China–Portugal: 20 Anos de Parceria Estratégica

A Embaixada da República Popular da China em Portugal assinalou, no dia 19 de novembro, o 20.º aniversário do estabelecimento da Parceria Estratégica Global China-Portugal com a realização, em Lisboa, do seminário “Interpretação do 15.º Plano Quinquenal de Desenvolvimento Económico e Social Nacional da China e Perspetivas para a Futura Cooperação China-Portugal”, dedicado também à apresentação do espírito da IV Sessão Plenária do 20.º Comité Central do Partido Comunista da China.

O encontro reuniu mais de 50 representantes de diversos setores portugueses — governo, Assembleia da República, forças de segurança, meios empresariais, instituições académicas e culturais, bem como think tanks e órgãos de comunicação social — num ambiente marcado por troca ativa de ideias e debates sobre relações bilaterais, cooperação económica e comercial, inovação científica e tecnológica, intercâmbios culturais e humanos, integração migratória e interpretação do 15.º Plano Quinquenal da China.

Relação bilateral com bases sólidas e visão de futuro

Na abertura, o encarregado de negócios da Embaixada da China, Hu Bin, sublinhou que as duas décadas da Parceria Estratégica Global têm produzido “resultados significativos” e que o 15.º Plano Quinquenal abrirá novas oportunidades para o aprofundamento da cooperação entre os dois países. O diplomata destacou ainda que a amizade Sino-Portuguesa assenta em bases sólidas e que as relações bilaterais continuam a evoluir de forma estável e positiva.

Comunidade chinesa em Portugal: uma presença histórica

O presidente da Agência para a Integração, Migrações e Asilo (AIMA), Pedro Portugal Gaspar, afirmou que a comunidade chinesa residente em Portugal, com cerca de 30 mil pessoas, constitui uma presença “histórica” e “profundamente enraizada”, criando um contexto favorável para fortalecer a cooperação futura entre China e Portugal.

Tecnologia e investimento: prioridades da cooperação bilateral

Hugo Carneiro, deputado do PSD e presidente do Grupo Parlamentar de Amizade Portugal-China, elogiou os avanços alcançados pela China em inovação, digitalização e tecnologia, salientando que Portugal pretende aprofundar a cooperação nestes domínios. O parlamentar recordou que o investimento deve ser “de via dupla” e que as empresas portuguesas têm cada vez mais motivos para encarar o mercado chinês como uma oportunidade concreta.

Análise do 15.º Plano Quinquenal e debate económico

O seminário contou com a participação online do Dr. Liu Zuokui, que apresentou os principais eixos do 15.º Plano Quinquenal, nomeadamente o objetivo de promover o desenvolvimento de alta qualidade, reforçar a autossuficiência científica e tecnológica, consolidar o modelo de “dupla circulação”, avançar na transição verde e melhorar os serviços públicos e o sistema de segurança social.
Representantes portugueses debateram a cooperação económica, comercial e académica, partilhando experiências e perspetivas nas respetivas áreas. A Agência Xinhua em Lisboa apoiou a organização do evento.

Intercâmbios culturais e humanos em destaque

Ao longo do seminário, a obra “Xi Jinping: A Governança da China” esteve em exposição e despertou grande interesse entre os participantes. Durante a sessão, foram também apresentados projetos e práticas de cooperação cultural e académica entre os dois países, incluindo iniciativas nas áreas da literatura, música, festividades tradicionais, ensino de língua chinesa e intercâmbios juvenis — domínios considerados essenciais para o reforço das relações sino-portuguesas.

【见证RCEP中国的力量】【葡新报云浮讯】10月17日下午，广东云浮新兴县迎来一场跨越山海的经济盛会——中国（广东云浮）-RCEP第三届产业合作大会在此隆重开幕。本次大会由云浮市人民政府、广东省商务厅与RCEP产业合作委员会联合主办，以“共享RCEP新机遇，共创产业新未来”为主题，汇聚了来自政、商、学界的数百名代表。这场高规格的国际大会，吸引了来自世界各地的目光，包括来自马来西亚、加拿大、美国、坦桑尼亚等16个国家的40余名海外侨商参会，海外华文媒体——葡萄牙葡新国际文化传媒也受邀参与其中，共同见证这场国际合作的盛事。

RCEP，作为全球规模最大的自由贸易协定，覆盖了东盟十国以及中国、日本、韩国、澳大利亚、新西兰等15个国家，其生效实施为区域内的经济合作注入了强大动力。而云浮，这座位于广东的城市，正凭借自身独特的资源禀赋和产业优势，积极融入RCEP区域合作，努力打造对外开放的新高地。此次产业合作大会的举办，正是云浮把握RCEP机遇、推动产业升级、加强国际合作的重要举措。在经济全球化的浪潮中，区域合作正成为推动经济发展的关键力量。

