Initially, thirteen committee members were formed in 2020 after the school saga between them and community on the bore hole which then took the administration of the school and the community members with serious grieviences to the current LUC of Kissy D Division,East of Freetown. In 2021,some members left based on their own personal reasons noted and then led to the formation of another 5 man- committee set-up including a treasurer. The main aim of the project, was to ensure that after the construction of the bore hole water project, the community, the school and the Mosque closer to the project should benefit ,with no request fees from the beneficiaries in the community. But because of the maintenance of the project facility,a meeting was held to have a unanimous decision and agreement as to how the project could be managed with a small fee to be paid to maintenance the project from the beneficiaries.
According to some members who attended a meeting held in 2021,some accusation were made to some financial controllers of the five-man committee set-up for submitting a lesser amount of monies( or shortage of two millions) collected from the collectors(Manzo),which amounted to millions of leones, without no bank account and signatories or not complete, based on what they expected that day.

*TWO ACCUSED MP FOR LAND GRABBING*
By:Alimamy Jalloh

Two family members who are citizens of Sierra Leone ,presently living in the United State of America,Mohamed Bushiri Kargbo and Mohamed Bah including his wife,Hawa Jabbie Bah who lived in Freetown and Mr. Kargbo's caretaker,Mohamed Afis Jalloh at Calabatown have seriously accused the Member of Parliament(MP),Emmanuel Sahr Gbeke in constituency 116 ,East of Freetown ,for illegally grabbing their portion of Land without their consent, legal documentations and the use of his office has MP in the Land committee in the Sierra Leone's parliament. Following the investigation in the community and other official areas, many stakeholders in the community said half of the portion of the said land was in the right of way close to the main street,Baibureh road,3 feets beyond.Because of that ,the three storey building that was erected close to the street, owned by Mohamed Bah,the husband of Hawa Jabbie Bah, in the east of Freetown was demolished including the other portion of the Land owned Mohamed Bushiri Kargbo while Mohamed Afiju Jalloh currently serving as the caretaker for their own portion of Land 54 to 72 feets in the community. The demolition took place in 2006 during the regime of late Former Minister of Lands,Bobson Sesay and the Late former Vice President,Solomon Ekumah Berewa in the country.
In an exclusive interview with one of the owners of the land including his Caretaker Mr. Jalloh, they disclosed that the portion of their Land was bought in 2004 according to its conveyance with a real cost, sum up to 65 Million Leones couple with their complete legal documentations, he affirmed. He continued that the Member of parliament brought a discussion few months ago ,noting to him, that he would like to see his documents. He further told him that he had all his documentations but he would not give it to him. He added that, later he started seen a construction of a building structure of a Car Wash Centre on the two the two portion of Land. According him,the Member of Parliament has used his influence by force to erect a structure there without a legal documentations. He further stated that, SLRA only removed the 3 feets from Mohamed Bah,husband of Hawa Jabbie Bah,portion of land ,because of the encroachment and not because they did not own their piece of land. Mohamed Jalloh, the Caretaker confirmed with several complaint letters, that the MP Emmanuel Sahr Gbeke was reported at the Ministry of Lands,Ministry of Youths, the Anti-Land Grabbing at Ross Road Police Division and other stakeholders of the Sierra Leone Peoples Party(SLPP) but he never respond to their calls.
Hawa Jabbie Bah(Hawa Bongu)who is currently serving as a Chairlady in the SLPP party, in the Juba community, because of the conflict of interest between her and the MP of constituency 116,Emmanuel Sahr Gbeke, her left foot close to her ankle, was seriously fractured(broken) based on the medical scan document showing she disclosed according to medical doctor with no way to continue her business to feed her children at home and to pay their school necessities. She went further to accused the MP for pushing her into a drainage mud(ditich) and then threatened her with irate thugs that she would be r***d, if she continues the same act on the project land.
According to her, their piece of land was bought in 2005, with some legal documentations shown.
Responding to those allegations, the Member of Parliament ,Emmanuel Sahr Gbeke denied the accusations noting that he has never threatened her to be r***d by irate youths and did not push her to a drainage, confirming that with an audio he showed and play to few members around him disclosing that the audio message was sent by Hawa Jabbie Bah few weeks. But,however confirmed that ,the intending Car Wash projects was meant for both Brima Lane and Congo Water Community in the east of Freetown directly as bidding and lobbying from the Ministry of Youth ,been the Agenda for Youth developments, two in one project for both the two communities.
Based on this, the two owners of the said Land, few weeks ago in 2021,said that ,if the MP construct a structure on their legal land 50 times, they will demolish it 50 times. They disclosed that it is their bonafied property ,thus the President, the Minister of Lands, the SLP and stakeholders should intervene for conflict not to spill over.

