Pakistan Development Forum (PDF) OFFICIAL INTERNATIONAL APPEAL

Subject: An Urgent Appeal for Global Solidarity & Climate Justice for Pakistan's Flood Victims

The Pakistan Development Forum (PDF) issues an urgent appeal to the international community, development partners, and global citizens following the catastrophic floods devastating Pakistan.

Unprecedented monsoon rains have unleashed devastating floods across the country, submerging entire villages, destroying critical infrastructure, and displacing millions. Families are stranded without shelter, food, clean water, or medical care, now facing a looming health crisis.

This disaster is a stark lesson in global climate injustice. Pakistan contributes less than 1% to global greenhouse gas emissions, yet it is on the front lines, paying the ultimate price for the carbon-intensive policies of the Global North. The suffering across our provinces is a direct consequence of global inaction on climate change. This disparity between the polluters and the sufferers is the defining injustice of our time.

Despite national efforts, the scale of this crisis demands global responsibility and action.

On behalf of the PDF, its Director, Dr. Umair Ansari, appealed to the world, stating:

"The world must see the suffering in Pakistan not as an isolated disaster, but as a global climate event. The Global South is drowning in the consequences of the North's emissions. We demand not just aid, but justice. We call for immediate humanitarian assistance and, critically, for long-term climate reparations to build a resilient future. The time for empty promises is over; the time for accountable action is now."

We call for:

1. Immediate Humanitarian Aid: Urgent need for tents, clean water, food, medicine, and water purification systems.

2. Long-Term Climate Reparations & Rehabilitation: The Global North must fund the rebuilding of resilient infrastructure and livelihoods in the Global South.

3. Accountability & Advocacy: Hold major polluters accountable and support vulnerable nations.

The Pakistan Development Forum is committed to ensuring transparent and effective channeling of all support.

Historic Win for Pakistan: Indus Waters Treaty Upheld by International Court.
پاکستان کی بڑی فتح!
ہیگ کی عدالت نے انڈس واٹر معاہدے پر بھارت کے یکطرفہ اقدام کو مسترد کر دیا۔
اہم نکات:
- معاہدہ یکطرفہ طور پر ختم یا معطل نہیں کیا جا سکتا
- بھارت کے ہائیڈرو منصوبوں کا جائزہ لیا جائے گا
- بھارت کا "معطلی" کا دعویٰ غیر قانونی قرار پایا

یہ انصاف کی فتح ہے، بھارت کو تعاون کی راہ اپنانا چاہیئے، ڈاکٹر عمیر انصاری(ڈائریکٹر، پی ڈی ایف)

The Permanent Court of Arbitration (PCA) at The Hague has delivered a decisive verdict, rejecting India’s unlawful attempt to suspend the Indus Waters Treaty.

This ruling is a resounding victory for Pakistan’s legal stance and a reaffirmation of international law said by Dr.Umair Ansari Director-Pakistan Development Forum-PDF.
This verdict is a triumph for justice, diplomacy, and Pakistan’s unwavering commitment to peaceful dispute resolution. The international community has once again validated our principled stance. We urge India to abandon its escalatory tactics, cease false narratives, and act as a responsible neighbor. The path to stability lies in cooperation, not confrontation. Pakistan remains open to dialogue, but we will never compromise on our sovereign rights, he further added.

Key Highlights:
✅ Pakistan’s Position Vindicated: The PCA dismissed India’s objections, declaring that the treaty cannot be unilaterally altered or ignored.

✅ Protecting Pakistan’s Water Rights: The court will now assess India’s controversial hydro projects on the Indus, Jhelum, and Chenab rivers, which Pakistan has rightfully challenged since 2016.

✅ India’s False Claims Exposed: The tribunal ruled that India’s so-called "abeyance" declaration has no legal basis and cannot obstruct arbitration.

The Way Forward:

- Strengthening Water Security: Pakistan will continue to safeguard its water rights through legal and diplomatic channels.

- Promoting Regional Peace: We call on India to honor treaties, avoid baseless claims, and work towards shared prosperity.

- Global Solidarity:The world must hold violators of international law accountable.

The Pakistan Development Forum (PDF) condemns in the strongest terms:

1. The US attack on Iranian territory, a clear violation of international law and sovereignty.

2. Israel's escalation against Iran and its ongoing genocide in Gaza, a catastrophic crime against humanity.

These reckless actions threaten regional and global peace, undermining development and human security.

PDF Demands:

'Immediate cessation of all hostilities' by the US, Israel, and Iran.
'Urgent UN Security Council action' to enforce international law, stop the Gaza genocide, prevent wider war, and hold violators accountable. The SC's paralysis is unacceptable.

