SUSPECTED ILLEGAL DRUG LABORATORY BUSTED IN CEBU CITY; EXTENSIVE DRUG-MANUFACTURING EQUIPMENT AND CHEMICAL COMPONENTS SEIZED

Multiple laboratory apparatus, various chemicals, fi****ms, ammunition, and explosives were confiscated during the implementation of a search warrant at an apartment unit in Brgy. Zapatera, Cebu City, on June 30, 2025, in a joint operation of Police Regional Office 7 led by Regional Director, Police Brigadier General Redrico A. Maranan, in coordination with the Philippine Drug Enforcement Agency (PDEA).

The operation stemmed from almost five months of surveillance, complemented by a series of buy-bust operations that ultimately led to the identification of the main source and manufacturer of illegal drugs in the region. The search warrant was applied for following a buy-bust operation on June 27, 2025, which resulted in the arrest of a suspect known as alyas "Tepen" and the confiscation of PHP 2.2 million worth of assorted illegal drugs, including shabu, co***ne, and party drugs.

Intelligence later revealed that "Tepen" is allegedly a chemical engineer, operating the illicit activities from the said apartment, which had been converted into a kitchen-type clandestine drug laboratory.

During the implementation of the search warrant, a 20-year-old female suspect who was inside the premises at the time was also arrested. The search was witnessed by representatives from the Department of Justice (DOJ), Barangay Zapatera, and media, ensuring the legality and transparency of the operation.

All confiscated items have been submitted to the Regional Forensic Unit 7 for examination. Meanwhile, cases for violation of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002) will be filed against the arrested suspects. A comprehensive investigation is also underway to determine additional charges, including possession of regulated chemicals and possible liabilities against the business establishment where the illegal activity was being conducted.

As of July 1, 2025, the initial chemistry report revealed that five (5) out of 143 pieces of evidence submitted tested “Positive” for Methylenedioxymethamphetamine (M**A) and Ketamine, both classified as dangerous drugs. This report has been formally submitted to PDEA for confirmation of the classification of the illegal drugs and for determination of the standard drug valuation.

In an interview, PBGEN Maranan issued a strong warning to landlords, property managers, and business owners, especially those operating condominiums and apartment complexes, to be vigilant and familiar with their tenants or renters. He emphasized that failure to monitor and report suspicious activities could result in legal accountability, especially if their properties are found to be used for criminal activities such as drug manufacturing.

“Mayroon po tayong responsibilidad na alamin ang background ng lahat ng mga pinatitira natin. May responsibilidad tayo na alamin ang mga activities ng ating mga tenants sapagkat kapag napatunayan na ang nagpapa-upa ay may alam sa mga illegal activities na ginagawa ng kanilang mga tenants, ay liable din po sila sa Republic Act 9165,” said PBGEN Maranan.

CENTRAL VISAYAS POLICE HONORS HEROIC SACRIFICE OF FALLEN OFFICER IN DANAO SHOOTOUT

Police Regional Office 7 strongly condemns the brutal armed confrontation that transpired near New Danao Supply Center in Danao City, Cebu, on June 27, 2025, which tragically claimed the life of a dedicated police officer who responded to the incident.

Official reports revealed that at around 12:20 PM, personnel of Danao City Police Station responded to a report regarding an armed individual who had forcibly taken the service firearm of a pawnshop security guard along P. Del Pilar Street, Barangay Poblacion. The suspect initially attempted to shoot the guard, but the firearm reportedly malfunctioned.

Alarmed civilians also sought the assistance of a nearby personnel from the Bureau of Jail Management and Penology (BJMP), who then coordinated with a police officer detailed at Danao CPS. The two law enforcers pursued the suspect, but during the chase, the latter was able to fire a shot that fatally struck the responding police officer. The BJMP personnel returned fire, hitting the suspect.

Both the suspect and the police officer were rushed to the Cebu Provincial Hospital - Danao but were later declared dead due to the severity of their injuries. Scene of the Crime Operatives (SOCO) recovered a .38 caliber revolver from the area. The service firearm of the responding officer, a 9mm Canik pistol, was also secured for documentation and further investigation.

PBGEN Redrico A. Maranan, Regional Director of Police Regional Office 7, expressed his deepest condolences and admiration for the fallen officer. “We salute the bravery of our personnel who made the ultimate sacrifice just to ensure the safety of the residents of Danao. His dedication and courage in the face of danger exemplify the highest ideals of the Philippine National Police. We honor his heroism and assure his family that his sacrifice will never be forgotten,” he said.

The suspect has already been identified and a comprehensive investigation is now underway to establish all circumstances surrounding the incident and ensure that all necessary legal and procedural actions are undertaken.

CENTRAL VISAYAS POLICE NAB 728, RECOVER 1,600 FI****MS IN FIRST HALF OF 2025

The Police Regional Office 7 (PRO7) has achieved significant results in its sustained campaign to rid Central Visayas of illegal fi****ms and explosives.

From January to June 2025, PRO7 conducted 1,642 operations targeting individuals and groups in possession of unlicensed fi****ms and illegal explosives. These intelligence-led efforts led to the arrest of 728 suspects and the recovery of 1,672 fi****ms, 57 explosives, and 3,668 rounds of ammunition.

PBGEN Redrico A Maranan, Regional Director of PRO7, commended the dedication and discipline of police personnel, emphasizing that the success of these operations was made possible through strong community support.

“Every operation is backed by reliable information, carried out with professionalism, and strengthened by the support of the public. Each weapon taken off the streets means one less threat to peace. Each arrest is a step closer to a safer community,” PBGEN Maranan said.

He added that many of the recovered fi****ms and explosives could have been used to commit crimes. Their removal has significantly reduced the risk of violence and helped maintain peace and order across the region.

PBGEN Maranan also underscored that the campaign is aligned with the directive of PNP Chief, PGEN Nicolas D Torre III, to ensure peace and security through intensified efforts against loose fi****ms.

“These accomplishments represent lives protected and crimes prevented. We call on our communities to remain vigilant, report suspicious activities, and continue working with us to build safer neighborhoods,” he added.

PRO7 remains committed to sustaining its efforts by enhancing intelligence-gathering strategies, working closely with local government units, and increasing public awareness on the dangers of illegal fi****ms and explosives.