*AS CAR WASH LAND DISPUTE BECOMES THREAT IN BRIMA LANE COMMUNITY...PRESIDENT BIO MUST INTERVENE*
By:Alimamy Jalloh

Few weeks ago in 2021,a Youths and Car Wash project acquisition land erupted with fierce conflict of interest between Hawa Jabbie Bah and the Member of Parliament of constituency 116,Emmanuel Sahr Gbeke along the Bai Bureh new road,in the Brima Lane community, east of Freetown. The land acquisition according to the other parties involved said the Honourable of constituency 116,grabbed the land illegally for a two car wash projects lobbied by him with an estimated project cost she alleged, of the sum of eight hundred million leones bid from the government through the Ministry of Youth Affairs in Sierra Leone.
Based on the views of other stakeholders in the community,a three storey building flats owned by the husband of Hawa Jabbie Bah and another party Mr. Jalloh,at Calaba town,East of Freetown, was demolished in 2006, during the period of the late former President of Sierra Leone,Dr. Ahmed Tejan Kabbah. The then Land Minister, Bobson Sesay prior to that time, in collaboration with the Sierra Leone Road Transport Authority(SLRA),however paved the way for the demolition of the three storey building flats.According to other reliable sources and the different parties involved in the conflict of the Land, such as Hawa Jabbie Bah and MP Emmanuel Sahr Gbeke, noted that,SLRA noted to them that,it was a right of way,for the main road.
But ,other stakeholders in the community also vent out their views that, since the land had been noted as the right of way, leaving a (piece)ton of land, three feets beyond, why should another structure be built in the right of way of the land.
In an exclusive with the wife of Mr. Mohamed Bah,Hawa Jabbie Bah,disclosed that ,the land was acquired or bought ,during the period of the late President Kabbah's regime in 2005.She further stated that..."I and my husband were trying to complete the structure of three storey flats and almost a complete furnishing was going on.She disclosed, that was the period SLRA and Land Ministry told my Father-in-Law including my husband and her, that the construction of their building has entered a three feets to the right of way, along the Baibureh road in the east of Freetown".Hawa Jabbie Bah added that ,later SLRA and Land Ministry during that period in 2006 requested for 20 million leones for the three feets of their structure which they had violated.According to her statement, they paid the sum of money requested for by SLRA and Lands Ministry. But, despite the financial payment made to them for the three feets of the SLRA right of way and the purpose, the three storey buliding was demolished, leaving a one ton of a piece of land after the three feet demarcated close to the road side along Brima Lane.
As she felt traumatize with her leg recently fractured leg due to the land dispute in 2021,on Sunday with no way to work upright and under treatment, she accused the MP for pushing her to a gutter and also injured her nephew,a military officer who is presently responding to treatment at the 34 Military hospital,Wilberforce in Freetown, because of her Land.
She said... "If den build de ten times,ar go broke de ten times".
Responding to these allegations from Hawa Jabbie Bah,the Honourable of Constituency 116,Emmanuel Sahr Gbeke(SLPP),said the essence of the project ,title:'YOUTH CAR WASH PROJECT' is an agenda of the President Retired Brigadier Dr.Julius Maada Bio, brought by lobbying and bidding from the Ministry of Youths Affairs in the country. "The normally say the youths must not be left idle but should engage themselves in development and skill work" said MP Gbeke.
Because of these projects ,he had proposed and which is presently going on,a woman, by the name Hawa Jabbie Bah came and told him that ,she was the owner of the Brima Lane community piece of Land.MP Gbeke continued that, because of that, he asked the Woman three questions, as to how she managed to acquire the land including if she has a proper documents for it."Late Minister of Lands,Bobson Sesay and the Late Vice President of Sierra Leone,Solomon Ekuma Berewa gave order to demolish the Brima Lane Land" Honourable Gbeke disclosed. He went further to dismiss all the allegations raised against him as baseless and noted that though he did not know the cost of the said Car Wash projects, but ,he was the only individual that was given two projects to fulfill from the Ministry of Youth Affairs in the country.
Madam Bah in her statements, revealed that the Honourable of the constituency was not told to grab their land illegally and she is also citizens. But, to her,the land is a bonafide property of her and including her husband ,which would not be grabbed she affirmed."Commonly called Hawa Bongu many years of the SLPP and I am currently a Chairlady of the First membership of the party and now".

