FICELCO BOD VP nilinaw ang compliance requirements ng bidders sa EPSA II

Nilinaw ni FICELCO Board Vice President Atty. Raul Angeles na hindi pa pinal ang pagpili ng supplier para sa Emergency Power Supply Agreement II (EPSA II), sa kabila ng mga naunang anunsyo na pabor kay Vivant.

Binanggit niya na walang pirmahang resolusyon ng board, at ipinahayag niya ang kanyang pagtutol sa pagboto, na nagresulta sa apat na boto para kay Vivant, dalawang abstensyon, at ang kanyang opinyon ng pagtutol.

Itinuro ni Angeles ang nagpapatuloy na negosasyon, hinihikayat si Vivant na ipantay ang rate ng paggamit ng fuel na alok ng SC Megaworld. Binanggit niya ang mataas na rate sa draft ng kontrata at ipinaliwanag ang kaibahan sa pagitan ng "contracted" at "delivered" na kasunduan sa suplay.

Dagdag pa rito, sinabi niya na ang SC Megaworld ay makakapagsumite pa rin ng kinakailangang mga dokumento para sa post-qualification, kabilang ang patunay ng karanasan at kapasidad sa imbakan.

Tinalakay ni Angeles ang mga alegasyon tungkol sa pagkakasangkot ng Silangan Trading, na binibigyang-diin ang pangangailangan para sa mga bidder na magsumite ng mga valid na kontrata na nagpapakita ng sapat na imbakan.

Samantala, binigyang-diin din niya ang kahalagahan ng pagkakaroon ng mahigpit na parusa sa mga kontrata ng supplier upang matiyak ang pananagutan at protektahan ang mga mamimili sakaling may pagkukulang sa serbisyo. Ang mga valid na kontrata at garantiya, tulad ng performance bonds, ay mahalaga para sa proteksyon ng consumers.

12 OPISYAL NG SP SINUSPINDE NG ANIM NA BUWAN NG OMBUDSMAN

Sinuspinde ng Office of the Ombudsman ang 12 opisyal ng Sangguniang Panlalawigan ng Catanduanes sa loob ng anim na buwan dahil sa reklamong grave misconduct at grave abuse of authority.

Kasama sa mga isinailalim sa preventive suspension sina Vice Governor Robert A. Fernandez at mga board member na sina Josevan Balidoy, Giovanni Balmadrid, Jose Romeo Francisco, Alvin V. Rodriguez, Edwin Tanael, Lorenzo Templonuevo Jr., Arnel Turado, Dean Roberto Vergara, Tito V. Villamor, Santos V. Zafe, at Rafael C. Zuniega.

Ang reklamo, na inihain ni Governor Patrick Alain T. Azanza, ay kaugnay ng iregularidad sa paggamit ng Quick Response Fund at iba pang mga hindi pagkakaayos sa administrasyon.

Ayon kay Ombudsman Jesus Crispin C. Remulla, may sapat na ebidensya upang ituloy ang suspensyon habang isinasagawa ang imbestigasyon.

Indian National, Sugatan sa Pamamaril sa San Andres, Catanduanes

Sugatan ang isang Indian national matapos pagbabarilin ng hindi pa nakikilalang mga suspek habang sakay ng kanyang motorsiklo sa national road sa Barangay Lictin, San Andres, Catanduanes nitong Martes, Mayo 26.

Ang biktima ay isang, 44-anyos, may asawa at residente ng Barangay San Roque, Virac, Catanduanes.

Batay sa inisyal na imbestigasyon, dakong alas-12:40 ng tanghali nang binabagtas umano ng biktima ang national road sakay ng Yamaha Mio Gravis mula Virac nang bigla siyang harangin ng dalawang lalaki at pagbabarilin gamit ang hindi pa matukoy na kalibre ng baril.

Matapos ang insidente ay agad na tumakas ang mga suspek patungoe sa hindi pa malamang direksyon.

Agad namang rumesponde ang mga tauhan ng San Andres Municipal Police Station sa lugar ng insidente upang magsagawa ng imbestigasyon at pangangalap ng karagdagang impormasyon.

Samantala, agad na nakipag-ugnayan ang mga awtoridad sa MDRRMO upang maisugod ang biktima sa Juan M. Alberto Memorial Hospital para sa agarang medikal na atensyon.

Patuloy naman ang isinagawang hot pursuit operations ng pulisya para sa posibleng pagkakaaresto sa mga responsable sa pamamaril.
