His Excellency President Dr. Julius Maada Bio has officially launched the Salone Pekin fo Play en Lan Outcome Fund Programme, a major initiative aimed at strengthening early childhood development across Sierra Leone.
The programme is set to reach over 29,000 children aged 3 to 5, targeting 87 community-based early childhood education centres over the next three years.
The $15.3 million initiative is led by the Education Outcomes Fund in partnership with the Government of Sierra Leone through the Ministry of Basic and Senior Secondary Education, with additional support from the LEGO Foundation, the Embassy of Denmark, and the Foreign, Commonwealth and Development Office.
Speaking at the launch, President Bio highlighted that his government has consistently allocated over 20% of the national budget to education, demonstrating a strong commitment to human capital development. He noted that since the introduction of the Free Quality Education initiative, more than one million additional children have been enrolled in school.
Emphasizing the importance of early childhood education, the President stated that every child deserves a strong start, noting that early experiences shape not only individual futures but also the future of the nation.
He further disclosed that approximately 170,000 children are currently enrolled in early childhood care and education programmes nationwide.
President Bio called on the private sector to support the initiative, stressing that with additional investment, the country could establish 28 more centres and reach over 7,000 additional children.
Concluding, the President reassured children across Sierra Leone that they remain central to the countryโ€™s future, reaffirming his governmentโ€™s unwavering commitment to their growth and development.

A high-level delegation from the World Bank, led by Executive Director Dr. Zarau Kibwe, has paid a courtesy call on His Excellency President Dr. Julius Maada Bio, reaffirming the Bankโ€™s continued support for Sierra Leoneโ€™s national development priorities.
The delegation, which includes six Executive Directors and three Alternate Executive Directors representing 67 countries, is in Sierra Leone as part of an assessment mission to evaluate the impact of World Bank interventions and strengthen engagement across key sectors, particularly amid global economic challenges.
Introducing the team, Minister of Finance Ahmed Sheku Fantamadi Bangura noted that the visit forms part of a three-day engagement involving consultations with government, private sector, civil society, and media stakeholders. He said the courtesy call reflects the Bankโ€™s commitment to deepening its partnership with Sierra Leone.
Dr. Kibwe commended President Bioโ€™s leadership and reform agenda, noting that Sierra Leoneโ€™s macroeconomic direction has strengthened its position within the Bankโ€™s constituency. He emphasized that the visit aims to assess progress and identify areas for enhanced support.
Speaking on behalf of the delegation, Madam Zainab Ahmed described Sierra Leone as a key partner country and reiterated the Bankโ€™s commitment to supporting government priorities. She highlighted education, energy, and womenโ€™s empowerment as critical areas of continued collaboration.

The Inspector General of Police, William Fayia Sellu, has led a large-scale sanitation exercise across key locations in Freetown, in collaboration with stakeholders within the security sector and other relevant agencies.
The cleaning initiative, aimed at promoting environmental hygiene and public health, covered several strategic areas, including Samba Gutter, Up Gun, Ferry Junction, East End Police, Annie Walsh Corner, Fourah Bay Road, Goderich Street, and PZ, among other major streets and intersections across the city.
Senior police officials, including the Deputy Inspector General of Police, Sahr Yomba Senesi, and the Director of Operations, John Martin Senesie, participated in the exercise alongside other high-ranking officers from the Sierra Leone Correctional Service, the National Fire Force, and staff of the Freetown City Council, demonstrating strong leadership and commitment to community service.
Speaking during the exercise, IGP Sellu underscored the importance of maintaining a clean and healthy environment. He stressed that sanitation is a shared responsibility requiring the collective efforts of both security institutions and the general public. He noted that such initiatives play a vital role in enhancing community well-being and strengthening effective policing.
Personnel from the Sierra Leone Police, supported by other security agencies, actively engaged in clearing debris, sweeping streets, and ensuring that major intersections remain free from waste and obstruction.
Residents and commuters have widely welcomed the initiative, commending the proactive leadership of the police in addressing sanitation challenges within the capital.

Sierra Leoneโ€™s Vice President, Dr. Mohamed Juldeh Jalloh officially opened the Statutory Meeting of the ECOWAS Judicial Council on Thursday at the Atlantic Lumley Hotel, welcoming Chief Justices and regional delegates to Freetown.
He described the gathering as historic and a clear sign of deepening regional cooperation in justice delivery.
โ€œWe are very happy to see you here today among us,โ€ Jalloh said, noting that their presence reflected a shared duty to uphold the rule of law, strengthen institutions, and maintain judicial credibility.
The vice president stressed that justice must be people-centred in order to build public trust in legal systems. โ€œThey require justice systems that are not only functional, but responsive, accessible, and resilient,โ€ he said.
He warned that rising cross-border crimes demand stronger unity among ECOWAS member states. โ€œCooperation is not optional. Cooperation is essential,โ€ Jalloh added, calling for deeper collaboration across regional judiciaries.
Linking justice to regional stability amid growing economic and security challenges, he said: โ€œThe key to stability is law and order.โ€ He noted that the courts remain central to peace, development, and public confidence before declaring the meeting officially open.
Attorney General and Minister of Justice, Alpha Sesay Esq., highlighted Sierra Leoneโ€™s ongoing legal reforms, including the abolition of the death penalty and the introduction of new rights-based laws. He said the country was shifting โ€œfrom justice for the few to justice for all,โ€ emphasising fairness and access to justice.
Sesay also underscored the regional impact of judicial work, stating: โ€œThe decisions reached here will impact the lives of over 400 million people.โ€ He called for stronger coordination among member states to ensure predictable and trusted justice systems that support integration and development.
Speaking on behalf of the ECOWAS Commission President, Dr. Habibu Yaya Bappah reaffirmed the Commissionโ€™s support for regional judicial institutions. He described the ECOWAS Court of Justice as โ€œa beacon of hope for those seeking redress beyond national jurisdiction.โ€
He noted progress in promoting human rights and accountability but warned of challenges such as limited resources and enforcement gaps.
โ€œA strong, effective, and respected judicial institution is indispensable to advance regional integration, foster economic development, and ensure lasting peace and stability within ECOWAS,โ€ Bappah said.

