| A 22-year-old man has died after drowning in the Pinacanauan River near Baculud Bridge in Barangay Baculud, Ilagan City, Isabela, on Tuesday, June 9.

Authorities have identified as Andrei Dayrit, a native of San Fernando, Pampanga, who was currently residing in Barangay San Vicente, Ilagan City.

Collated reports suggest that at around 1:50 p.m. on Tuesday, Dayrit went to Baculud Bridge with two minors to swim in the river.

Upon arriving at the area, he reportedly jumped from the bridge into a deeper section of the river, where he eventually disappeared from sight of his companions.

His two minor companions immediately attempted to rescue Dayrit but were unsuccessful.

The incident was immediately reported, prompting personnel from Rescue 1124 and barangay officials to respond to the scene.

After more than an hour of searching, rescuers successfully recovered the victim's body from the river.

Dayrit was immediately rushed to the nearest hospital, where he was declared dead on arrival.

Authorities continue to remind the public to exercise caution when swimming in rivers and other bodies of water, particularly in areas with deep sections and strong currents.

: More residents of Isabela receive free eye care services provided by its Provincial Government as it continues to expand its Sagip Mata, Sagip Buhay Program.

According to the Provincial Government, 104 additional residents have received free eye care services on June 4 at the Southern Isabela Medical Center.

The latest beneficiaries came from the municipalities of Reina Mercedes, Benito Soliven, Quirino, and San Isidro, as well as the City of Ilagan and Cauayan City.

The program aims to provide accessible eye health services to residents, particularly those who may not have the financial means to obtain necessary medical treatment.

Governor Rodolito T. Albano III reaffirmed the provincial government's commitment to strengthening healthcare initiatives and ensuring that quality eye care remains available to Isabelinos across the province.

He emphasized that the continued implementation of the program reflects the administration’s goal of helping residents access essential medical services without incurring significant costs.

Provincial officials said the Sagip Mata, Sagip Buhay Program has already benefited thousands of residents and remains a key component of Isabela’s efforts to improve public health and enhance access to healthcare services.

: Members of the incoming Senate majority bloc have pledged to donate their one-month salaries to assist relief and recovery efforts for communities devastated by the powerful earthquake that struck Sarangani on Monday, June 8.

The initiative aims to provide additional support to affected families as government agencies continue emergency response operations across the region.

According to the Office of Civil Defense (OCD), the earthquake has claimed at least 37 lives, while four individuals remain missing.

A total of 456 people were reported injured as a result of the disaster.

The agency also said the quake impacted around 77,186 residents in various parts of Mindanao, with many communities facing damage to homes, infrastructure and public facilities.

Authorities are continuing search, rescue and relief operations while assessing the full extent of the earthquake's impact.

Government officials have likewise called for sustained assistance to help affected communities recover from the tragedy.

: The state weather bureau has warned of the increasing likelihood of an El Niño event developing in the coming months, with conditions expected to persist into early 2027.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), El Niño conditions have already emerged in the tropical Pacific Ocean, with an estimated 80 percent chance of strengthening into a full on El Niño episode.

In an advisory, PAGASA urged government agencies, local officials and the public to implement preparedness measures to lessen the potential impacts of the climate phenomenon.

The weather bureau said particular attention should be given to communities vulnerable to flooding during the southwest monsoon season, as well as areas susceptible to prolonged dry conditions and water shortages.

El Niño is commonly associated with reduced rainfall across many parts of the country, increasing the likelihood of dry spells, droughts and other water-related concerns, especially in regions already prone to below-average precipitation.

Despite the expected dry conditions, PAGASA noted that some parts of the country may still experience above-normal rainfall, particularly in western sections of the Philippines during the southwest monsoon season.

The agency added that rainfall could be further intensified by tropical cyclones, potentially leading to localized flooding and other weather-related hazards.

Authorities continue to monitor developments in the tropical Pacific and have encouraged the public to stay informed through official weather updates and advisories.

