Steady Progress on Honiara Aviation Complex Building

Construction of the Aviation Complex Building near Honiara International Airport, implemented by the Ministry of Communication and Aviation (MCA) with support from the World Bank under the Second Solomon Islands Roads and Aviation Project (SIRAP2), is progressing steadily, with key milestones achieved in recent months.
The new building project in Honiara has achieved several key milestones, signaling strong momentum toward full-scale construction as listed below:
• August 7, 2025 – A design presentation meeting was held with stakeholders who will occupy the new building to finalize the design.
• August 21, 2025 - The site office was completed by the Contractor, China Railway Construction Engineering Group (CRCEG). The facility passed inspection by the supervising engineer.
• August 23, 2025 – The detail design was finalized, with all construction drawings approved and ready for commencement of main construction activities.
Ground improvement works began on August 26, 2025, followed by foundation reinforcement activities in mid-September. Foundation pouring was carried out from September 24 to 25, 2025 under the supervision of the Egis team. The work now moves towards formwork removal and the start of masonry construction.
Environmental management, social engagement, and occupational health and safety remain priorities throughout the work. During consultation, concerns were raised by local vendors about dust, in which CRCEG has committed to ongoing dust suppression. Awareness sessions on gender-based violence and workplace safety have also been conducted with workers and community members.
Permanent Secretary of MCA, Alwyn Danitofea, welcomed the progress, noting, “The Honiara Aviation Complex Building represents a vital investment in our aviation sector. It will provide aviation stakeholders with a modern, efficient facility to enhance the efficiency and effectiveness of aviation operations at Honiara Airport. We are encouraged by the progress and remain dedicated to collaborating with all stakeholders to deliver this essential infrastructure for Solomon Islanders.”
SIRAP2 is a collaborative effort between the Solomon Islands Government and the World Bank focused on strengthening aviation safety, infrastructure, and connectivity. The new complex will bolster the nation’s aviation capabilities and improve services for all Solomon Islanders.

Police say they were able to stop fire from spreading to other buildings at Ranadi Industrial Area

Police have confirmed that a building at the Ranadi Industrial Area was burnt down today, though no lives were lost.
The blaze gutted the building located opposite BOC Gas. According to police, initial reports suggest the fire may have been caused by an electrical fault.
An eyewitness told SBM they heard a loud explosion before the fire erupted.
Police said investigations are underway to determine the exact cause of the blaze.
“At this stage, we can only confirm that no lives were lost,” a spokesperson for the Royal Solomon Islands Police Force (RSIPF) told SBM.
Police added that their immediate focus was to prevent the fire from spreading to nearby buildings.

MP Sade boosts healthcare access with vehicle donation to Marara Area Health Centre