A Call on Platforms & Conscience:

Silence or weak platitudes amidst genocide and lawlessness is complicity. 'Those with significant platforms and influence have a profound responsibility.'

History will judge harshly those who, possessing the power to shape opinion and demand justice, choose career or comfort over unequivocal condemnation and action. Use your voice now – there are no excuses. "Inaction will not be forgiven."

NADRA has implemented significant changes to the CNIC and B-Form. Citizens should take note of these important updates.
اندراج کے حوالے سے شہریوں کے لیے اہم معلومات:
نیشنل ڈیٹا بیس اینڈ رجسٹریشن اتھارٹی (نادرا) نے سال 2025 کے لیے شناختی کارڈ (CNIC) اور ب فارم (B-Form) سے متعلق نئے قواعد و ضوابط کا نفاذ کر دیا ہے۔ یہ اقدام پاکستان میں شناختی دستاویزات کے نظام کو مزید جدید اور مؤثر بنانے کے لیے اٹھایا گیا ہے۔

اہم تبدیلیاں اور تقاضے:
* لازمی پیدائش کا اندراج: ب-فارم کے اندراج کے لیے اب مقامی یونین کونسل میں پیدائش کا اندراج لازمی ہوگا۔ اس سے جعلی اندراجات کے خاتمے اور بچوں کے تحفظ کو یقینی بنانے میں مدد ملے گی۔

* بائیو میٹرک تفصیلات:
* 3 سال تک کی عمر کے بچوں کے لیے کسی بائیو میٹرک ڈیٹا یا تصویر کی ضرورت نہیں ہوگی۔
* 3 سے 10 سال کی عمر کے بچوں کے لیے تصویر اور آئرس سکین (Iris Scan) لازمی قرار دیا گیا ہے۔
* 10 سے 18 سال کی عمر کے بچوں کے لیے تصویر، بائیو میٹرک فنگر پرنٹس، اور آئرس سکین درکار ہوں گے۔
* انفرادی ب-فارم: ہر بچے کو ایک مخصوص میعاد کے ساتھ انفرادی ب-فارم جاری کیا جائے گا۔ پرانے ب-فارم کارآمد رہیں گے، تاہم پاسپورٹ کے حصول کے لیے اب نئے ب-فارم کا ہونا لازمی ہے۔
* فیملی رجسٹریشن سرٹیفکیٹ (FRC): فیملی رجسٹریشن سرٹیفکیٹ کو قانونی حیثیت دے دی گئی ہے۔ درخواست دہندگان کو خاندانی ڈیٹا کی درستگی کے لیے ایک حلف نامہ جمع کرانا ہوگا۔ ایف آر سی میں اب ایک سے زائد شادیوں والے افراد کی بھی مکمل تفصیلات شامل ہوں گی۔ خواتین کو اپنے شناختی کارڈ پر والد یا شوہر میں سے کسی ایک کا نام ظاہر کرنے کا اختیار ہوگا۔
* حل طلب معاملات: نادرا نے شناختی کارڈ کی ضبطی یا بحالی کے معاملات کو 30 دن کے اندر حل کرنے کا عزم کیا ہے۔
* نیا چپ لیس شناختی کارڈ: ایک نیا چپ لیس شناختی کارڈ متعارف کرایا گیا ہے جس میں سمارٹ کارڈ کی خصوصیات شامل ہیں، جیسے کہ اردو اور انگریزی دونوں زبانوں میں ڈیٹا، اور تصدیق کے لیے کیو آر کوڈ (QR Code)۔ یہ کارڈ کم لاگت میں اور جلد دستیاب ہوگا۔

یہ تمام قواعد شفافیت کو بڑھانے، شناختی دھوکہ دہی کی روک تھام، اور عوام کی محفوظ دستاویزات تک رسائی کو ہموار کرنے کے لیے نافذ کیے گئے ہیں۔

1. UN Charter Article 2(4): Unilateral use of force against Iran’s sovereignty.

2. Geneva Conventions: Civilian casualties (50+ in Tehran) breach civilian protection rules.

3. UNSC Resolution 487: Strikes on nuclear sites (Natanz) risk regional catastrophe.

4. Complicity: Silence of states allowing Israeli overflight violates ATT Article 6.

The Middle East cannot survive another war.

We demand:

- UN Security Council emergency session to condemn aggression.

- Arms embargoes on Israel until compliance.

- Immediate de-escalation via diplomacy.
