Kyrus Babon, a third-year Political Science student from the College of Arts and Communication, is the newly crowned Mutya Han Samar 2025, representing Sta. Margarita, on August 9.

Beyond the sash and crown, she is The Pillarโ€™s Online Manager and Broadcast Journalist, whose commanding voice, sharp wit, and magnetic stage presence also earned her Miss Lara and Miss Professionalism awards.

In the Question and Answer portion, she championed mental health awareness among the youth, saying:
"I think what we can do is to create a conversation where it is normalized. Mental health is a hard problem and it faces a lot of people and I feel we need to normalize it and use it in our everyday conversation. Because if we do so, I believe we can make not just a safe environment but also a safe world."

Bilang opisyal na pahayagan ng mga mag-aaral ng University of Eastern Philippines (UEP) - Main Campus at kasapi ng College Editors Guild of the Philippines, naninindigan ang The Pillar para sa mas malawak na karapatan sa pagpapahayag, malayang pamumuhay, at paninindigang hindi kailanman dapat yurakan ng sino mang may kapangyarihan.

Sa kasaysayan nito, kaisa ang pahayagan sa paninindigan para sa karapatang pantao at kalayaan sa pamamahayag sa loob at labas ng unibersidad. Kaugnay nito, mariin naming kinokondena ang ginawang pananakot at panghihimasok ng estado kay Kyle Domequil, isang aktibista, alumna ng University of the Philippines (UP) Tacloban at UEP Laboratory High School, at kapatid ni Maye Domequil, isang human rights defender na kasalukuyang nakakulong sa Tacloban City Jail at bahagi ng tinaguriang Tacloban 5.

Sa salaysay na inihain ni Kyle sa Commission on Human Rights (CHR) Region 8, pinuntahan siya ni Edgar Caรฑada, barangay captain ng Brgy. 6-A, Sto. Niรฑo Extension, Tacloban City, at isa pang nakilala lamang sa pangalang Lito Velarde. Ayon sa dalawa, nais diumano ng militar na makausap si Kyle kaya siya ay โ€œiniimbitahanโ€ nila sa barangay hall.

Gayunman, wala silang maisagot nang tanungin ni Kyle kung ano ang layunin ng โ€œimbitasyon.โ€ Humingi rin siya ng sulat patungkol sa nasabing imbitasyon pero wala silang maipakita. Ayon sa kanila, โ€œutosโ€ daw ng militar na kausapin si Kyle para sa kanyang โ€œsafety.โ€

Saksi ang The Pillar sa mga paulit-ulit na taktika ng pananakot, panlilinlang, at red-tagging ng estado bilang bahagi ng sistematikong kampanya laban sa mga progresibong kabataan. Bilang isang kilalang tagapagsulong ng pagpapalaya para sa kaniyang kapatid at sa karapatan ng mga bilanggong politikal, ang sinasabing โ€œimbitasyonโ€ kay Kyle sa katunayan ay intimidasyon, at isang malinaw na halimbawa ng mga taktikang ginagamit upang siyaโ€™y patahimikin. Lalo pa itong tumitindi laban sa mga aktibistang estudyante, na patuloy na nagiging target ng paninindak at pangggigipit upang silaโ€™y unti-unting mabura sa makabayang diwa at tradisyon ng kabataang Pilipino.

Sinusuportahan namin ang paghahapag ng reklamo ni Kyle sa CHR. Umaasa kami sa kagyat na imbestigasyon ng CHR kaugnay sa pangyayari at managot ang mga dapat managot sa ginagawang harassment sa kapwa naming kabataan.

Dagdag pa rito, isang hindi hiwalay na insidente ang naranasanan din ni Paul Lachica, isa ring estudyante ng UP Tacloban at coordinator ng Bagong Alyansang Makabayan (BAYAN). Isang linggo bago ang nangyari kay Kyle, nakatanggap na ng ulat ang The Pillar na hinahanap ng mga elemento ng AFP si Paul. Ang magkakaugnay na pangyayaring ito ay nagpapakita ng patuloy at sistematikong operasyon ng militar upang manmanan at patahimikin ang mga kabataang aktibista sa rehiyon.

Mariin naming ipinapanawagan ang pananagutan ng estado. Sa halip na maging tagapagtanggol ng karapatan ng mamamayan, patuloy itong nagiging kasangkapan ng panunupil. Kinokondena ng The Pillar ang โ€˜di makatarungang na paggamit ng puwersang militar upang sindakin ang mga sibilyan. Isang malinaw na paglapastangan ito sa mga demokratikong prinsipyo at karapatang pantao na siyang tungkulin ng pamahalaang itaguyod at pangalagaan.

