Despite growing tensions with China, the Philippines refuses to send navy ships to Scarborough Shoal, choosing a civilian-led approach to avoid conflict and defend its sovereign waters.

WATCH: A China Coast Guard (CCG) vessel collided with a Chinese Navy warship near Scarborough Shoal on Monday morning, August 11, while chasing the Philippine Coast Guard (PCG) ship BRP Suluan.
According to PCG spokesperson for the West Philippine Sea, Commodore Jay Tarriela, the CCG vessel’s forecastle sustained substantial damage, rendering it unseaworthy. The BRP Suluan and BRP Teresa Magbanua were escorting around 35 Filipino fishing boats when the CCG ship attempted to use a water cannon.
Tarriela said the Chinese vessels may have miscalculated their maneuvers as the CCG pursued BRP Suluan close to the shoal.
He added that the PCG immediately offered assistance, including man-overboard recovery and medical aid for any injured Chinese crew, but China did not respond to the offer.
