PRO 9 RECOVERS ₱14 MILLION WORTH OF SUSPECTED SMUGGLED CI******ES IN ZAMBOANGA CITY

Police Regional Office (PRO) 9, through the 2nd Zamboanga City Mobile Force Company, in coordination with the Regional Intelligence Division and Zamboanga City Police Station (ZCPS) 13, recovered a substantial volume of suspected smuggled ci******es valued at approximately ₱14 million during an early-morning operation at about 4:30 AM of September 22, 2026, along the shoreline of Stanvac, Barangay Campo Islam, Zamboanga City.

Authorities received information regarding suspected smuggled ci******es along the shoreline of Stanvac.

The information was confirmed, resulting in the recovery of abandoned suspected smuggled ci******es and a motorboat believed to be associated with the contraband.

In coordination with the Bureau of Customs (BOC), Port of Zamboanga, and ZCPS 13, an inventory of the recovered contraband yielded a total of 94 master cases and 36 reams of “Dunston” ci******es, with an estimated market value of ₱14,000,000.00.

The recovered ci******es will be properly turned over to the BOC, Port of Zamboanga, for appropriate disposition in accordance with existing laws, rules, and regulations.

ALBAY CRACKDOWN NETS 1 SUSPECT; 11 LOOSE GUNS, GR***DE, AND SHABU SEIZED

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., intensified its campaign against loose fi****ms as a CIDG-led operation in Ligao City, Albay on September 18, 2026 resulted in the arrest of one suspect and the seizure of 11 loose fi****ms, a fragmentation hand gr***de, ammunition, magazines, suspected shabu, and drug paraphernalia.

The CIDG Albay Provincial Field Unit, together with the Albay Provincial Intelligence Team of Regional Intelligence Unit 5, 1st Albay Provincial Mobile Force Company, Ligao Maritime Police Station, and Ligao City Police Station, simultaneously implemented search warrants for violations of Republic Act No. 10591 or the Comprehensive Fi****ms and Ammunition Regulation Act and Republic Act No. 9516. Recovered from the suspect were a modified M2 carbine, a caliber .45 pistol, a caliber .22 revolver, a caliber .22 rifle, and seven other revolvers.

The suspect failed to present a License to Own and Possess Fi****ms (LTOPF), while the recovered fi****ms were not duly registered with the Fi****ms and Explosives Office (FEO). Authorities also confiscated one fragmentation hand gr***de, assorted magazines and ammunition, two heat-sealed transparent plastic sachets containing suspected shabu, and drug paraphernalia.

“This operation demonstrates our resolve to take illegal fi****ms out of circulation before they can be used to threaten lives and communities. We will sustain lawful operations against individuals who possess and use fi****ms outside the bounds of the law,” PGEN Nartatez said.

“Walang puwang sa ating mga komunidad ang mga ilegal na armas. Patuloy naming babantayan at ipatutupad ang batas para sa inyong kaligtasan,” he added.

EASTERN VISAYAS NO. 1 DRUG PERSONALITY FALLS; ₱795.6K SHABU SEIZED

The Philippine National Police (PNP), under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., scored a major drug enforcement breakthrough after Eastern Visayas’ No. 1 High-Value Individual (HVI) on the Regional Priority List (RPTL) was arrested during a buy-bust operation in Brgy. San Roque, Tolosa, Leyte, on September 21, 2026. The operation also led to the arrest of his cohort and the seizure of a significant quantity of suspected shabu.

Arrested were alias “Ton-ton,” a 32-year-old Filipino male and No. 1 HVI on the RPTL, and alias “Beng,” a 31-year-old Filipino male, both residents of Tolosa, Leyte. The operation was conducted by the Regional Police Drug Enforcement Unit 8 (RPDEU-8) and Tolosa Municipal Police Station.

The operating teams recovered four heat-sealed transparent plastic sachets containing approximately 117 grams of suspected shabu valued at ₱795,600.00 based on the Dangerous Drugs Board (DDB) valuation. Also seized were one revolver, five rounds of live ammunition, buy-bust money, and other non-drug evidence. The confiscated items were properly marked and inventoried at the place of operation in the presence of required witnesses.

PGEN Nartatez commended the operating units for the successful apprehension and emphasized the need to sustain focused enforcement against high-value drug personalities.

“We will sustain focused enforcement against high-value drug personalities and pursue every lead that can help dismantle the networks behind the illegal drug trade,” PGEN Nartatez said.

He likewise underscored the PNP’s resolve to prevent illegal drugs and fi****ms from reaching communities.

““Hindi titigil ang ating mga operasyon laban sa mga nagtatangkang magpasok at magpalaganap ng ilegal na droga sa ating mga komunidad. Patuloy nating paiigtingin ang pagpapatupad ng batas upang mapanagot ang mga nasa likod ng ganitong kalakalan,” he added.

AFTER 16 YEARS WITH CTG, FORMER MEMBER CHOOSES PEACEFUL RETURN IN SORSOGON

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police personnel in Sorsogon facilitated the voluntary surrender of a former member of the Communist Terrorist Group (CTG), providing an opportunity for the individual to return to mainstream society through the government’s reintegration program.

The former member, who had been associated with the group’s Milisya ng Bayan since 1999 until 2015, voluntarily surrendered on September 22, 2026, in Barangay Binisitahan Sur, Magallanes, Sorsogon. The activity was facilitated by the Magallanes Municipal Police Station, together with the 2nd Provincial Mobile Force Company, Sorsogon Provincial Police Office, and the Philippine Army’s 22nd Infantry Battalion.

