South Sudan Government signed Fiber Optic Cable deal with Kenya Government.
Below is the Statement from Kenya’s State House by H.E William Samoei Ruto.

“The signing of a deal on the establishment of a fibre optic cable along the Eldoret-Juba Road validates Kenya’s commitment to strengthening its ties with South Sudan. We undertake to pursue joint infrastructural projects that will enhance connectivity, further integration and boost intra-regional trade for our prosperity.
At State House, Nairobi, held bilateral talks with President of South Sudan Salva Kiir who is seized with efforts to de-escalate armed engagements and restore peace in the Sudan”.

Ecowas army chiefs meet at Burma Camp to decide on troops to Niger.

The meeting follows a decision by the Authority of Heads of State and Government of the Economic Community of West African States (Ecowas) to activate a standby force in the crisis-hit West African nation.

The West African bloc had initially given the military junta led by General Abdourahamane Tchiani a seven-day ultimatum to reinstate Mohamed Bazoum as President.

After the ultimatum elapsed, the Authority decided on Thursday, August 10 in Abuja, Nigeria to explore other options including an intervention by stand-by force.

Ghana’s Parliament is reported to have thrown its weight behind a military intervention of a combined force in Niger.

Ivory Coast’s leader Alassane Ouattara, after the Abuja meeting, told reporters that his country has completed financial arrangements to contribute a battalion to the force.

“Cote d’Ivoire will provide a battalion and has made all financial arrangements for the operation if it is to last three months,” President Ouattara said.

“Provisions will be made at the budgetary level so that our soldiers and officers who will participate in this operation do not lack anything. So Cote d’Ivoire is ready.”

The Committee of Chiefs of Defence Staff’s meeting in Ghana’s military base, Burma Camp, will “finalise plans for the deployment of the Standby Force”.

PRESIDENT KIIR DIRECTS GOVERNORS TO STABILIZE SECURITY IN THEIR STATES

24 July 2023 (Juba)- The President has directed the Governors to stabilize their areas, by ending cattle raiding among communities.

President Kiir was addressing the Governors of Warrap State Manhiem Bol Malek, Rin Tueny Mabor of Lakes State, Dr. Joseph Monytuil of Unity State as well as Chief of Administrators of Ruweng Stephano Wieu Malik and of Abyei Dr. Chol Deng Alaak in Juba on Monday.

Presidential Advisor on National Security Affairs Tut Gatluak Manime blamed the conflicts on the presence of illicit fi****ms in the hands of unauthorized persons.

Tut says plans are underway to hold a peace and reconciliation conference in Kuajok bringing communities from the said States.

The Advisor said the government is now prioritizing civilian disarmament in order to stem out unnecessary conflicts among communities in the region.

Top security Chiefs attended the meeting, seen as crucial in ending intra and inter-states cattle raids.

Machar's SPLM-IO declares readiness for elections.

Oyet Nathaniel, the deputy chairman of the opposition SPLM-IO, says the party will be ready for elections if critical pending tasks of the peace agreement are implemented.

The Sudan People’s Liberation Movement in-Opposition (SPLM-IO), one of the main parties to the 2018 peace agreement, is led by First Vice President Riek Machar.

On 4 August 2022, parties to the agreement signed on to a further two-year extension of the governance arrangements, postponing general elections until December 2024.

Speaking at a press conference in Juba on Sunday, Oyet Nathaniel emphasized that the party is fully ready for the electoral process but with a strong emphasis on ensuring that the elections are conducted in a manner that is free, fair, and credible.

Nathaniel, who is also the first deputy speaker of Parliament, expressed concerns over the possibility of “sham elections” that could potentially reignite conflict in the country.

“Our position as SPLM-IO is that we are ready for elections that are free, fair and credible elections, not sham elections and that means for us to arrive for elections, we must budget for it now in order to carry out activities that will take us to elections,” said Oyet.

The senior SPLM-IO official further urged the Ministry of Finance and Planning to take prompt action and consider working on a supplementary budget to address any financial requirements related to the electoral process. Adequate funding, according to Nathaniel, would be crucial for successfully conducting activities leading up to the elections.

“The Caucus urged the National Ministry of Finance to cause without delay a supplementary budget in the FY2023/2024 Budget for the following critical pending tasks of the Revitalized Agreement on the Resolution of the Conflict in South Sudan for timely conduct of free, fair and credible elections,” he concluded.

Kenya’s Ruto holds talks with Sudan’s military leader Burhan

July 17, 2023 (NAIROBI) – Sudan’s military leader Gen. Abdel Fattah al-Burhan on Sunday held telephone talks with the Kenyan President William Ruto who is spearheading regional efforts to reconcile the warring parties in Sudan.

The move comes barely a week after Burhan rejected Ruto’s mediation role, accusing him of taking sides with the paramilitary Rapid Support Forces (RSF).

In a tweet on Sunday, Ruto said talks with Burhan focused on peace in Sudan.

He further said the Intergovernmental Authority on Development (IGAD) and the Jeddah processes must work together to facilitate the realisation of a permanent ceasefire in Sudan, stressing the need to push for free movement of humanitarian assistance, protection of refugees and the reactivation of the political process.

The Kenyan leader, in his capacity as chair of the IGAD Quartet of Heads of States on Sudan also spoke with the President of Chad, General Mahamat Idriss Deby.

“Our conversation centered around the speedy restoration of normalcy in Sudan and support for refugee-hosting countries,” he tweeted.

The conflict between Sudan’s army and RSF since April 15 has killed more than 3,000 civilians and displaced nearly 3 million, according to the United Nations.

Ceasefire talks are expected to resume in Saudi Arabia after Sudan’s army representatives returned to Jeddah on Saturday to resume negotiations with the RSF.

In late May, the Sudanese army suspended its participation in the ceasefire talks mediated by Saudi and the United States negotiators in protest of what it called the RSF violation of a ceasefire deal.

Up to 25 million people in Sudan need humanitarian aid and protection, the UN says.
