A coalition of anti-cannabis groups has filed suit in federal court seeking to block what it characterizes as the coverage of non-FDA-approved h**p products under Medicare-linked programs.

The lawsuit, led by Smart Approaches to Ma*****na and other groups, challenges a Medicare pilot program that lets providers give certain items—including CBD—to patients under flexible care rules.

Plaintiffs argue the Centers for Medicare & Medicaid Services is effectively opening a pathway for cannabinoid products that have not been approved by the U.S. Food and Drug Administration (USDA).

The lawsuit names Mehmet Oz, CMS Administrator, and Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. as defendants.

The usual suspects

The plaintiffs are part of a long-running anti-cannabis advocacy network that has consistently opposed the normalization of cannabis-derived products in medical settings.

The underlying program is narrower than both critics and proponents suggest.

U.S.-based Charlotte’s Web Holdings (CW) has agreed to a restructuring deal with British American To***co (BAT) that removes the CBD maker’s largest liability while sharply increasing the to***co giant’s ownership stake.

The move comes as publicly-traded CW reported losses of roughly $30 million in 2025 against total revenues of about $50 million. Those figures are essentially the same as they were in 2024.

The deal wipes out about $65 million in debt by turning it into shares, leaving Charlotte's Web Holdings with no long-term obligations – but significantly diluting existing shareholders – while adding $10 million in new cash. The combined transaction results in the issuance of roughly 110 million new shares.

Priorities

Charlotte’s Web said the added liquidity will support near-term priorities, including participation in a U.S. Centers for Medicare & Medicaid Services pilot program and continued development of its clinical pipeline.

Following the deal, BAT will own approximately 40% of Charlotte’s Web on a non-diluted basis.

Industrial h**p advocates in the United States are seeking $652 million in federal funding for 2027, outlining an ambitious push to build supply chains, processing capacity and markets for grain and fiber that would mark a sharp departure from the government’s limited support for the crop to date.

The proposal, from the National H**p Association (NHA), was recently submitted to Democratic Pennsylvania Sen. John Fetterman, a member of the Senate Agriculture and Appropriations Committees, according to Geoff Whaling, NHA president.

The request spans research, infrastructure and market development, with the largest share—$300 million—earmarked for rural processing systems. Other allocations include $200 million for market expansion and feed research, and $50 million for regional “validation hubs”—real-world test-and-scale centers for the entire h**p value chain.

This strategy says little or nothing about h**p's potential environmental benefits, appropriate, I guess, because Trump has gutted the funding for all that stuff. H**p stood to gain massively from environmental policy of the past. There was federal money for that. Even if h**p didn't get but a negligible slice, it was a legitimate potential avenue to build on.

Gone.

So now, presumably, it's all down to, let's call it – the “business plan” for h**p. This is basically a supply-driven strategy in a market that hasn’t yet proven demand. There's no there there, so to speak, when viewed with the cold eye of the businessman, the “investor.”

Even at the top end, only $200 million in federal money went to the h**p industry since pilots were allowed in 2014; now, all of a sudden, in one year, that will be more than tripled? Hard to imagine.

You can be sure if that kind of money – modest as it is – goes out to the h**p industry next year, it'll be about business, alright. Business as usual.

In the lingering battle over intoxicating h**p in the U.S., a newly formed “coalition” has entered the debate — an engineered, campaign-style effort that presents itself as grassroots while operating through Washington insiders.

H**p Industry and Farmers of America (HIFA), which “emerged” (as its website observes) last December, is linked to both Republican and Democrat lobbyists, and is rather obviously a shill for intoxicating h**p producers and their CBD-making handmaidens.

Press reports have identified Brian Swensen, a political strategist who served as national political director for FBI Director Vivek Ramaswamy's failed 2024 presidential bid before switching to the Trump campaign, as the group's executive director. He was also previously deputy campaign manager for Marco Rubio's 2016 Senate campaign.

U.S. federal health officials have opened a narrow new path for certain consumer h**p products under a handful of Medicare test programs, allowing participating health groups to provide them to some patients.

The new guidance, which appears aimed mainly at non-intoxicating h**p-derived CBD products, comes from the Centers for Medicare & Medicaid Services (CMS), the U.S. agency that runs Medicare and Medicaid. It applies only to a few limited federal programs in which CMS tests new ways of organizing and paying for care.

South Dakota has ended its state-run industrial h**p program, shifting oversight of growers to the U.S. Department of Agriculture (USDA), in a move that adds a fresh warning sign from the U.S. h**p sector.

The shift comes as acreage in South Dakota, the nation's h**p leader, fell by 70% in 2025. The developments are particularly alarming because South Dakota was one of the few states that had leaned almost exclusively into grain and fiber.

For growers, the change could mean lower costs and fewer layers of oversight. But it is also a stark signal that fiber and food, h**p’s most promising markets, have a long way to go and major struggles ahead.

$ unsustainable

The switch to USDA came through Senate Bill 39, signed this week, which was backed by the South Dakota Department of Agriculture and Natural Resources (DANR). State officials said the h**p program was no longer financially sustainable and that shifting growers to the USDA would cut costs for both the state and the industry.

According to testimony from the DANR, fees from h**p farmers covered only about 11% of program costs in 2025, with the rest paid from the state’s general fund.

Michel Terestchenko, long associated with industrial h**p development in Ukraine, has been named the first president of the newly formed International Farmers’ Association of Ukraine (IFA).

The group, established this month near Kyiv, brings together 63 family-run farms ranging in size from 300 hectares to 22,000 hectares. Combined, the members account for roughly 275,000 hectares of farmland.

"IFA will be able to bring its voice to all negotiations important to Ukrainian farmers, such as those related to Ukraine's integration into the European Union,” said Terestchenko, the initiator of the MA’RIJANY industrial h**p project, a hub based in the Zhytomyr region.

Broad coalition

The IFA includes European farmers operating in Ukraine from Germany, the Netherlands, Belgium, France, Switzerland, Austria, Denmark and Scotland, alongside Ukrainian producers.

A U.S. bank has filed a lawsuit against a U.S.-based cannabinoid supplier and its founders for failing to repay a roughly $1 million loan. H**p-friendly First-Citizens Bank & Trust Co. filed the suit against MC Nutraceuticals, its founders, Jeff Worley and Bret Worley, and related MC entities.

The case, filed in U.S. District Court in Texas, alleges the company and its principals failed to repay the loan issued in September 2023.

The legal skirmish is the latest in a growing list of legal challenges facing one of the U.S. h**p sector’s most visible cannabinoid producers, and underscores the risks that have long shadowed the loosely regulated market for intoxicating h**p-derived compounds such as delta-8 THC and similar synthetics.

As policymakers in Washington continue to debate revisions to federal h**p rules, companies built on the intoxicating-h**p model face increasing pressure.

The European Industrial H**p Association (EIHA) will bring the global h**p industry to Poland in June for its 23rd annual conference, marking the first time the event has been held in the country.

The meeting, set for June 11–12 in Poznań, is being hosted and co-organized by Poland’s Institute of Natural Fibers and Medicinal Plants (IWNiRZ), a long-established research center that has played a major role in h**p and flax development in Europe.