US launches ‘Self-Defense’ strikes sgainst Iran following Apache Helicopter incident

: The United States military has begun carrying out what it described as “self-defense” strikes against Iran following the downing of a U.S. Army Apache helicopter, according to a statement from U.S. Central Command (CENTCOM).

CENTCOM said the military operation was launched at approximately 5 p.m. Eastern Time under the direction of President Donald Trump, characterizing the action as a proportional response to what it called “unjustified Iranian aggression.”

The strikes came a day after the Apache helicopter was brought down during operations near the Strait of Hormuz, escalating tensions between Washington and Tehran and raising concerns over the stability of a fragile ceasefire in the region.

U.S. officials said the helicopter’s two crew members were successfully rescued and are in stable condition.

American authorities have linked the aircraft’s loss to an Iranian attack, although further details surrounding the incident remain under investigation.

In its statement, CENTCOM maintained that the military action was intended as a defensive and measured response.

: The Sangguniang Panlalawigan of Nueva Vizcaya has ordered the five-month suspension of Bagabag Vice Mayor Nestor Sevillena after finding him administratively liable for grave abuse of authority over the use of a privately owned lot as a temporary municipal motor pool.

In an 11-page ruling issued on June 8, the Provincial Board, acting in its quasi-judicial capacity, concluded that Sevillena exceeded his authority when he approved the use and improvement of a private property without securing prior authorization from the municipal council while serving as acting mayor.

The case stemmed from an offer made on Aug. 11, 2025, by private landowner Norbert Ang, who allowed the municipal government to utilize his property free of charge as a temporary motor pool.

Records showed that municipal personnel were instructed to install fencing and undertake site improvements, while construction materials worth P39,850 were procured for the project.

According to the Provincial Board, these actions effectively resulted in a contract on behalf of the municipality without the required approval of the Sangguniang Bayan, contrary to Section 22(c) of the Local Government Code.

The provision mandates prior legislative authorization before a local chief executive may enter into contracts for a local government unit.

The administrative complaint was filed on Oct. 28, 2025, by several job-order workers of the Bagabag municipal government.

The complainants alleged that Sevillena accepted the offer prematurely, reassigned personnel to the project, and authorized improvements on the private property despite lacking the necessary authority.

In his defense, Sevillena maintained that no public funds were involved since the property was offered for free use and that the arrangement was intended to benefit the public.

He also cited his long years of public service and emphasized that it was his first administrative offense.

However, the Provincial Board rejected his arguments, pointing to documentary evidence, including delivery receipts addressed to “LGU Bagabag c/o Acting Mayor Nestor Sevillena,” as well as records of material purchases and official actions that facilitated the property's development.

The board ruled that neither good faith nor public interest could override the legal requirement for prior authorization under the law.

The decision was approved through a 9-5 vote, with nine board members voting to hold Sevillena liable and five favoring the dismissal of the complaint.

The identities of the voting members were not disclosed.

Vice Governor Eufemia Ang-Dacayo, who presided over the proceedings, signed the decision.

The suspension, imposed under Section 66(b) of the Local Government Code, will take effect upon Sevillena’s receipt of the order.

: Two separate advisories concerning Senate employees' work arrangements were issued on Tuesday, June 9, by Senator Alan Peter Cayetano and Senate President Pro Tempore Sherwin Gatchalian.

Cayetano's advisory announced the automatic implementation of an 8:00 a.m. to 5:00 p.m. work schedule whenever a holiday falls on a Friday.

Meanwhile, Gatchalian directed Senate personnel to shift to a work-from-home arrangement for the remainder of the week due to an existing security threat.

: The Philippine labor market posted an improvement in April 2026, with the unemployment rate declining to 4.7 percent, according to the Philippine Statistics Authority (PSA) on Tuesday, June 9.

The latest figure was lower than the 5.0 percent unemployment rate recorded in March 2026, indicating better employment conditions during the month. However, it remained higher than the 4.1 percent rate registered in April 2025.

The PSA said the year-on-year increase suggests that while more Filipinos found jobs compared with the previous month, labor market conditions have yet to fully return to the levels seen a year earlier.