His Excellency President Dr. Julius Maada Bio has turned the sod for the construction of the Julius Maada Bio Industrial Fishing Port at Black Johnson, marking a historic step toward transforming Sierra Leoneโ€™s fisheries sector and advancing the Blue Economy.
In his keynote address, the President described Sierra Leone as a maritime nation by both geography and identity, emphasizing that while the country boasts over 570 kilometers of coastline and some of the worldโ€™s richest marine ecosystems, it has long lacked the infrastructure to fully benefit from these resources. He noted that although Sierra Leone has an estimated sustainable fish stock of 450,000 metric tons annually, only a fraction is utilized due to weak systems for harvesting, preservation, processing, and regulation.
President Bio reiterated that for decades, the absence of proper port infrastructure has allowed foreign fleets to extract value from Sierra Leoneโ€™s waters, while local fishing communities continue to face significant post-harvest losses.
โ€œThis is not a failure of effort, but a failure of infrastructure, investment, and national prioritization. Today, we begin to correct it,โ€ he stated.
Reflecting on his early life, the President spoke of witnessing first hand the struggles of fishermen whose efforts were not matched by fair economic returns due to systemic gaps.
He explained that the new industrial fishing port will serve as a comprehensive hub for fisheries activities, including vessel berthing, unloading, fuel supply, maintenance, transshipment, fish handling, processing, and distribution to local and international markets. The facility also aligns with global fisheries governance standards, particularly port state measures.
โ€œThis is not just a local project; it is Sierra Leone taking its rightful place in the global ocean economy,โ€ he added.
President Bio further recalled his longstanding role in strengthening the countryโ€™s maritime framework, including his involvement in the ratification of the United Nations Convention on the Law of the Sea in 1994, when he served as the first Minister of Fisheries and Marine Resources .
The President expressed deep appreciation to the government and people of China for the $55 million grant supporting the project, and specifically thanked Xi Jinping for the partnership.
โ€œThis partnership is responsive, respectful, and results-driven. On behalf of every Sierra Leonean who will benefit, I say thank you,โ€ he said.
The project is expected to boost fisheries productivity, reduce post-harvest losses, create jobs, enhance exports, and strengthen Sierra Leoneโ€™s position in the global fisheries value chain.

The Commissioner General of the National Revenue Authority (NRA), Mrs. Jeneba J. Bangura, today April 23, 2026 conducted an unannounced spotโ€“check of several bonded warehouses in Freetown as part of the Authorityโ€™s ongoing enforcement drive to safeguard government revenue.
Mrs. Bangura was accompanied by the Assistant Commissioner for Customs Bonded Warehouse, Mr. Leonard Tucker, and other staff. The inspection covered KADCO (SL) Limited, Cerra Automotive, P*e Cee & Sons, among others.
Bonded warehouses are essential to legitimate trade. They allow importers to store dutiable goods without immediate payment of taxes and duties, provided the goods remain under customs control and the required levies are settled when the goods enter the local market. By verifying actual operations on the ground, the NRA strengthens compliance, reduces revenue leakage, and ensures that goods in bond are properly secured and regulated.
The Commissioner General identified serious compliance gaps, including:
Deviations from the Triple Lock System โ€“ the electronic and physical controls that underpin the bonded warehouse regime have been compromised at some facilities.
Expired or outdated Bond Guarantees โ€“ most guarantees have either lapsed or not been updated in line with current obligations.
Mrs. Bangura directed warehouse operators to request updated bonds without delay and warned against treating the bonded system as a mere storage arrangement used to postpone payment of government revenue.
โ€œThe bonded warehouse is not an alternative storage facility to delay tax payment. Compliance is nonโ€‘negotiable,โ€ she said.
Mr. Leonard Tucker, Assistant Commissioner for Customs Bonded Warehouse, emphasized:
โ€œThe bonded warehouse system is a structured trade mechanism โ€“ not simply a storage facility. It is designed to facilitate legitimate business, protect goods, give importers time to meet their financial obligations within the law, and ensure full accountability to the state.โ€
The NRA will continue regular, unannounced spot checks across all bonded warehouses nationwide. Persistent violators risk suspension of their bond licence and further enforcement action.