The Member of Parliament for Northwest Guadalcanal Constituency (NWGC) and the Minister for Public Service Honourable Francis Sade, has officially handed over a new Toyota Hilux vehicle to the Marara Area Health Centre (AHC), Monday this week.
This support directly addresses the critical transport challenges that have hampered the clinic's operations since its establishment.
Held at the Marara AHC, the ceremony was celebrated as a historic milestone for the health centre, with expectations to benefit not only the constituents of NWGC but also neighbouring communities, including those in West Guadalcanal, who rely on the centre for medical referrals.
The provision of the vehicle came in swift response to a formal request made by the Marara AHC staff to Hon. Sade just a week prior.
The staff had highlighted how the lack of reliable transport was severely impacting their ability to serve their communities effectively.
Upon receiving the request, Hon. Sade committed to finding a solution. Leveraging his privileges as a Member of Parliament through the Ministry of Infrastructure Development (MID), he successfully secured the vehicle to meet the health centre’s most urgent needs.
During the handover ceremony, Hon. Sade explained that the staff's honest appeal during his recent visit to the clinic motivated him to act promptly.
“In fact, our constituency office is already planning to acquire a Land Cruiser for this AHC, and we have the budget allocated for it,” Hon. Sade said.
“However, the process through our Constituency Development Fund (CDF) can be slow. Fortunately, the government had an arrangement, sanctioned by the Cabinet, to distribute vehicles used during the Pacific Islands Forum meeting. I took that opportunity to request a vehicle for Marara AHC.”
“The most important thing is that you now have a vehicle to perform your work efficiently as you serve our people and communities across the constituency,” Hon. Minister Sade stated while emphasising the core objective of the donation.
Hon. Sade also underscored the need for proper asset management. “This is a government asset, and I urge you all to look after it and use it strictly for its intended purpose.
“Our constituency office will step in to support with future repairs and other necessary needs as they arise,” he affirmed.
Hon. Minister Sade further emphasized that the new vehicle will significantly enhance the health centre's mobile clinic operations, allowing health officers to better serve high-risk populations and remote communities that face challenges accessing improved health services.
The donation was met with profound gratitude and relief by the health centre’s staff. Dr. Mark Tatea, the Supervisory Medical Officer for Zone One which covers Burns Creek to Lambi.
“We have been struggling without transport, and it has deeply affected our work. Some of our staff face commutes of one to three buses just to reach the clinic. Our community outreach programs were stopped, and we have been unable to conduct effective health awareness visits. Today, on behalf of my fellow nurses and doctors, I extend our deepest thanks to Honourable Sade and his office for this vital support. This vehicle will undoubtedly alleviate our transport crisis and enhance our service delivery,” Dr. Tatea said.
The event was also attended by Dr. Rayboy Seleso, the Guadalcanal Provincial Health Director, who represented the Provincial Headquarters.
Dr. Seleso also acknowledged the national Government through MP Sade for the timely assistance.
“Marara AHC falls under the jurisdiction of Guadalcanal Province, and I would like to thank the MP and Minister for Public Service, Honourable Sade, for his strong support.
“The staff here are not only serving your constituency but the wider population of Guadalcanal. This vehicle will significantly boost our provincial health efforts,” Dr. Seleso said.
The Northwest Guadalcanal Constituency is committed to fostering sustainable development and improving the quality of life for its people through strategic investments in key sectors such as health, education, and infrastructure.
Meanwhile, the Ministry of Rural Development (MRD) commended Hon. Sade for the initiative and urged the beneficiaries to maintain the vehicle and use it responsibly to serve rural populations.
The MRD continues to encourage all 50 constituency offices to work closely with their MPs to ensure the effective implementation of development plans at the community level.

MHMS & WHO conduct workshop on International Health Regulations and Public Health Law in Solomon Islands