Ang aming layunin bilang pahayagang pang-mag-aaral ay hindi lamang hanggang sa kalayaang mag-ulat at maglabas ng saloobin. Ang The Pillar ay may moral at panlipunang pananagutang nakaugat sa mas malawak na adhikain para sa karapatang pantao at isang makataong kaayusan. Sa bawat tangkang patahimikin ang katotohanan, sa bawat pagtatangkang baluktutin ang naratibo upang mapanatili ang kapangyarihan ng iilan, lalo naming pinatitibay ang panata naming magbunyag, magmulat, at kumilos para sa makabuluhang pagbabago.

Nananawagan ang The Pillar sa lahat ng may hawak ng kapangyarihan at sa mga institusyong may tungkuling pangalagaan ang dignidad at kapakanan ng mamamayan: Kumilos kayo. Tumindig kayo. Manindigan kayo. Ipaglaban ninyo ang tunay na diwa ng inyong sinumpaang tungkulin. Pakinggan ninyo ang tinig ng mamamayan, lalo na ng kabataan, sapagkat sila ang tinig ng kasalukuyan at ng kinabukasan. Itigil ang bulag na pagkiling sa makinaryang imperyalista at mapaniil. Ang pananahimik ninyo ay pagkonsinti sa mapaniil na sistema. Ang kawalang-aksyon ninyo ay pakikiisa sa pagkawalang-katarungan.

Buong puso at matatag na nakikiisa ang The Pillar sa panawagan para sa hustisya at kaligtasan ni Kyle Domequil. With classes set to begin on August 18, the University of Eastern Philippines (UEP) is still facing enrollment bottlenecks due to limited slots, pending documents, and the challenge of accommodating transferees.

Based on the academic calendar, first- and second-year enrollment runs from July 21 to August 1, while third- and fourth-year students enroll from August 4 to 15.

โ€œOngoing pa man, kahapon kasi 9,000 plus pala enrolled and we are expecting [17,000] or 18,000,โ€ said Mr. Arnold Rapsing, Dean of the Office of Student Affairs (OSA) and University Registrar, on August 6.

To address the surge, Mr. Rasping confirmed that some colleges are preparing to open additional sections, and while an enrollment extension was discussed during a consultative meeting, classes will proceed as scheduled on August 18.

โ€œSiguro siton na di pa nakaka-enroll, ig-accommodate sira kun may bakante pa,โ€ Mr. Rapsing said, noting that late enrollees may still be accepted depending on slot availability.

Director for Admission Prof. Brenfred Romero shared that the admission process for the first semester of A.Y. 2025โ€“2026 differs from previous years due to improvements in the online portal.

โ€The outcome is different from the previous ones because now it is easier for us to trace the documents of our applicants,โ€œ said Prof. Romero.

The system now immediately notifies applicants of their status, whether accepted or forwarded to their next program preference, which reduces delays that previously resulted from bulk application processing.

Still, while most applicants secured slots in one of their five chosen programs, those who did not qualify for any of their five choices are either assisted in finding an alternative or advised to search on their own.

โ€œIf they wonโ€™t qualify for their first, second, third, fourth, or fifth choice, we help them find a course with available slots,โ€ he said.

However, at that point, the available courses are no longer aligned with their original preferences.

Prof. Romero expects a slight increase in enrollment this year, with an additional 100 to 200 students, partly due to transferees from Colegio de San Lorenzo Ruiz de Manila (CSLRM) entering the university.

However, for the College of Education, the number of accepted CSLRM transferees remains unclear.

โ€œThey did not yet given us an update on how many students passed the entrance examination,โ€ Prof. Romero said.

Moreover, CSLRM transfer applicants to the College of Nursing and Allied Health Sciences (CNAHS) are still awaiting official confirmation of their admission status.

According to one applicant, the list of transferees qualified to take the Bachelor of Science in Nursing (BSN) exam was posted on July 18, 2025. A week later, on July 27, CNAHS posted the names of those eligible for the interview, which was held on August 5.

โ€œPero it's still confusing kay ambagaw 40 students [la] an kaya sa 1 section pero nagpa-interview pa [gihapon] sira,โ€ one applicant said. โ€œAn mga question is diri [paraparehas]. An iba personal information la, [ngan] an iba man about sa mga subject nga mga natapos sa CSLRM.โ€

As of writing, CNAHS has yet to release the final list of admitted transferees.

โ€œMao po itun amon ginhuhulat, dri maaram kun 40 students [an] one section kay mayaon criteria an interview,โ€ the applicant added. โ€œBangin maibanan pa an 40 students, wara man po sira assurance.โ€

In response to the concerns, Mr. Rapsing reiterated the universityโ€™s policy: โ€œSubject for the policy of the university kay wa man special treatment. Kun ma-qualify sira based on the admission retention policy then yes, they are admitted.โ€

Other colleges, like the College of Engineering, also reported enrollment issues, where irregular and underloaded students struggled to secure slots for major subjects.

