| Former President Duterteโ€™s defense lawyers have filed a request asking the Pre-Trial Chamber of the International Criminal Court to suspend its decision on his interim release.

Duterteโ€™s defense team said that there has been a delay for months now on their access to key evidence, prompting them to mark their request as urgent.

Duterte's request for interim release was filed last month on June 12 while rulings are usually within 30 days.

Local authorities said two vans bound for Kalinga and a six wheeler truck were among the vehicles involved in the crash.

TRACK AND INTENSITY OUTLOOK
โ€ข CRISING will move west northwestward within the next 12 hours. On the forecast track, it may make landfall over northeastern portion of mainland Cagayan or Babuyan Islands this evening. Afterwards, it will continue to move west northwestward until it exits the Philippine Area of Responsibility by tomorrow (19 July) afternoon.
โ€ข CRISING will continue to intensify until it reaches Severe Tropical Storm category by tomorrow evening or Sunday (20 July) early morning.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is hoisted over the northern seaboard of Northern Luzon. Refer to Gale Warning No. 1 issued at 5 AM today for the details.

24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
โ€ข Up to 5.0 m: The seaboards of Batanes.
โ€ข Up to 4.0 m: The northern seaboards of Ilocos Norte and Cagayan including Babuyan Islands
โ€ข Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
โ€ข Up to 3.5 m: The northeastern seaboard of Cagayan; the eastern seaboard of Isabela; the western seaboard of Ilocos Norte and Palawan; the southern seaboard of Iloilo; the western and southern seaboards of Negros Occidental and Guimaras
โ€ข Up to 3.0 m: The remaining seaboards of Cagayan; the seaboard of Isabela, the western seaboards of Antique and Occidental Mindoro including Lubang Islands; the southern seaboard of Negros Oriental; the northern seaboard of Zamboanga Peninsula; the eastern seaboard of Davao Oriental; the remaining seaboards of Palawan
โ€ข Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
โ€ข Up to 2.5 m: The northeastern seaboard of Aurora and Northern Samar; the eastern seaboards of Catanduanes and Eastern Samar; the seaboards of Romblon, Siquijor, and Camiguin; the northern and western seaboards of Masbate; the southern seaboards of Quezon, Oriental Mindoro, Bohol, and Southern Leyte; the northern seaboards of Misamis Oriental, Agusan del Norte, and Surigao del Norte
โ€ข Up to 2.0 m: The western seaboards of Bataan and Batangas; the remaining seaboards of Aurora, Polillo Islands, Camarines Sur, Catanduanes, and Northern Samar; the northern seaboards of Camarines Norte; the southern seaboard of Marinduque; the seaboards of Misamis Occidental, Lanao del Norte, and Dinagat Islands
โ€ข Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
โ€ข CRISING will move generally northwestward within the next 12 hours. On the forecast track, a landfall scenario over mainland Cagayan or Babuyan Islands this afternoon or evening is possible. Afterwards, it will move west northwestward traversing over Extreme Northern Luzon until it exits the Philippine Area of Responsibility by tomorrow afternoon.
โ€ข CRISING intensified into tropical storm at 2:00 AM today. It will continue to intensify until it reaches Severe Tropical Storm category by tomorrow morning or afternoon.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