规模空前，亮点纷呈

本届大会规模宏大，参会嘉宾阵容强大，吸引了来自国家及部分省、市有关领导、专家学者、行业商协会代表、企业代表，以及越南、柬埔寨、韩国、泰国、马来西亚等RCEP成员国的贸易代表、驻华大使和政府官员等，嘉宾规模约500人。其中，外宾数量较去年增长70%，参会规模实现RCEP国家全覆盖，国际“朋友圈”持续扩大。

大会在产业推介方面亮点突出，产业“集聚度”显著增强。除了重点推介现代农业、绿色建材、金属智造等三大千亿产业集群，更首次将贵金属千亿产业纳入重点推介范畴，全面展现云浮在特色产业领域的竞争力和合作潜力。温氏集团、广东金晟兰、云浮市石材行业协会、广东金正龙等企业及协会在会上分别开展产业推介，同时推动8家本土优质企业与RCEP区域内合作伙伴精准对接，现场签订系列经贸合作协议，充分展示了云浮产业的硬实力与合作新潜力。

在合作机制方面，合作“机制化”更加成熟。大会期间进行了“政府、经贸、民间”多领域合作备忘录签约，完善多方合作机制。云浮市人民政府与柬埔寨干拉省签署经贸合作备忘录，共建常态化经贸磋商机制；云浮市外事局与越南谅山省外事厅签署友好交流合作关系备忘录，夯实两地友好往来根基；云浮市商务局、外经贸企业协会等单位与来自韩国、马来西亚等RCEP成员国的行业企业商协会签署经贸合作备忘录，织密产业协作网络。一系列政府和民间合作协议的集中签署，为云浮与RCEP成员国搭建起更加稳固的合作桥梁。

载体“支撑力”不断强化也是本届大会的一大特色。大会揭牌成立中国（广东云浮）-马来西亚（柔佛新山）RCEP产业合作园区，推动云浮与马来西亚共建双边境外经贸合作园区。同时依托各地资源禀赋，揭牌成立云城区RCEP石材产业园区、云安区RCEP绿色日化产业园区、罗定市RCEP南药（肉桂）产业园区、新兴县RCEP餐厨具产业园区、新兴县RCEP预制菜产业园区、郁南县RCEP无核黄皮产业园区等六大RCEP产业园区，形成“1个境外园+6个主题园”布局，为云浮企业搭建直通马来西亚等RCEP国家的国际化合作平台，畅通跨境贸易投资通道。

贸易“新业态”实现突破，大会正式启动云浮市大宗商品贸易平台，聚焦农产品、钢铁、有色金属等大宗商品资源，打造集仓储、物流、交易、金融于一体的综合性服务平台，打通上下游产业链，以平台为载体推动贸易全流程数字化转型，吸引更多大宗商品领域市场主体集聚，构建数字化贸易新生态，填补了云浮大宗商品市场交易平台的空白。

活动“新场景”更加多元，大会后还将持续举办RCEP产业合作系列活动，包括第二十二届云浮国际石材科技展览会暨第十六届云浮石文化周、云浮（新兴）第三届金属智造产业暨不锈钢餐厨具博览会，同时新增举办现代农业（食品）展。这些活动集中展现云浮特色农产品培育、精深食品加工、绿色农业技术等领域的创新成果与产业优势，通过搭建绿色建材、金属智造、现代农业（食品）等特色产业交流互通的平台，全方位展现云浮产业发展新活力。

海外侨商汇聚，共寻发展机遇

在大会的参会嘉宾中，来自世界各地的海外侨商成为了一道亮丽的风景线。云浮市侨联精心组织了40多名来自马来西亚、加拿大、美国、坦桑尼亚、德国、葡萄牙、澳大利亚、中非、卡塔尔、沙特、塞浦路斯、越南、斐济、韩国、挪威、新加坡等16个国家的海外侨商参会。这些侨商在各自所在国家和地区的商业领域都有着一定的影响力，他们带着丰富的商业资源、先进的技术和管理经验，以及对中国市场的深厚情感，齐聚云浮，积极投身于这场产业合作的盛会之中。

OCMCO 2025 | Contar a história da China juntos — 15ª conferência anual da OCMCO chega ao fim com sucesso

Em 26 de agosto de 2025, a 15ª Conferência Anual da Organização de Cooperação de Mídia Chinesa no Exterior (OCMCO) foi grandemente lançada em Changsha, Hunan, China. Cerca de 120 representantes seniores de 84 veículos de mídia em língua chinesa de 37 países e regiões se reuniram para um programa de intercâmbio e exploração de cinco dias.

Com o evento chegando ao fim hoje (29 de agosto), os participantes expressaram amplamente que obtiveram insights valiosos e construíram conexões significativas, saindo com uma forte impressão do desenvolvimento e potencial de Hunan.

