An audit report of the Benazir Income Support Programme (BISP) for fiscal year 2024–25, audited in 2025–26, has revealed that due to weak profiling, system deficiencies, and poor regulatory controls, irregular payments worth billions of rupees were made to more than 600,000 ineligible individuals, including government employees, vehicle owners, and people with duplicate registrations.
The audit identified serious weaknesses in the profiling of spouses' data within the BISP Management Information System (BISP-MIS), resulting in 601,850 cases involving financial irregularities exceeding Rs 25 billion.
According to the official audit document obtained by The News, during fiscal year 2024–25, BISP paid Rs 515.712 million under its Unconditional Cash Transfer (UCT) program to 12,078 government employees, pensioners, or their spouses, despite a federal cabinet directive issued on December 24, 2019, which explicitly excluded government employees and their spouses from the program.
