President Ferdinand Marcos, Jr. delivered his fourth State of the Nation Address (SONA) at the Batasang Pambansa in Quezon City, July 28.

In his 1 hour and 11 minute speech, he mentioned several accomplishments and future plans for the countryโ€™s development.

Marcos began his address by acknowledging the nationโ€™s frustration over inefficient government services and uneven progress.

โ€œKailangan pa nating mas lalong galingan, kailangan pa natin mas lalong bilisan,โ€ he said.

Marcos pointed out that despite the lowered inflation rate and the promising employment rate of the people, there is still no visible progress seen among the quality of life of the Filipinos. With the help of several government sectors, joint programs will continue to provide Filipinos access to skill trainings, job opportunities, and financial aid for potential microenterprising.

Furthermore, he reaffirmed his goal of โ‚ฑ20 per-kilo rice has now been realized, and has been widely implemented without compromising farmers. He also warned price manipulators and hoarders that they will be held accountable for doing โ€œeconomic sabotageโ€ as he described their actions.

Marcos unveiled major transport projects, including bridge and railway rehabilitations and the return of โ€˜Love Buses.โ€™ He then further announced plans to build more modern evacuation centers and expand early warning systems using updated Doppler radars and seismic stations.

He stressed the importance of international alliances, assuring the public that the Philippines is not alone when facing internal and external hurdles.

โ€œOur foreign policy remains the same. The Philippines is a friend to all, the Philippines is an enemy to none,โ€ he said.

Moreover, Marcos acknowledged the Department of Public Works and Highways (DPWH) for its role in infrastructure development but raised alarm over corruption in flood-control projects. Criticizing the anomalies in flood control projects, he also announced that a full list of these projectsโ€™ audit reviews from the past three years will be made public for the public to verify their authenticity.

โ€œKaya sa mga nakikipag-sabwatan upang kunin ang pondo ng bayan at nakawin ang kinabukasan ng ating mga mamamayan, mahiya naman kayo sa inyong kapwa Pilipino,โ€ he declared.

President Marcos concluded his 2025 SONA by urging national cooperation and emphasizing that transparency and accountability must go hand in hand with progress, where it is the role of both government and citizens in achieving the administrationโ€™s goals.

๐‘๐„๐€๐ƒ: Amid the ongoing controversy surrounding the missing sabungeros, President Marcos Jr., in his fourth State of the Nation Address, expressed his commitment to addressing the alarming cases linked to illegal cockfighting syndicates, vowing to pursue and hold all those involved accountable.

โ€œNagtutulungan ang buong pamahalaan para lutasin ang mga kaso ng mga nawawala dahil sa mga walang pakundangang kagagawan ng mga sindikato sa likod ng madilim na mundo ng mga sabungan," said Marcos.

"Hahabulin at pananagutin natin ang mga utak at mga sangkot; sibilyan man o opisyal. Kahit malakas, mabigat o mayaman, hindi sila mangingibabaw sa batas. Higit sa lahat ipaparamdam natin sa mga salarin ang bigat ng parusa sa mga krimen na ito,โ€ he added.

๐‘๐„๐€๐ƒ: President Marcos Jr. issued a stern warning at any attempts to tamper with the proposed 2026 national budget, making it clear that alignment with the national expenditure program is non-negotiable.

โ€œFor the 2026 National Budget I will return any proposed general appropriations bill that is not fully aligned with the national expenditure program," Marcos stated.

"I am willing to [do] this even if we end up with a reenacted budget. Hindi ko aaprobahan ang kahit na anong budget na hindi alinsunod sa plano ng gobyerno para sa sambayanang pilipino,โ€ the President added.

The event aimed to engage attendees in a meaningful discussion with the senator on critical issues affecting higher education in the region.

However, Senator Bam Aquino did not make it to the forum due to unforeseen incidents and inclement weather conditions in Metro Manila. In his absence, his official representative, Mr. Marco Javelosa, delivered the senatorโ€™s keynote message and engaged in insightful discussions with the participants.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’ | Eastern Visayas State Universityโ€“Tanauan Campus (EVSU-TC), through its Student Affairs and Services Office (SASO), conducted an orientation on the Implementing Rules and Regulations (IRR) of Republic Act 10931 for waitlisted incoming freshmen students held at the EVSU-TC Multipurpose Hall, July 15.

