show of unity, awareness, and acceptance for individuals on the autism spectrum.

SM Cares also proudly hosted the Happy Walk for Down Syndrome, a nationwide celebration in collaboration with the Down Syndrome Association of the Philippines (DSAPI). The event honored the unique talents and contributions of individuals with Down Syndrome, reinforcing the importance of inclusion and visibility.

Meanwhile, the Emergency Preparedness Forum, another hallmark initiative by SM Cares continued its mission to equip senior citizens and persons with disabilities with life-saving knowledge. Through disaster-readiness training, participants gained practical tools to enhance personal resilience in times of crisis.

In addition, SM Cares conducted Sensitivity Training for mall frontliners and staff, further ensuring that every customer---regardless of ability---is met with empathy, respect, and the highest standards of care.

Spaces built for everyone
Beyond events, SM Supermalls also ensures its malls are physically accessible. Facilities such as Braille signage at elevators, accessible parking, wheelchair lifts, dedicated restrooms for persons with disabilities, and trained mall personnel are just a few of the permanent features that reflect its continued investment in barrier-free environments.

Looking ahead
As part of its ongoing commitment to promoting inclusivity and accessibility, SM Cares is set to host two meaningful events for persons with disabilities this August 2025: Movies for the Blind at SM Megamall on August 2, and The Blackout Zone, an immersive awareness activity, at SM North EDSA from August 25 to 29. Both aim to foster empathy and provide meaningful, accessible experiences for all participants.

A call to community
"At SM Cares, we believe that creating a truly inclusive world begins with listening, learning, and walking alongside the people we serve," said Steven T. Tan, SM Supermalls President. "National Disability Rights Week is more than a commemoration---it's a call to action to build a kinder, more accessible future."

As SM Cares continues to champion inclusivity by empowering persons with disabilities, the public is invited to take part in its annual advocacy programs that promote awareness, understanding, and support of the community.

Celebrating 40 Super Years of Evolving with Every You, SM Supermalls --- one of Southeast Asia's largest mall developers with 88 malls in the Philippines--mark four decades of growing with Filipinos and becoming a trusted space where diverse lifestyles and generations connect, while continuously evolving to redefine the malling experience through sustainability, innovation, and a deep commitment to shaping the future of retail and urban life with inclusive and meaningful experiences.
