𝐌𝐚𝐲𝐨𝐫 𝐨𝐟 𝐑𝐢𝐳𝐚𝐥, 𝐂𝐚𝐠𝐚𝐲𝐚𝐧 𝐊𝐢𝐥𝐥𝐞𝐝 𝐢𝐧 𝐒𝐡𝐨𝐨𝐭𝐢𝐧𝐠 𝐈𝐧𝐜𝐢𝐝𝐞𝐧𝐭 𝐈𝐧𝐬𝐢𝐝𝐞 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐇𝐚𝐥𝐥

Tuguegarao City — A tragic shooting incident rocked the town of Rizal, Cagayan on the evening of April 23, 2025, leaving the sitting mayor and a companion fatally wounded inside the Barangay Hall of Brgy. Illuru Sur.

The victims were identified as Hon. Joel A. Ruma, the incumbent Mayor of Rizal, and Merson Abiguebel. Both were rushed to the Tuao District Hospital following the attack, but attending physicians declared Mayor Ruma dead on arrival. The condition of Abiguebel was not immediately disclosed.

According to initial police reports, the shooting occurred at around 9:30 p.m. The assailants, whose identities remain unknown as of this writing, quickly fled the scene.

In response, the Rizal Police Station, along with other units under the Cagayan Police Provincial Office, launched an extensive hot pursuit operation. Flash alarms have been issued to all police stations across Region 2, while high-risk checkpoints have been activated in neighboring towns in an effort to block possible escape routes.

The Cagayan PNP Provincial Forensic Unit is now conducting a thorough investigation of the crime scene, while members of the Regional Mobile Force Battalion 2 have begun clearing operations in the vicinity.

Authorities are appealing to the public for any information that could help identify and apprehend the perpetrators.

Hindi kami titigil hangga’t hindi namin naibibigay ang hustisya para sa mga biktima. Nanawagan kami sa publiko na makipagtulungan sa imbestigasyon sa pamamagitan ng pagbabahagi ng anumang impormasyon na makatutulong sa kaso,” PRO2 Regional Director PBGEN Antonio Marallag Jr. said.