*AS MP WITHHOLDS DOPORTEE PROJECTS...MEMBERS FAIL TO GIVE ACCOUNT*
By:Alimamy Jalloh

In August, 2020,a community Base Organisation known as 'Doportee' having its members both home and abroad, proposed to construct a three projects ,Toilet facility,Stores and Bakery as a way to augment or give back to the Portee community as it Motto interpretes, and also to restore the unmanageable and the visibility needs of the people especially for women who sell in the Portee Market and its environs.
Based on that areas of significance for the community people and the market committee members, this year 2021,Doportee ,some initial proposals of its projects commenced. As it started, some stakeholders including the Honourable of Constituency 116,raised few accountability concerns about the roadmap of the projects and how it would benefit the community people transparently with accountability and sustainability. Because of this default on the projects, the Honourable of Constituency 116,Emmanuel Sahr Gbeke, suspended the Organisation,Doportee projects because the organisation failed to account for its projects and bring to him a 'Concept Note' in order to ascertain according to him, what constitute the way forward of the projects for the people in his constituency,East of Freetown.
Responding to these challenges of the Organisation, the Councillor of Ward 409,Fatmata Cecilia Williams in the Portee community said Doportee as an organisation, informed her in 2020,about the intending projects of the toilet facility, stores and its proposed bakery for the community based on what she was told by the organisation's members. She further explained that she has already started her 2019 ,proposed toilet facility projects in the same location of Doportee project site, but ,since they have come to do the project for the community,I give my support to them. She continued..."Gbashe,the market committee chairman,at one point in time, told me that, since, I have no finance for now, for my intending proposed toilets project,it is better to let my projects for Doportee to take over, because they said ,according to what Gbashe informed me, that 150 million Leones has been the proposed budget for the projects developments".
As a result of the proposed projects of Doportee, among stakeholders, market women, the market committee ,(8) eight market women stales(tables)were destroyed. Close to eight(8)hundred cements blocks for the proposed infrastructural projects were stolen by some members unidentified conmmunity members and only few quantity now remained including the sand that was bought for the project also stolen.
Speaking to the Chairlady, Isatu ,of the Portee market, disclosed that, initially when they informed them about the Doportee projects, they were called upon and informed by the organisation and various stakeholders in three consecutive meetings.
She noted that because of her effort to enhance the development processes..."I was seriously accused that, I and other stakeholders of the community, have decided to sell the proposed site for the land projects to a businessman.Bot, me ar nor say,ar nor sell land,mi hand clean,mi heart clean, ar nor sell. For the project, she noted that,Doportee informed them in the Market, that the toilet facility would be built for them especially for the women ,because the market has no toliet facility. Most women in the market prefer going to the Mosque closer to the market to rescue themselves and it sometimes embarrassing. These challenges according to her, endangers the health with different kinds of diseases such as malaria(Mosquitoes),fever, of community members such as women, children and other market women who came far away to sell their commodities(goods).
The Project Manager of Doportee,Alhaji Osman Turay, in his respond to their proposed project, maintained that..."As an organisation, we intend to construct a multi-purpose building of toilet facilities, stores and bakery in the Portee market ground.First of all,we came with the projects to help the community and market people because they have no facilities such as toilet, storage(stores) and for at least employment for the youths in the community. The bakery when constructed would be able to employ 10 or 15 youths approximately in the community" affirmed the Project Manager of Doportee.
