It came to our attention that the Municipal Budget Office was called out for allegedly causing delays and failing to assist barangay units in preparing new budget forms.
We deny the allegation. This is but an attempt to taint and besmirch the very institution that the Municipal Budget Office has established. Under the Local Government Code, the Budget Office is mandated to prepare and review municipal budgets, assist the mayor in budget ex*****on and monitoring, ensure all disbursements are within the approved budget, and provide guidance to barangays on budgeting, accounting, and liquidation.
The delay attributed to the Municipal Budget Office is due to the late submission of liquidation reports from the barangays. It is not the Budget Office that is causing the delay. Without these reports, that the Barangay units are well equiped to prepare, the Budget Office cannot pre-review the new budgets, as required by law.
Since 2018, the Budget Office has implemented the TigBAW (Tigbauan Budget and Accounting Wizard) system to help barangay units with accounting, disbursements, budgeting, and liquidation, this is in contrast to the allegations that the office did not prepare the necessary forms or documents to be used by the barangay units. All necessary forms and support have been provided to barangays, and the office remains committed to transparency, innovation, and good governance for the benefit of the whole community.
We call on all barangay officials and stakeholders to work together in upholding accountability and timely compliance. Only through collective responsibility can we ensure that public funds are managed efficiently and that essential services reach every corner of our community. The Municipal Budget Office stands firm in its mission to serve with integrity, empower local governance, and safeguard the public trust.