The Ministry of Health and Medical Services (MHMS) with support from the World Health Organization (WHO) yesterday successfully held a workshop on International Health Regulations (IHR) and Public Health Law in Solomon Islands, which aimed to modernize legal frameworks that protect the health and security of Solomon Islanders.
Attending the workshop are Ms. Pauline McNeil, the Health Permanent Secretary, MHMS Senior Executive Management Team, Heads of Departments, a representative from the Attorney General’s office, and WHO officers.
Ms. McNeil, in her remarks, welcomed all the participants and said the Ministry of Health is currently working through several legislation reviews and reform processes for laws under the Ministry’s administrative responsibility.
She added these response priorities are aligned to the National Health Strategic Plan 2022-2031 while also being aware of regional and global activity in implementing health security, and the entry into force of the newly amended International Health Regulations.
She further explained the Ministry’s current legal framework for public health is a regulation under the Environmental Health Act. The law itself is drafted in a style more familiar to British people in the 1930’s to 1950’s than Solomon Islanders in 2025 looking for a law to support modern public health practices over the next decade or more.
For example, it uses terms like “nuisance”, “offensive trade”, “cesspool soak away” and “effluvia”.
“Not terms commonly used anywhere in our country. The thinking about public health which informs the law is equally old, outdated and efficient. Diseases considered worthy of notification have changed, as have diagnostic processes, data collection and responses to public health risk”.
“Legislative approaches have also shifted to restrain uses of power to ensure they are proportionate, the least restrictive available and as respectful of individual freedoms as possible,” said PS McNeil.
She encouraged participants to contribute and help begin the process of replacing a 55-year-old law with a modern law which meets the needs and designed for the Solomon Islands context and may be successfully and sustainably implemented.
“The regulation is drawn almost entirely from a replaced 1970 Public Health Act, making it 55 years old. It predates of HIV, avian flu, SARS and COVID. It is transforming events and modern thinking in public health, advances in science, significant population growth, globalization and increasing complexities in health systems in the past 55 years”, explained PS McNeil.
Therefore, she strongly emphasized that public health is everybody’s business and encouraged participants to think about the multisectoral implications of responding to public health risks and need for alignment in our laws and in our practice.
“None of this is easy. We face resource constraints and a shifting and uncertain global and regional environment. We recognize that responding to public health risks and public health emergencies is a part of life and we know we need to prepare for the next one without knowing what it will look like or how it will spread.
“Today we have a valuable opportunity to discuss, as a group, how some of these challenges might be met, while acknowledging both the strengths and limitations of our functions and mandates. Whatever your role, your willingness to come today and to join us in thinking about a modern legal framework for public health practice in the Solomon Islands, is much appreciated and you are warmly welcome”, said PS McNeil.
Mr. Georgios Theocharopoulos, WHO Technical Officer for Epidemiology speaking on behalf of WHO Representative in Solomon Islands Dr Howard Sobel, stated that this workshop represents a critical step in acting on the recommendations from the Joint External Evaluation completed just last year.
He said legal mapping may sound like a technical exercise, but its importance for implementing the International Health Regulations cannot be overstated.
“Let me offer a practical example: when an outbreak is detected, public health authorities need clear legal authority to act quickly, to have the right to collect samples, the authority to share information across borders, to restrict movement if necessary, and coordinate with, and lead other sectors. Without clear laws, or with outdated laws containing conflicting provisions, response efforts become delayed, confused, or legally challenged at the very moment when speed and clarity matter the most”, said Mr. Theocharopoulos.
“Today's work in mapping existing legislation, identifying gaps, and planning reforms is foundational to ensuring that when the next health threat emerges the Solomon Islands has the legal architecture to respond in ways that protect both public health and individual rights”, said Mr. Theocharopoulos.
Meanwhile, he further stated WHO is privileged to work with MHMS in this process, through participants’ collaborative spirit, bringing together health, legal, and multisectoral expertise, which reflects the very approach needed for effective health security.
The work and process is evolving and will involve key partner Ministries and other stakeholders.

Cocoa and Copra exports earn SB$511m

The Commodities Export Marketing Authority (CEMA), trading as Solomon Commodities, proudly announces that the Solomon Islands has achieved together for the 1st, 2nd and 3rdQuarter of 2025 an impressive SBD$511.9 million in combined export value for copra (coconut products) and cocoa beans for 2025, more than double last year’s total of SB$240.6 million.
This remarkable performance underscores the revitalization of the agriculture sector and the renewed confidence of farmers and buyers in the Solomon Islands’ commodity markets.
CEMA attributes this remarkable surge to:
Increased world market prices for both cocoa and coconut products;
Access to finance through the Ministry of Agriculture and Livestock’s Revolving Fund;
Growing women and youth participation in farming and agribusiness ventures; and
CEMA’s revitalized role as a key government catalyst linking farmers to domestic and export markets.
CEMA Chief Executive Officer (CEO), Patterson Siliota, confirmed that cocoa exports have reached 6,010.251 metric tonnes this year and are expected to surpass the country’s record of 6,136.250 MT set in 2011. With the final quarter still ahead, 2025 is shaping up to be a historic year for Solomon Islands cocoa.
“Our farmers deserve the credit; their hard work, together with government and partner support, is driving this success story,” Mr Siliota added.
Director CEMA CSC, Simon Chottu, said the achievement reflects “a strong and united effort across government, industry, traders, exporters and farming communities.”