Because of the series of processes and consultations made for the said projects,Manager Osman Turay disclosed..."the Honourable Gbeke withheld the projects noting that a conflict of interest in the market has erupted, because there was no memorandum of understanding".He added that, due to this development ,few months ago,the Honourable, later spoke to them that, they should develop a 'Memo or Concept note' and submit it to the Portee Corona Response Unit,in order to show who will construct the toilet, stores and bakery and the beneficiaries to the said projects;Who will also control the projects; Is it a profit base or non-profit and what percentage? When the Project Manager was asked about the total cost of the projects he said..."we were thinking of 150 million Leones.I could not disclose now what we have at this moment!Moni nor lidon et,say na dis don de"
Because of accountability and transparency,a Right to Access Imformation Letter was submitted to Doportee Organisation for a period of 15 working days to reply, says RAI Act of Sierra Leone, on 6th March,2021 ,to disclose their total budget cost of the projects countributed both home and abroad members, and how many each contributed for said project, but they failed to account for the expenses of the project for the community proposed in 2020.An effort was also done to reach, the finance mobilizer Kemoh, internationally /abroad , but also refused to account for the project for transparency and accountability.According to stakeholders in the community such as Paramount Chief Sufian Komrabai Bangura ,said Doportee ,in four meetings held in 2021, had never disclosed to him,the total cost of the projects proposed.
As Alhaji Osman Turay disclosed that ,the project goes with pre financing. From a reliable sources in the Doportee organisation in the community,it was noted that sixty million Leones in 2021,after few months, was procured for the projects in written document form not shown to the Public but printed. The current expenditure expenses during that period was expended for the projects for cements, cement blocks, purchasing of sand among few sum-up to the total of twenty-four(24)million Leones.
Expressing his disastisfactions about the projects, the Honourable of Constituency 116,East of Freetown, Sahr Gbeke maintained..."Members of the organisation said they have three different stakeholders meetings in in the community in which I was not invited. During the night ,in the market place, sellers stales were broken and nobody told me in the community that Doportee wanted to bring development or not".Honourable Gbeke further noted that, during the clashed among youths including other market women in the market, later he received a telephone call by Chief Sufian Komrabai Bangura, that conflict has occured and what to do next!Honourable Gbeke further said that..."I told the organisation that they should put on hold on all their projects and to do a proper co-ordination with the community,if they have a better results they should bring it.But if not,I will never accept until the condition is fulfill. 'Go and build a concept note"Gbeke asserted on the project.
During the cold war and physical conflict, few stakeholders and institutions, outside the community, were consulted ,such as the Kissy Police Division, east of Freetown were Doportee projects was put on hold,Mohamed Kamara(Med-K),Freetown City Council(FCC)Mayor,Porcda among few.
Since Doportee project was withheld by the Honourable and the Councillor of ward 409,no further developments has yet been undertaken to the said projects, after few months ago. While the current Councillior ,Fatmata Cecilia Williams of ward 409,in a recent meeting held at SLMB Primary school, she affirmed that, her toilet facility project which she proposed in 2019,would soon be commenced in the same site of the Doportee projects. "Last year ,2020 ,I pledged 500,000 thousand Leones to begin my community market project".

