1. In reference to DOST PAGASA Tropical Cyclone Bulletin No. 5 Tropical Storm "OPONG" issued at 05:00 pm, 24 September 2025. The center of Severe Tropical Storm OPONG was estimated based on all available data at 670 km East of Surigao City, Surigao del Norte (10.0°N, 131.6°E). As precaution.

• Tropical Cyclone Wind Signal No. 1 is hoisted in the Province of Catanduanes. In this regard, all vessels/watercrafts, regardless of type and tonnage plying in the Province of Catanduanes are hereby SUSPENDED except taking shelter in known sheltering areas.

• Be guided with the PCG Memorandum Circular 03-01 dated 02 February 2001 (Guidelines on Movement of Motorboats/Vessels in the Absence of Weather Bulletin in the Locality) and PCG Memorandum Circular 02-23 dated 23 March 2023 revised Guidelines on Movement of Vessels During Heavy Weather.

Bilang pag-iingat sa banta ng Bagyong Opong, ang Pamahalaang Lokal ng Caramoran ay magsasagawa ng sundo (libreng sakay) mamayang gabi, September 24, 2025 para sa ating mga estudyanteng mula Virac pauwi ng Caramoran.

May nakalaan na tatlong (3) truck na magsusundo sa kabuuang 130 estudyante:
• 80 babae
• 50 lalaki

Pick-up Point : Tapat ng Catanduanes State University (CatSU)

Oras: 6:30 - 7:00 ng gabi

Mahigpit na hinihikayat ang estudyante na dumating sa itinakdang oras upang maisagawa nang maayos at ligtas ang operasyon ng pagsundo.

Mga kagamitan sa ilegal na pangingisda isinuko sa Himpilan ng Pulisya ng Caramoran

Isinuko ngayong araw sa Caramoran Municipal Police Station ang iba't ibang kagamitan na ginagamit sa ilegal na pangingisda, bilang bahagi lamang ito ng pagpapatupad ng kampanya laban sa mga gawaing nakasisira sa karagatan at kabuhayan ng mga mangingisda.

Kabilang sa mga isinuko ang dalawang (2) compressor, dalawang (2) compressor tanks, at compressor hose, na karaniwang ginagamit sa mapanganib at ipinagbabawal na pamamaraan ng pangingisda. Ang boluntaryong pagsuko ng mga ito ay resulta ng pakikipag-ugnayan ng Caramoran MPS sa mga lokal na mangingisda at komunidad upang maisulong ang ligtas at responsableng pangingisda.

Nanawagan din ang Caramoran MPS sa publiko na ipagbigay-alam agad sa awtoridad ang anumang insidente ng ilegal na pangingisda upang higit pang mapalakas ang pagpapatupad ng batas at pangangalaga sa kalikasan.

Tropical Depression

THE LOW PRESSURE AREA EAST OF SOUTHERN LUZON DEVELOPED INTO A TROPICAL DEPRESSION.

• Location of Center (10:00 AM)
The center of the Tropical Depression was estimated based on all available data at 1,075 km East of Eastern Visayas (OUTSIDE PAR) (10.7°N, 135.6°E).

• Intensity
Maximum sustained winds of 55 km/h near the center, gustiness of up to 70 km/h, and central pressure of 1006 hPa.

• Present Movement
Westward at 35 km/h

• Extent of Tropical Cyclone Winds
Strong winds extend outwards up to 160 km from the center
GENERAL OUTLOOK FOR THE FORECAST PERIOD

• The tropical depression (TD) is forecast to move generally westward for the next 36 hours and will enter the Philippine Area of Responsibility (PAR) this afternoon or evening and will be given a local name “OPONG”.

• Inside PAR, OPONG is expected to move generally west northwestward as it approaches Eastern Visayas – Southern Luzon area by Friday (26 September) morning. It is expected to cross the Southern Luzon area (Bicol Region – CALABARZON – MIMAROPA) between Friday and Saturday (27 September) and may exit the PAR by Saturday evening. Note that there is still a high uncertainty in the scenario and the track may still change, but still within the area of probability.

• This weather disturbance will steadily intensify while over the Philippine Sea and may reach tropical storm category by tomorrow (24 September). Further intensification is not ruled out. Based on the intensity forecast, hoisting of Wind Signal No. 2 over portions of Southern Luzon and Eastern Visayas is likely. However, further intensification may result in hoisting of Wind Signal No. 3 (highest possible signal).

• The tropical depression outside PAR is less likely to directly affect the weather and sea condition in the next 36 hours. Wind Signal No. 1 will be hoisted over Eastern Visayas as early as tomorrow. Onset of heavy rains directly caused by this weather disturbance is possible by Thursday (25 September). For more information, refer to Weather Advisory No. 16 issued at 11:00 AM today.

• This weather disturbance may bring moderate to rough seas over the coastal waters of Eastern Visayas and northeastern Mindanao starting Thursday afternoon. Gale Warning may be raised over Eastern Visayas and Bicol Region as early as Thursday afternoon in anticipation of rough to very rough sea conditions.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone.
Unless there is an intermediate issuance, the next tropical cyclone advisory will be issued at 11:00 PM today.

MUNICIPAL No. 1 MOST WANTED, LABING-WALONG (18) TAON NA PAGTATAGO ARESTADO SA BISA NG WARRANT OF ARREST

Matagumpay na naaresto ng pinagsanib na puwersa ng Virac Municipal Police Station (MPS) at Criminal Investigation and Detection Group (CIDG) Catanduanes Provincial Field Unit ang isang lalaki na No. 1 Municipal Most Wanted . Ang suspek ay may nakabinbing dalawang Warrant of Arrest kaugnay ng mga kasong pang-aabuso at panggagahasa.

Ang operasyon ay isinagawa bandang 1:00 ng hapon noong Setyembre 22, 2025, San Isidro Village, Virac sa ilalim ng pangangasiwa ni PMAJ KENNETH DING C GUTIERREZ, Hepe ng Virac MPS. Naaresto ang suspek batay sa mga sumusunod na warrant:

Paglabag sa Section 10(a), Article VI ng R.A. 7610 (Child Abuse Law) sa ilalim ng Criminal Case No. 3756, may inirekomendang piyansa na ₱80,000.00, may petsang Hunyo 1, 2007; at
Paglabag sa R.A. 8353 (Anti-Rape Law of 1997) sa ilalim ng Criminal Case No. 3755, walang inirekomendang piyansa, may petsang Disyembre 4, 2007.

Ang mga warrant ay ipinalabas ni Hon. Genie G. Gapas-Agbada, Presiding Judge ng RTC Fifth Judicial Region, Branch 42, Virac, Catanduanes.

Ang matagumpay na pag-aresto ay pagtugon sa direktiba ni PCOL ELMER R CERENO, Provincial Director ng Catanduanes PPO, na bigyang pinakamataas na prayoridad ang pagresolba at pag-aresto sa mga kasong may kinalaman sa r**e at may nakabinbing warrant of arrest.

Layunin ng kautusang ito na maihatid agad ang hustisya sa mga biktima at mapanagot ang mga salarin, bilang bahagi ng tuloy-tuloy na kampanya ng PNP laban sa karahasan at pang-aabuso.
Sa ngayon, nasa kustodiya na ng PNP Virac ang suspek para sa kaukulang dokumentasyon at proseso alinsunod sa umiiral na
batas.
