HOW DID CONVICTED FELON, JOBY WEEKS, GET INVOLVED IN PUERTO RICO'S $5.8 BILLION ENERGY CONTRACT WHILE ON HOUSE ARREST IN THE U.S.?

Joby Weeks got involved by allegedly acting as a middleman or "ghost negotiator" who secured a massive government contract under highly suspicious circumstances. While serving long-term federal house arrest for his role in the BitClub Network Ponzi scheme, Weeks managed to attach his name to a $5.8 billion emergency energy contract in Puerto Rico.

The timeline of his involvement and the massive scandal surrounding it broke down in August 2026:

1. The Consortium and the Deal
In June 2026, the Puerto Rico Electric Power Authority (AEE) agreed to a multi-billion dollar emergency contract for temporary power generation. The deal was meant to be executed by a consortium consisting of Power Expectations, Reyes Contractor Group, and a well-known Texas microgrid company called Enchanted Rock. Weeks positioned himself as a virtual technical advisor and broker to put the pieces of the deal together.

# 2. The Digital Signature Loophole

Because Weeks was under strict house arrest, he couldn't travel to Puerto Rico or attend physical meetings. Instead, he used a digital signature to sign off on the $5.8 billion deal:

The Alias: He digitally signed the contract using the slightly modified name "Jhoby Weaks".

The Fake Domain: Investigative journalists discovered that just two days before the contract was finalized, someone anonymously registered the website domain enchantedrockpr.com through a proxy service in Iceland.

The Disappearing Trail: Weeks used an email address associated with that domain to sign the official Adobe contract. Weeks later, the email was deactivated and the website completely vanished.

3. Stolen Corporate Identity
The true scandal erupted when the actual executives at EnchantedRock](https://www.enchantedrock.com/) came forward.

The company publicly announced that they never authorized the contract, never bid on the project, and that Joby Weeks had completely stolen their corporate identity and brand name to push the deal through the Puerto Rican government.

4. Criminal Referrals
Due to the forged signatures, the fact that Weeks hid behind an alias while on house arrest, and a missing $1.1 billion performance bond, the Puerto Rican government immediately canceled the deal.

Local procurement offices officially referred Joby Weeks to the U.S. Department of Justice and the FBI for an immediate criminal investigation into fraud and identity theft.

5. Who was this guy working for?

Expectations LLC. This is the actual local entity that partnered with the Puerto Rico Electric Power Authority (AEE) to pitch the 400 MW emergency energy generation contract.

While the company had historical corporate roots tied back to Florida, it legally registered as a local LLC in Puerto Rico to execute this multi-billion dollar government deal.

It is not known how much, or if, Joby weeks Made any money $ on this deal, as of this report!

PUERTO RICO — Pressure is mounting in Washington as thousands of families across Puerto Rico continue struggling with water outages and an aging, vulnerable infrastructure. 💧⚠️

Congresswomen Alexandria Ocasio-Cortez (AOC) and Nydia Velázquez are demanding faster action on federal disaster funding as communities across the island endure interruptions in running water.

According to an official statement issued August 13, 2026, the lawmakers said more than 180,000 households have experienced days without running water. 🚱🏠

They also said that nearly $30 BILLION in federal disaster assistance remains pending disbursement, calling for federal agencies — including FEMA — to accelerate funding intended to strengthen Puerto Rico's public infrastructure. 💰🇵🇷

⚠️ IMPORTANT CLARIFICATION: The nearly $30 billion figure is NOT money designated exclusively for Puerto Rico's water system. It refers to the broader amount of federal disaster assistance that the congresswomen say remains pending.

The continuing water emergency has intensified concerns about Puerto Rico's deteriorating infrastructure, drought conditions, water management, and the government's ability to provide reliable essential services to affected communities. 💧🏚️

🚨 BREAKING: 37-Year-Old Man Gunned Down in Coamo

COAMO, PUERTO RICO — A late-night shooting in Coamo has left a 37-year-old man dead after multiple gunshots rang out along PR-558. 🔴🚔

According to preliminary police information, authorities received a call reporting several gunshots near kilometer 0.1 of PR-558. When officers arrived, they discovered a man lying on the ground suffering from multiple gunshot wounds.

The victim was identified as Víctor David Bernardi Bernardi, 37, of Barranquitas. He was pronounced dead at the scene. 💔

Police said Bernardi Bernardi had a prior record related to a 2025 violation of Puerto Rico’s Law 54, the Domestic Violence Act.

The circumstances surrounding the shooting — including the motive and identity of the shooter or shooters — remain under investigation.

The homicide investigation has been assigned to Agent Leonel Alicea of the Aibonito CIC Homicide Division, working alongside Prosecutor Gilberto Gierbolini Merino.

Authorities continue to investigate as the community searches for answers in yet another deadly shooting. 🚨

🚨💧 UIA AND AAA REMAIN AT THE NEGOTIATING TABLE OVER MAJOR PAY AND CLASSIFICATION PLAN

SAN JUAN, PUERTO RICO — High-stakes negotiations continued Friday between the Independent Authentic Union of Employees of the Puerto Rico Aqueducts and Sewer Authority (UIA-AAA) and the executive leadership of the Puerto Rico Aqueducts and Sewer Authority (AAA) as both sides tackled the economic terms of a long-awaited Classification and Compensation Plan. 💰💧

The talks, held at the AAA headquarters on Friday, August 14, were described as open, respectful and constructive, with both sides spending hours reviewing the outstanding economic issues surrounding the plan.

But there was no final agreement Friday.

⏰ Negotiations were recessed around 6:00 p.m. and are scheduled to resume Wednesday, August 19, at 9:00 a.m.

The UIA emphasized that maintaining the negotiating table is critical and said both parties remain committed to addressing the unresolved issues through serious and respectful dialogue.

⚠️ For now, however, the union is keeping the details of the negotiations behind closed doors. Because the process remains active, the UIA said it will not make additional public statements about the substance of the discussions until the parties make further progress.

The negotiations come at a critical time for Puerto Rico, where the AAA provides one of the island's most essential public services—delivering water and managing wastewater for communities across the territory. 💧🇵🇷

The UIA has a long history of representing AAA employees and advocating for fair working conditions, job security and recognition of the experience and contributions of workers who keep Puerto Rico's water infrastructure operating.