โ€œNagkaproblema dahil an mga major subjects na pwede igretake kunta, kailangan a professors siton may [Masterโ€™s degree] which is ada iton sa [standard sa] COPC, niyan kay ditoy la yaon masterโ€™s didi sa Engineering,โ€ shared Frizzly Ereรฑo, a BS Civil Engineering student.

Ereรฑo added that many irregular and underloaded students were affected, describing them as โ€œcasualtiesโ€ due to the unavailability of subjects they needed to retake.

The College of Engineering (CoE) is currently adjusting its curriculum and faculty qualifications to meet the standards required for the Certificate of Program Compliance (COPC), which the college is still working to secure from the Commission on Higher Education (CHED).

Meanwhile, the newly established College of Medicine (CoM) is preparing for its first academic year following the enactment of Republic Act No. 11972, signed on December 20, 2023. The law officially created the UEP-College of Medicine in Catarman, Northern Samar.

As part of its preparations, UEP has begun hiring faculty and assessing facilities. On August 7, oath-taking ceremonies were held for newly hired teaching personnel, including CoM Dean Dr. Franklin Gali and UEP Dental and Medical Clinic Director Dr. Mary Sandie Jaime Mahusay-Tan, who also joins as full-time faculty.

That same day, UEP President Dr. Cherry I. Ultra visited the collegeโ€™s faculty room, and other university officials inspected the UEP Medical and Dental Clinic to evaluate equipment and operational capacity.

To support incoming students, UEP announced on June 5 that all enrollees of the College of Medicine will be provided free accommodations, citing the need to make medical education more accessible.

Although enrollment may extend into the first week of classes, the administration maintains that August 18 marks the start of the academic year.

The extension primarily accommodates students with incomplete documents or those on out-of-province internships.ยถ

The Philippine Institute of Volcanology and Seismology (DOST-Phivolce) has officially lifted the tsunami advisory issued today, July 30, 2025, following the magnitude 8.7 earthquake that struck off the east coast of Russia's Kamchatka Peninsula at 7:25 AM (PST).

The advisory initially covered several coastal provinces, such as Northern Samar, due to the potential for minor sea level disturbances. However, after close surveillance, PHIVOLCS reported that no destructive or significant tsunami waves were observed by its sea level monitoring stations.

With this, all tsunami-related threats have been declared over, and previous recommendations under the advisory have been lifted. PHIVOLCS also confirmed that this will be the final tsunami bulletin related to the Kamchatka earthquake.

The public is reminded to rely on official sources for updates on natural hazard and emergencies.ยถ

In response to a tsunami advisory issued by the Philippine Institute of Volcanology and Seismology (PHIVOLCS), today, July 30, the Municipal Information Office (MIO) of Catarman announced the immediate suspension of classes at all levels in several schools across the municipality.

According to MIO Catarmanโ€™s Facebook post on this matter, the following schools are affected:

โ€ข Catarman National High School (CNHS)
โ€ข Generoso R. Frigillana Memorial School
โ€ข Eastern Visayas Central Colleges
โ€ข Northern Samar Colleges (Dalakit)
โ€ข Daganas Elementary School
โ€ข Cawayan Integrated School
โ€ข University of Eastern Philippines (All levels)

Residents living within 500 meters of the coastline or rivers, particularly those in the following areas are also advised to evacuate immediately to safer, higher ground:

โ€ข Daganas
โ€ข Dalakit
โ€ข Baybay
โ€ข UEP Zone 1
โ€ข UEP Zone 2

In a separate province-wide advisory, Governor Harris Ongchuan, following recommendations from PHIVOLCS and the Department of the Interior and Local Government (DILG), ordered the suspension of classes at all levels this afternoon, in all coastal municipalities of Northern Samar.

The suspension excludes the inland municipalities of Catubig, Las Navas, Lope de Vega, and Silvino Lubos.

According to Department of Science and Technology (DOST), the first waves of the tsunami would strike the Philippines between 1:20 PM and 2:40 PM this afternoon, though the first waves would not be the biggest. The waves would last for several hours.

Based on the Northwest Pacific Tsunami Advisory Center (NWPTAC) data, the estimated time the tsunami wave will arrive in Laoang, Northern Samar, a nearby municipality of Catarman, is around 2:02 PM with predicted wave height not to exceed one meter.

Other estimated times of arrival in affected areas are:

1:50 PM โ€“ Palanan, Isabela
2:07 PM โ€“ Legazpi, Albay
2:15 PM โ€“ Madrid, Surigao del Sur

Following a magnitude 8.7 earthquake beneath the sea off Russia, today, July 30, the Philippine Institute of Volcanology and Seismology (Philvocs) has issued a tsunami advisory for several coastal municipalities facing the Pacific Ocean. State seismologists warned that waves less than one meter high are expected to arrive between 1:20 p.m. and 2:40 p.m., and may continue for several hours.
