The second group of participants in the ongoing Deciphering the Delinquencies: A Training-Workshop on the Preparation, Cleansing, and Profiling of the Real Property Tax Delinquencies in the Province of Iloilo, organized by the Association of Municipal Treasurers in Iloilo (AMTI), Inc., are Municipal Treasurers and Asesors from the 3rd and 4th Districts of Iloilo along with their technical staff.

AMTI, Inc. President and Badiangan Municipal Treasurer Randy Ocera thanked the local treasurers and assessors in the province for their enthusiastic response to the said activity.

In her message, Provincial Treasurer Jean Maire G. Umadhay called for cooperation and stronger collaboration among the local treasury and assessment workforce to avoid issues with real property records.

On the other hand, Tax Enforcement Division Head Fatima R. Bayona gave an overview of the two-day training with emphasis on the analysis of real property assessment data for the formulation of pertinent interventions to achieve higher collection efficiency in RPT.

Provincial Assessor Rema Calderon talked about the parameters in distinguishing real properties subject to exemption/restriction.

This activity is a collaborative effort of AMTI, Inc. and the Office of the Provincial Treasurer to level up the ability of municipal treasury personnel in the examination of real property units that contribute to a large amount of delinquency in their respective areas and identify feasible solutions related to RPT issues.

A discussion was conducted with participants from the 5th district of Iloilo regarding the Determination of Alienable and Disposable (A&D) Lands for Taxation Purposes. During the session, cadastral maps were presented, highlighting the delineation of timberlands/forest lands within the jurisdiction of the concerned municipalities.

Engr. Nicolas C. Pericon, Assistant CENRO and Chief of the Regulations and Permitting Section of CENRO Sara, shared updated data on the total area covered by timberlands and forest lands in the respective municipalities.

An insightful discussion of Presidential Decree No. 705 or the Revised Forestry Code was given by Forester Romeo Launio, Chief of the Monitoring Enforcement Section of CENRO Sara.

It was recognized that further discussion and technical comparison between the assessorโ€™s maps and cadastral maps is crucial. This is necessary to identify overlapping claims and to develop appropriate interventions concerning real property units situated within timberland or forest land areas.

Participants from the Fifth District of Iloilo were all game during the hands-on workshop on the determination of real properties proposed for restriction from their respective reports of the Certified List of Delinquency.

The workshop revolved around the practical use of Microsoft Excel as a tool to systematically analyze and filter real property data in the determination of properties that met specific restriction criteria. Hence, the cleansing and profiling of real property units was achieved through a procedure developed in-house by personnel of the Tax Enforcement Division of Iloilo PTO.

By the end of the workshop, participants from eleven municipalities in this district generated reports on the List of RPUs proposed for restriction, which will be validated further by the assessorโ€™s office, and a tentative Certified List of Delinquency.

Analysis of the gathered data, identification of issues relative to bloated collectibles from RPT, and determination of effective revenue generation strategies followed.

As part of the ongoing training-workshop organized by the AMTI, Inc. on โ€œDeciphering the Delinquencies: A Training-Workshop on the Preparation, Cleansing and Profiling of the Real Property Tax Delinquencies in the Province of Iloiloโ€œ, Iloilo Provincial Assessor Rema E. Calderon discussed the Guidelines on the Restrictions of Taxable Real Properties based on BLGF Memo Circular No. 19-2016 relative to the Use of Assessment Data on Properties with Restrictions as Target Parameter for Real Property Tax Collection which was also reiterated through BLGF Regional Memo Circular No. 006-2022.

The said circular emphasized the exclusion/deduction of the Total Assessed Value of Properties with Restrictions (TAVPR) from the Total Current Assessed Value (TCAV) which determines the RPT target of each LGU.

The restrictions include โ€œproperties under CARP, under litigation, road lots, open spaces in subdivisions not officially donated to LGUs, etc., wherein local treasurers are prevented from collecting the RPT.โ€

Dr. Calderon, a veteran speaker relative to assessment operations, explained in detail the parameters in identifying and considering real properties qualified for restriction which are โ€œactiveโ€ in their assessment roll.

Further verification and validation shall also be done by the local assessors to ensure that properties determined by local treasurers for restrictions are eligible.

To strengthen local revenue generation and deepen understanding on the status of delinquent real property units in Iloilo, the Association of Municipal Treasurers of Iloilo (AMTI), Inc., with the support of the Office of the Provincial Treasurer, conducts โ€œDeciphering the Delinquencies: A Training-Workshop on the Preparation, Cleansing and Profiling of the Real Property Tax Delinquencies in the Province of Iloiloโ€ in three batches.

The first batch, composed of municipal treasurers and municipal assessors together with their technical staff from the 5th District of Iloilo, started their two-day specialized training workshop yesterday, July 15.

AMTI, Inc. President and Badiangan Municipal Treasurer Randy Ocera in an opening message, emphasized that the said training is opportune and relevant in treasury and assessment works for it will pave the way for the generation of data which will be the basis for the determination of the proper intervention towards real property units which remain difficult to collect.

Cooperation and collaboration among treasurers and assessors are needed to achieve the desired goals was the highlight of the message delivered by Provincial Treasurer Jean Maire G. Umadhay.

In an overview of the said activity, Ms. Fatima R. Bayona, Chief of the Tax Enforcement Division of Iloilo PTO, shared a detailed data analysis of the actual status of delinquencies in each municipality and the number of real property units by type with corresponding amount of delinquency that determined which type of RPU greatly contributes to each municipalityโ€™s collectibles.

This activity aims to elevate the level of analysis of municipal treasurers and RPT focal persons on delinquent RPUs and to come up with data-based strategies in their RPT revenue generation activities.