*AS IMFECHS-S/LEONE DIES IN COMMA...STAKEHOLDERS EXPRESS DISASTISFACTIONS ON CEO*
By:Alimamy Jalloh

The Infinity Mind Foundation Educational College of Health Sciences was established in 2017,initially,as non-profit medical college, geared towards helping community residents, among few,was the Portee community. The institution on the hand was also established in assisting pupils and students by providing them the requisite skills and knowledge and medical back-up, in order to promote health Education in the country and the community as well.
The medical institution after few months of preparations, started its operation and was launched on Saturday 24th March,2018 without been properly registered at the Tertiary Education Commission(TEC) in the country. But in late 2019,after the medical institution known as IMFECE-SL located in the Waterloo community,5-5 axis,a fact checking was done at TEC to actually ascertain the legality of the documentations of the institution. The staff I met in the year 2020,is a female, who then confirmed to me by showing me the file of the institution, and further disclosed that, IMFECE-SL has already completed its processes. She continued that the only task left, was to verify and to do visibility assessment to IMFECE-SL institution, in order to also verify their input in the content document ,if all are in place.
As IMFECE-SL now transformed to another name called Infinity Mind Foundation of Social Sciences and Clinical services, which was later moved from the Portee community, east of Freetown, to the Waterloo community,Western Rural areas of Freetown, many stakeholders including students living in the comnunity, were seriously aggrieved about the CEO,Dr. Rebecca M. Taylor's dicision for putting the Cat before the Horse.
Because of this some students and other teachers said it was as result of the conflict of interest between the CEO and the Public Relations Officer who also doubles as the outreach Coordinator,John Smith and other staff in the medical institution during that period which sounds dictatorial, stipend only given to her staffs which she assumed to voluntary by then for the community with no train and qualify lecturers. Contacting the institution lecturers, some reserved their views and others vent their own side of the story.
In the year 2020,the Landlord,Mr. Kamara, where, initially, the institution, IMFECE-SL was located for students learning programmes, was in rentage, rented by Dr. Rebecca M. Taylor from the Landlord,Mr. Kamara in the Portee community few years ago, orally ,at an initial cost 25 Million Leones agreed upon. But ,the institution, only paid 13 Million Leones ,and Dr. Taylor later promised to pay the balance ,according the Landlord, she did not pay the balance and leaved the resident without informing him, since then no balance of payment.
The institution over the years ,however, had been partnering with the Ministry of Social Welfare and other humanitarian organisations for mobilisation and campaigns in the provincial areas ,where Radio talk shows and programnes were undertaken. But, yet still ,it structures of establishment in terms of conducive, reliable and paid lecturers, trained and qualify lecturers who can deliver well, conflict of interest are serious concerns raised against the CEO ,Dr. Rebecca M. Taylor of its former institution in most communities in the country. One among those concerns was that, initially, students paid minimum tution fees. But now,2019 to 2020, Students pay more against their will.
Undertaken this investigation ,since 2019,after the institution has already transferred to Waterloo community,on 6th March,2021,the Right to Access Imformation Letter was forwarded to Dr. Rebecca M. Taylor online, in the United States to respond to those allegations levied against her former institution,IMFECE-SL which now transformed to Infinity Mind Foundation of Social Sciences and Clinical Services.According to the RAI Act in Sierra Leone,Dr.Taylor was given 15 working days, and even above to respond to those allegations, but she did not reply.
Based on research undertaken recently, the 'Infinity Mind',has been used by various medical scholars and other institutions normally especially in Asia, which is transcribed ,to actually fit in ,their aim and desire of their establishment. Its initially motto:'University Preparation' adding 'Educational Centre for Excellence' in collaboration with the M&B Hospital in the East of Freetown according ,to many has failed communities in the country.

*6 SUSPECTED ASYMPTOMATIC VICTIMS QUARANTINE*
By:Alimamy Jalloh

Saturday 20th March,2021,four women ages 45,51,65,25 including (1)one man were quarantined in the East of Freetown as a result of an Old man age 70,a suspected symptomatic patient of Convid-19, in one of the houses in the community. The Old man, had already been taken to a treatment Centre by NACOVERC team added to seven in number.
On 22nd March,2021,few supply were made by NACOVERC team to the victims such as one(1) 50kg(WFP)bag of rice, one black plastic soya beans and a two-gallon litre of oil.
Speaking to a 25 year lady, confidentially, she said that since, they were quarantined three days ago, despite the supply,no other food condiments have been provided for them, in order to help manage from what they had been given to them by the NACOVERC team. According to her, they have no way presently to prepare food with the items brought and they have no water to drink currently which are seriously challenge for them in the community."We have no Fish,Pepper,Onions,Maggie,no water to drink,no charcoal to use fuel to cook food,in this community ,to fetch water here is a great challenge! The team of NACOVERC brought 1 bag of rice 50kg,1 gallon of Oil and a plastic beans today. Presently we are six in number. For the rest of the day,we are sitting and waiting and we had no way to use those items brought to prepare food especially for the Old women in the quarantine home. Even today,I starved myself ,a little,to allow the Old women, to feed themselves with the little food brought for them."
Another few concerns and observations noted, since the broke out of the Convid-19,in 2020-2021, in Sierra Leone, there are no enough provisions provided for security personnel such rations and a post room, which had also been a great challenge, while they spend nearly months or weeks outside quarantine homes in the country. These challenges are sometimes compared during the Ebola crisis according to some medical personnel views, Security personnel ate most often ,three times and also supply, three times a day in the country.
Thus, for these reasons,NACOVERC and the Government of Sierra Leone should treat the victims and the Security personnel such as the Police and Military officers who provided security proportionally or in a balance level scale.