Lançado junto com a conferência anual, o grande evento de mídia "Construindo um Centro Global de Inovação e uma Base de Startups Universitárias — Tour de Hunan 2025 para Executivos de Mídia Chinesa Global" foi hospedado pelo Departamento de Publicidade do Comitê Provincial do PC de Hunan, co-organizado pela Organização de Cooperação de Mídia em Língua Chinesa Global e pelo Ta Kung Wen Wei Media Group (Hong Kong). O objetivo é mostrar o desenvolvimento de alta qualidade de Hunan e promover a cooperação de mídia em todo o mundo.

Os delegados concordaram que contar bem a história da China é sua responsabilidade e dever compartilhados. Esta jornada a Hunan permitiu-lhes testemunhar em primeira mão tanto a velocidade quanto o calor do desenvolvimento da China. Eles esperam se reunir novamente no próximo ano para continuar amplificando a voz internacional da mídia em língua chinesa.

Durante a conferência deste ano, a organização lançou oficialmente a "Iniciativa de Changsha", delineando cinco direções de ação principais para a mídia em língua chinesa no exterior na nova era:

Com o rio Xiang fluindo impetuoso e o monte Yuelu erguendo-se altivo, Hunan abriu seus braços para o mundo, construindo uma nova ponte para a cooperação entre veículos de mídia de língua chinesa. Deepline | Representantes de mídia chinesa no exterior visitam empresas líderes de manufatura em Hunan para experimentar grandes equipamentos nacionais

Na manhã de 27 de agosto de 2025, segundo dia da visita de representantes de mídia chinesa no exterior à província de Hunan, o grupo visitou a Sunward Intelligent Equipment Group e a China Railway Construction Heavy Industry Corporation Limited (CRCHI) em Changsha para experimentar de perto a força dos grandes equipamentos nacionais.

Experienciando o charme da tecnologia avançada

Os representantes da mídia ouviram as apresentações dos funcionários sobre a história de desenvolvimento da Sunward, compreendendo sua trajetória de crescimento e inovação. Na oficina de produção inteligente, repórteres do Hong Kong Ta Kung Wen Wei Media Group observaram os trabalhadores da linha de frente operando, ajustando equipamentos e realizando simulações. Muitos representantes de mídia mostraram-se curiosos em observar de perto produtos estrelas como escavadeiras, experienciando pessoalmente o charme da tecnologia de manufatura avançada enquanto gravavam vídeos e tirav fotos, elogiando as técnicas de ponta.

No recentemente lançado projeto hidrelétrico a jusante do Yarlung Tsangpo, as perfuradoras de vibração super profundas da Sunward estão garantindo este "projeto do século".

O presidente da Sunward, Fu Xiangdong, apresentou à mídia a perfuratriz de vibração superprofunda, que pode realizar perfurações ultraprofundas de mais de 100 metros e resolver desafios relacionados à penetração em camadas de cascalho e à coordenação de múltiplas máquinas, melhorando assim a eficiência da construção.

Em 17 de setembro de 2020, o Secretário-Geral Xi Jinping observou durante sua visita à Sunward que a inovação é a qualidade mais importante para as operações empresariais e essencial para superar desafios futuros.

Visitando os Pilares da Grande Potência da China: "Pangolim de Aço"

Em seguida, a delegação de mídia chinesa no exterior visitou a CRCHI. Ao entrar na fábrica, os representantes da mídia ficaram fascinados pela enorme máquina de escavação de túneis (tuneladora), tirando inúmeras fotos. Este equipamento pesado nacional, a máquina de escavação de túneis, não só é impressionante em tamanho, mas também repleta de recursos de alta tecnologia, ganhando o apelido de "Pangolim de Aço".

O mais recente lançamento da CRCHI, o "Jianghai", é a maior máquina de escavação de túneis de diâmetro da China, desenvolvida independentemente. Tem sido usado em vários projetos, garantindo a construção suave de túneis escavados. A máquina de escavação de túneis "Jianghai" mede aproximadamente 145 metros de comprimento, pesa cerca de 5.000 toneladas e tem um diâmetro máximo de escavação de 16,64 metros. A tecnologia inteligente capacita a máquina de escavação de túneis criando modelos digitais de alta precisão, transferindo todo o processo de design, simulação, fabricação, depuração, operação e manutenção, incluindo previsão de falhas, para um espaço virtual.

Wang Chaohui, engenheiro do Instituto de Pesquisa e Design de Máquinas de Tunelamento da CRCHI, explicou aos repórteres que os designers podem verificar milhares de esquemas de design a um custo quase zero. Ao mesmo tempo, o pessoal de manutenção pode "ver através" do estado de desgaste de cada rolamento e a eficiência de corte de cada cabeça de corte, mesmo a centenas de milhas de distância, permitindo-lhes antecipar riscos potenciais.
