This new JMC provides guidelines for the implementation of the exemption of all incumbent SK officials in good standing from taking any service components of the National Service Training Program (NSTP) and the provision to be excused from attending regular classes to attend SK Meetings and Sangguniang Barangay Sessions.

𝗚𝗲𝗮𝗿𝗶𝗻𝗴 𝗨𝗽 𝗳𝗼𝗿 𝗙𝗬 𝟮𝟬𝟮𝟲📊

In pursuit of a more inclusive and transparent local budgeting process, the Municipal Budget Office of Tubungan, headed by Mr. Orlando Tacsagon, Municipal Budget Officer, successfully conducted the 𝐅𝐘 𝟐𝟎𝟐𝟔 𝐁𝐮𝐝𝐠𝐞𝐭 𝐅𝐨𝐫𝐮𝐦 on June 16, 2024, at the Makeshift Building, Municipal Gym, Tubungan, Iloilo. The forum served as a platform to provide guidance on the preparation of budget proposals for the upcoming fiscal year.

Key topics discussed during the forum included the issued Budget Call, expenditure ceilings, budgeting strategies, the timeline of budget preparation activities, and the standard budget forms and requirements—all aimed at paving the way for a more informed, inclusive, and strategic budgeting process for Fiscal Year 2026.

: The Department of Budget and Management (DBM) issued Local Budget Memorandum No. 92 dated June 9, 2025, titled “Indicative FY 2026 National Tax Allotment (NTA) Shares of Local Government Units (LGUs) and Guidelines on the Preparation of the FY 2026 Annual Budgets of LGUs.”

The memorandum informs Local Chief Executives, Members of the Local Sanggunian, Local Budget Officers, Local Treasurers, Local Planning and Development Coordinators, Local Accountants, and all others concerned from LGUs of their indicative NTA shares for FY 2026 and prescribes the guidelines for the preparation of their FY 2026 budgets.

: The Department of Budget and Management (DBM), the Department of the Interior and Local Government (DILG), and the National Youth Commission (NYC) issued Joint Memorandum Circular No. 1, s. 2025 dated May 23 titled “Updated Guidelines on the Appropriation, Release, Planning, and Budgeting Process for the SK Funds.”

The circular prescribes the updated guidelines on the appropriation and release of the Sanggunian Kabataan (SK) funds, in view of the enactment of Republic Act (RA) No. 11768, which amends certain sections of RA No. 10742 or the “SK Reform Act of 2015.”

: The Department of Budget and Management (DBM) and the Department of Education (DepEd) issued Joint Circular No. 2, s. 2025 dated April 3, 2025, titled “Implementation by Local Government Units (LGUs) of Multi-Purpose Building (MPB) Projects to be Used for Child Development Centers (CDCs) Chargeable Against the Local Government Support Fund - Financial Assistance to LGUs (LGSF-FA to LGUs) Under the Fiscal Year (FY) 2025 General Appropriations Act (GAA), Republic Act (RA) No. 12116.”

The circular prescribes the guidelines on the release and utilization of the LGSF-FA to low-income LGUs for the construction, concreting, rehabilitation, repair, improvement, expansion, or upgrading of MPBs to be used as CDCs.

The circular prescribes the guidelines and procedures for the implementation of PS limitation on LGU budgets and the determination of waived PS items in the computation of PS limitation. The PS budget refers to the appropriations for the payment of salaries, wages, and other compensation of LGU employees.
