Marcos Jr.’s commitment to deliver essential services to even the most remote Filipino communities, Department of Energy (DOE) Secretary Sharon Garin deployed a Mobile Energy System (MES) to Pag-asa Integrated School in Kalayaan, Palawan. This solar-powered system with battery storage now provides safe, reliable and sustainable electricity, ensuring uninterrupted learning, stronger school operations and a brighter future for young Filipino students.

The Expanded Career Progression (ECP) System for public school teachers was first established through Executive Order No. 174, series of 2022, creating structured career pathways to promote professional growth and clearer advancement opportunities. Republic Act (R.A.) No. 12288, signed by President Ferdinand R. Marcos Jr. in September 2025, institutionalized the system for public school teachers and school leaders, establishing a merit‑based and competency‑driven path for promotion and advancement.

For decades, public school teachers faced delayed promotions, often reaching higher ranks near retirement and frequently at the expense of ongoing classroom engagement. The ECP System addresses this systemic issue by offering two (2) distinct career paths: the Classroom Teaching Track and the School Administration Track. By linking promotions to merit and performance standards rather than vacancy-driven delays, the ECP aims to ensure timely recognition and improve educational outcomes nationwide.

In the Cordillera Administrative Region (CAR), the gap between policy and practice is evident. DepEd-CAR data show that 8,811 employees have been promoted through position reclassification under the ECP, reflecting a regional effort to recognize years of classroom leadership and professional skills. Officials say that this progress emphasizes a focused effort to reduce long-standing promotion delays and to align career advancement with actual classroom service.

In Tabuk City, the Expanded Career Progression System marked a defining regional milestone on December 15, 2025 when 640 public school teachers took their oath of office in the first ECP oath‑taking ceremony in CAR. Their promotions and corresponding salary adjustments took effect immediately, emphasizing prompt recognition for merit and service, a change from the long delays that marked the old system.

Under Bagong Pilipinas, the message is clear: strong schools begin with teachers who are recognized, supported and empowered to develop — precisely where they matter most.
