THE REAL SCANDAL: â±125 Million vs. â±545.64 Billion
In 2022, aside from being the Vice President, Bongbong Marcos gave VP Inday Sara Duterte two additional roles: DepEd Secretary and Vice Co-Chairperson of the NTF-ELCAC.
Upon assuming these positions, VP Sara discovered problems that had long been neglected:
1. Child Abuse â 1,871 unresolved cases from 2019â2020, with 10 regions failing to submit data.
2. Online Exploitation â A 2021 Interpol and UNICEF study revealed that 20% of Filipino children aged 12â17 were victims, affecting an estimated 20 million.
3. Youth Recruitment â 12.3% of surrendered rebels were minors, with 16 public high schools in Metro Manila infiltrated for recruitment.
4. Drugs & Gang Violence â Over 11,000 incidents involving minors reported in DepEd schools.
To address these, her offices required surveillance, informants, and intervention programs. This is exactly the very reason why the â±125 million Confidential Fund (CF) was requested.
But instead of supporting this, Martin Romualdez weaponized the Makabayan Bloc, along with his âYoung Gunsâ and âattack dogsâ in Congress, to single out VP Saraâs â±125 million CF, while ignoring BBMâs â±4.5 billion intelligence and confidential fund.
What followed? Political persecution of the Duterte family, capped by VP Saraâs impeachment.
While the House of Representatives was busy vilifying Duterte, it stayed silent on a far bigger scandalââ±545.64 billion worth of flood control projects.
From July 2022 to May 2025, 9,855 flood control projects were funded:
- 15 contractors cornered â±100 billion (20% of total funds).
- â±350 billion worth for the 6,021 flood control projects had no proper specifications and failed to meet material standards, leaving the public clueless whether these were for drainage, flood mitigation, d**es, embankments, or simple repairs..
On average, the Philippines spent â±1.07 billion per day in 2022, â±1.34 billion per day in 2023, â±1.37 billion per day in 2024, and â±1.08 billion per day in 2025âwithout clear feasibility studies or project cost analyses.
And yet, the result? GHOST FLOOD CONTROL PROJECTS.
For example: In Calumpit, Bulacan, a d**e was inspected and found not to have followed specifications. DPWH Secretary Manuel Bonoan even admitted that projects worth â±5.9 billion under Wawao Builders Inc. were nonexistent.
And despite Bulacan receiving â±70 billion in flood control allocations, it remains submerged during typhoons. The irony? Bulacan congressmenâmost if not all BBM alliesâsigned the impeachment case against VP Sara.
Worse, the noisiest critics of Duterteâs â±125 million fund are silent now.
Where are the Makabayan Bloc, the Young Guns, and the attack dogs now? Silent.
Take Rep. Rodge Gutierrez of 1-Rider Partylist. He was loud during the QuadCom and TriCom hearings, but today, nowhere to be found. Why? Because in 2024, ALRO Construction & Development Corp., where his father is Managing Officer and Incorporator, was awarded â±1.576 billion in DPWH contracts. And Rep. Gutierrez sits on the Appropriations Committee. Clearly, he cannot attack his own interests.
These congressmen portray themselves as âclean,â and even demonized VP Sara Duterte over â±125 millionâa figure that is just 0.023% of the â±545.64 billion flood control scam.
Who allocated these funds? The House of Representatives headed by Speaker Martin Romualdez. Who approved? The presidentâ the useless Bongbong Marcos.
In reality, it is theyâthe mafias in Congress, the Marcos-Romualdez machinery, and their political attack dogsâwho are bleeding this country dry.
So, who is the real threat to the taxpayersâ money? VP Sara or the Congractors?
The real scandal is not â±125 million.
The real scandal is â±545.64 billion stolen from the people.