The activity was divided into two sessions: the morning session was attended by students from the Technology and Education departments, while the afternoon session catered to students from the Business, Entrepreneurship, and Management (BEM) and Engineering departments.

The program followed the same flow as the initial orientation session earlier in the academic year, ensuring that all participants were provided with consistent information.

Said event aimed to help freshmen students understand their rights and responsibilities under the Free Higher Education Law, while also familiarizing them with the universityโ€™s key support services and systems.

At 40 years old, many would say itโ€™s too late to start again. But for this yearโ€™s academic achiever, delayed never meant defeated.

Ma. Luz Estrella, born the eldest of four in a broken family, stepped into adulthood far too early. Her dreams of earning a degree had to be shelved when life demanded survival over school.

โ€œNagtrabaho ako hin aga para suportahan an akon kabugtuan ngan para han amon pangangailangan,โ€ Estrella shared.

While her peers โ€” including her younger siblings โ€” marched toward their diplomas, she stood on the sidelines, clapping with pride but quietly aching.

That longing eventually turned into a promise. Years later, now a mother of six, a barangay worker by day, and a night shift employee by trade, she finally dared to choose herself.

โ€œI realized that if I kept waiting for the perfect time, it would never come โ€” especially not when youโ€™re a mother working two jobs. The scariest thing wasnโ€™t going back to school. It was growing old still carrying the same regrets,โ€ she admitted.

Her days run on barely hours of sleep. Mornings are for classes, nights for work, and every in-between moment for her children and community.

โ€œLiterally speaking, 24 hours is not enough. And yet, giving up has never been part of the plan. Every time I reach my breaking point, I think of my kids. I imagine them clapping for me on graduation day โ€” proud that their mama never gave up,โ€ she shared.

To her, returning to school wasnโ€™t just about earning a diploma. It was about reclaiming a part of herself buried under years of sacrifice.

โ€œI wanted to be proud of myself not just as a mother or a provider โ€” but as a woman who dared to continue,โ€ she said.

And she pushed herself even further and worked hard not just to earn for her siblings but for her own family as well.

From managing barangay duties to pulling graveyard shifts and still attending school full-time, she has proven that resilience doesnโ€™t age.

โ€œPeople say Iโ€™m too old to go back. But dreams donโ€™t come with expiration dates,โ€ said Estrella.

Now, standing at the threshold of graduation, she carries not just academic honors, but the weight and wonder of a journey few would have had the strength to finish. Her message to others?

โ€œItโ€™s never too late to rewrite your story. Growth doesnโ€™t stop because youโ€™re older. And learning โ€” itโ€™s not a race, itโ€™s a test of how determined you can be,โ€ she declared.

She smiles now, proud and unapologetically strong.

โ€œThis time, I walk the path not just for my children, but for me,โ€ she affirmed.

In every step she took, there was courage. In every sleepless night, love. And in every challenge, a voice that reminded her โ€” sarig la. Kaya mo ito, diri nababase ha edad an aton dedikasyon.

Eastern Visayas State Universityโ€“Tanauan Campus (EVSU-TC), through the Student Affairs and Services Office (SASO), holds an orientation on the Implementing Rules and Regulations (IRR) of Republic Act 10931, also known as the Universal Access to Quality Tertiary Education Act of 2017, for incoming first-year students at the Multipurpose Hall, June 27.

The orientation was held in two sessions: the morning session accommodated students from the Business, Entrepreneurship, and Management (BEM) and Education departments, while the afternoon session was scheduled for students from the Engineering and Technology department.

Ma. Chona P. Fabre, Head of the Student Affairs and Services Office (SASO), opened the program with a presentation of the orientationโ€™s objectives and an overview of university policies and student responsibilities. This was followed by a comprehensive discussion on the IRR of RA 10931, led by Guidance Counselor Ira Gem Albasin-Lacaba.

To further equip students with knowledge on financial assistance, Scholarship Coordinator Reina M. Reposar provided insights into scholarships and other financial aid programs available to students. Meanwhile, School Registrar Ederlyn C. Dagami discussed the endorsement process to the Registrarโ€™s Office and other university departments.

School Nurse Sharon A. Dolina gave an overview of the medical and health requirements for students, while Aljon L. Abines, Management Information System (MIS) Coordinator, introduced the University Management Information System (UMIS), which plays a key role in managing student records and academic services.

The orientation aimed to help students gain a deeper understanding of the benefits and responsibilities that come with the Free Higher Education Law, while also familiarizing them with vital university systems and support services.