The individual also voluntarily turned over six live rounds of ammunition for a caliber .38 pistol. The items were properly documented and placed under police custody for appropriate disposition in accordance with existing procedures and applicable laws.

The surrender followed sustained dialogue and engagement by police personnel and partner units, which helped encourage the former member to leave his association with the armed group and pursue a peaceful return to civilian life. Coordination with concerned government agencies will be undertaken to assist him in accessing the Enhanced Comprehensive Local Integration Program (E-CLIP) and other appropriate government support.

For PGen Nartatez, every voluntary decision to return to the community is an opportunity to strengthen peace not only through security measures, but also through meaningful engagement and available government assistance.

INTELLIGENCE-LED OPERATION NETS TWO FORMER CTG MEMBERS IN APAYAO, ONE WITH ₱1.85-M REWARD

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief of the Philippine National Police (PNP), sustained intelligence efforts and close coordination among police and partner agencies led to the arrest of two long-sought persons on September 22, 2026, along the Conner-Kabugao Road in Malama, Conner, Apayao.

Arrested were alias Tangkib, Tumbas, or Mario, and alias Joy or May, both former members and leaders of dismantled communist terrorist group units. Police records show that the two had been included in the PNP’s Periodic Status Report on Terrorist Groups from the first quarter of 2012 to the first semester of 2022.

The arrests stemmed from warrants issued by Regional Trial Court branches in Bontoc, Mountain Province, covering a total of nine cases—seven counts of murder and two counts of attempted murder. The warrants for the murder cases carry no recommended bail, while the two attempted murder cases have a recommended bail of ₱80,000 each.

Alias Tangkib is also included in the DILG-DND monetary reward list with a reward of ₱1.85 million, while alias Joy is listed as the No. 6 Most Wanted Person of the Ifugao Police Provincial Office for the third quarter of 2026.

The operation was the result of sustained monitoring that covered several locations, including Baguio City, Natonin in Mountain Province, and Tabuk City in Kalinga, before the two were eventually located in Apayao.

The operation was led by the Regional Intelligence Division of PRO CAR and the 1st Provincial Mobile Force Company of the Mountain Province Police Provincial Office, with support from the 1505th Regional Mobile Force Battalion, Conner Municipal Police Station, Ifugao PPO, Mountain Province Police Intelligence Unit, RIU 14, and NICA-CAR.

PNP Chief PGen Nartatez commended the operating units for their patience, coordination, and careful intelligence work that led to the implementation of the warrants.

“This operation shows that sustained intelligence work can eventually bring long-sought persons before the proper authorities. These two former members were located and arrested through coordinated efforts, and the PNP will continue to implement lawful warrants while respecting the rights and due process of every person involved,” PGen Nartatez said.

The two arrested persons were brought to the Conner Municipal Police Station for documentation and proper disposition in accordance with existing procedures.

The operation forms part of the PNP’s continuing efforts to strengthen intelligence-led and coordinated police operations under the PNP Focused Agenda, particularly Enhanced Managing Police Operations (EMPO). Under the administration of President Ferdinand R. 80,800 SUSPECTED COUNTERFEIT RICE SACKS SEIZED; CHINESE OPERATOR AMONG 2 ARRESTED IN BULACAN

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), the Criminal Investigation and Detection Group (CIDG) recovered 80,800 suspected counterfeit rice sacks and arrested two individuals during a law enforcement operation in Bocaue, Bulacan, underscoring the PNP’s continuing efforts to protect legitimate businesses and consumers and intellectual property rights.

The operation was carried out on September 21, 2026, by the CIDG Bulacan Provincial Field Unit, with representatives of the concerned trademark owner and in coordination with local police units, following the issuance of a search warrant for alleged violations of Republic Act No. 8293, or the Intellectual Property Code of the Philippines.

Authorities recovered 101 bundles of rice sacks bearing various brands, with an estimated value of ₱800,000.00, from a warehouse in Barangay Batia. A Chinese national identified as the warehouse operator and a Filipina employee were arrested during the operation.

Beyond the intellectual property concerns, authorities noted that the unauthorized use or reuse of rice sacks bearing legitimate brands may also raise concerns over product quality and consumer safety. Once a rice sack is used for purposes other than its intended and authorized packaging, there is no assurance that the packaging remains suitable for food products or that the quality and integrity of the rice placed inside it can be properly verified. This may expose consumers to potential health risks and mislead them regarding the source, brand, or quality of the product.

PGen Nartatez emphasized that the PNP’s role in such cases goes beyond the seizure of unauthorized products, as enforcement efforts also help safeguard legitimate enterprises and protect consumers from potentially harmful or misleading practices.

“We want legitimate businesses to know that the police are there when the law is violated against them,” PGen Nartatez said. “Hindi lang ito tungkol sa mga produktong nasamsam. It is also about protecting lawful enterprise, consumers, and intellectual property rights. We will continue to act when there is a valid legal basis and sufficient evidence to support enforcement.”

The arrested individuals are set to undergo the appropriate legal process for alleged violations of provisions of Republic Act No. 8293 concerning unfair competition and copyright or economic rights. The case will be referred to the National Prosecution Service for appropriate action.

The operation is part of the PNP’s broader efforts under its Focused Agenda, particularly Enhanced Managing Police Operations, which strengthens coordinated and intelligence-driven enforcement against criminal activities that affect communities, businesses, and the wider economy.