The Office of the Independent Group in Parliament has distanced itself from any recent political maneuvering and reaffirms its commitment to upholding the principles of transparency, accountability, and due parliamentary process.
In a statement this morning, the Office wishes to clarify that it has no involvement in the alleged Motion of No Confidence recently reported by the Prime Minister himself in a press statement.
“The Office can confirm that no such motion has been endorsed or lodged by any Independent Members of Parliament,” the statement, said.
It further adds that the Prime Minister has justified his Cabinet reshuffle as a step toward stability, yet if the so- called motion exists only in his imagination, then it is a motion he has unwittingly raised against himself.

Honiara, Solomon Islands, 8 October 2025 – The Government of National Unity and Transformation (GNUT) assures the people of Solomon Islands that, despite recent media reports of instability, its members remain united and fully committed to supporting Prime Minister Hon. Jeremiah Manele.
Members of the GNUT Caucus have discussed recent issues and emphasized that, even when they have different views on some issues, they are working together for the good of all Solomon Islanders. During the recent caucus meeting, leaders of the coalition parties resolved to strengthen communication among the parties to ensure effective governance and unity for the people of Solomon Islands.
It is important to note that GNUT has been in office for just one year and has already faced two motions of no confidence. Despite these challenges, the government remains steadfast in advancing its development agenda for the nation. Recent public attention has focused on ministerial reshuffles, which some have linked to the handling of the sufferance wharves, including Leroy Wharf.
The Government is aware of public concerns about the operations of these wharves including perceptions that such operations may weaken national security, reduce government revenue, and undermine Solomon Ports’ authority by allowing unmonitored trade. These concerns are taken seriously. A dedicated taskforce is currently reviewing the operations of all sufferance wharves including Leroy wharf to ensure compliance with the Customs Act, Ports Act, and other relevant legislation. The taskforce is expected to complete its report by the end of October.
While this review is ongoing, the Government has decided that the sufferance wharves and Leroy Wharf will continue operating to avoid disruption to commercial activities and major development projects. These facilities handled over 1,007,580 tonnes of cargo and collected millions of dollars in revenue, supporting key investors and infrastructure developments. The Government recognizes that any sudden suspension of operations would impact project timelines, increase business costs, and slow overall economic activity.
At the same time, GNUT emphasizes that all vessels and cargo using the sufferance wharves and Leroy Wharf will continue to undergo standard reporting, inspection, and clearance procedures under the oversight of the Comptroller of Customs and Biosecurity to ensure full compliance with national laws.Supervised inspections, documentation verification, and enforcement of tax and duty collection remain in place to safeguard public revenue and maintain border security.
GNUT remains focused on maintaining stability, ensuring continuity, and delivering effective governance for the people of Solomon Islands while addressing legitimate public concerns regarding accountability and the protection of national interest.

LEADER of Opposition Hon Matthew Wale has condemned the endless political instability that has continued to plague the Prime Minister's leadership of the NUT government.
Responding to the PM's statement that he has the numbers, Hon. Wale said it is clear that the PM does not have control over the numbers, as he claimed.
Rather, the Opposition Leader said there are other forces, both within the NUT government, and also outside that control those numbers.
“This is a most terrible situation for the government and people of Solomon Islands,” he said.
Hon. Wale said on the surface it may seem that the PM has the numbers, but if any one of the controlling forces are unhappy about any of their vested interests, the government would again be thrust into instability.
He said the PM is focusing far too much time and resources into simply maintaining the numbers.
Hon Wale said this takes focus away from the real business of leadership and governing for all Solomon Islanders.
“At some point, the right thing for the PM to do is to call the bluff of those forces that continue to undermine his leadership, and consider his position,” he said.
