Hon. William Wol Mayom, a former Minister of Information and Communication Services for Warrap State, has left an indelible mark on the political and administrative landscape of South Sudan. Born in 1985 in Manyangok Payam, Tonj South County, William Wol Mayom demonstrated a passion for education early in life. He began his academic journey in 1993 at Ayidiir Primary School and later completed his Basic Education at John Paul II School in Wau in 2004. He earned his Sudan School Certificate in 2009 and pursued higher education at the University of Juba, earning a Bachelor of Arts in English Language and Literature in 2021. He further advanced his studies with a Higher Diploma in English and Literature in 2022.

Wolโ€™s leadership journey began during his university days, where he served as the Chairperson of the Warrap State Studentsโ€™ Association at the University of Juba from 2011 to 2012. Additionally, he was the Secretary General of the Thony Community Charitable Association between 2007 and 2013, showcasing his commitment to community development.

In 2008, he was elected Secretary General of the SPLM Youth League in Tonj South during the first SPLM Convention, a role that positioned him as a key player in youth empowerment and political engagement.

1. Commissioner of Tonj South County (2013-2015): Appointed by Governor Nyandeng Malek, Wol worked diligently to address local issues and foster development in Tonj South.

2. Minister of Information, Culture, Youth, and Sport, Defunct Tonj State (2019-2020): Wol played a critical role in promoting cultural awareness, youth programs and sports initiatives during his tenure.

3. Minister of Information and Communication Services, Warrap State (2022-2025): Appointed by Governor Aleu Anyieny Aleu on October 14, 2022, Wol collaborated with successive governors, including Manhiem Bol Malek, Kuol Muor Muor and Marial Abur Bol, to transform the stateโ€™s information and communication landscape.

During his tenure, Hon. Wol implemented several initiatives to improve the functioning of the Ministry and enhance public communication in Warrap State. His notable achievements include:

1. Human Resource Development, Promoted both classified and non-classified staff, ensuring career growth within the Ministry.

2. Infrastructure Improvements: Renovated the Ministry buildingโ€™s exterior wall and installed air conditioning in the Kuajok FM studio.

3. Equipment Procurement, Purchased essential office and communication tools, including a photocopy machine, HP laptop, hard drive, zoom recorder and a sound system.

4. Media Advancements

Secured consistent power supply for Kuajok FM by collaborating with MTN to share their solar power during morning hours.

Recruited 11 new journalists to strengthen the Radio Department.

Established three new departments: Establishment, TV, and Decoration, to expand the Ministryโ€™s scope and capabilities.

Hon. William Wol Mayomโ€™s leadership in Warrap State reflects his dedication to progress and community development. From empowering young people to improving infrastructure and media operations, his initiatives have brought tangible benefits to the citizens of Warrap State.

1. President Kiir sacked the Chief of Defence Forces of South Sudan Peopleโ€™s Defence Forces (SSPDF), Gen. Santino Deng Wol. He promoted Major General Paul Nang Majok to the rank of General and appointed him as the New Chief of Defence Forces of the SSPDF.

2. President Kiir sacked General Atem Marol Biar as Inspector General of the Police. He promoted Lieutenant General Abraham Manyuat Peter to the rank of General in the National Police Services and appointed him as the new Inspector General of the Police.

Amb. Gituai highlighted the tremendous advancements made in the constitution-making process and the ongoing reunification of armed forces as critical components of the peace agreement.

President Kiir expressed his commitment to ensuring a smooth and timely implementation of the extended agreement, noting the availability of resources to support these efforts. He reassured Amb. Gituai that the security situation in the country remains stable, fostering a conducive environment for the forthcoming general polls.

Minister of Cabinet Affairs Martin Lomuro, who was also present, emphasized the importance of regional and international support for South Sudan's peace process. He conveyed RJMEC's assurance that both the regional community and international partners are willing to back the nation's efforts towards stability and governance.

Minister Lomuro further stated that the government is prioritizing urgent matters to facilitate the onset of a new transitional period. He acknowledged the constructive relationship cultivated with RJMEC and its effort to ensure a successful extension of the transitional period, allowing more time for necessary reforms and preparations for the elections.

ARMY DENIES REPORTED TENSION IN BILPHAM

The South Sudan Peopleโ€™s Defense Forces (SSPDF) have refuted online claims suggesting that Military Intelligence (MI) Chief, General Stephen Marshall, was suspended by the Chief of Defense Forces, General Santino Deng Wol.

According to the circulating rumors, tensions allegedly arose near the military headquarters in Bilpam and the Newsite residential areas after General Marshall reportedly defied an order suspending him in connection with an attempted assassination of former spymaster, General Akol Koor Kuc.

However, SSPDF spokesperson, Maj. Gen. L*l Ruai Koang, dismissed the reports as entirely fabricated.

โ€œGeneral Stephen Marshall has neither been suspended nor detained. Moreover, there is no tension in Newsite or Bilpam related to this baseless claim. These are unfounded rumors being spread by individuals seeking to incite chaos,โ€ Koang clarified during an interview with this outlet.

The allegations emerged shortly after heavy gunfire erupted in Juba last Thursday night, resulting in the deaths of four individuals, including two soldiers and two civilians.

Medical Professor crowns as Anyuak King

The Medical Professor at the University of Juba, Akway Cham who is the head of the Department of Community Medicine Department at the School of Medicine Monday crowned as the new King of Anyuak Kingdom.

Professor Akway will carry out his duties as King of Anyuak.

The Anyuak Kingdom is a federation of villages in South Sudan bordering western Ethiopia that is being led by an independent Nyie. The Anyuak people established the kingdom hundreds of years before the British arrived in Sudan. The kingdom was decentralized, with many Nyeya (kings).

Aguok Kuei Steering Committee has convened the conference preparatory meeting in Gogrial Town, today, chaired by Mr. Peter Wek Agany Agoth, the home based Steering Committee Chairman.

the meeting discussed the Aguok Community Conference slated for December 27th, 2024. Among the agenda items tabled are resource mobilization, preparatory arrangements and others.

The meeting saw the approval of the venue and the date of conference as stated above.

Also, the gathering resolved that the conference is to be held in Gogrial Town and extended the invitation to all Aguok Sons and daughters in Kuajok, Wau, Juba and diaspora to take part in the forthcoming conference.

The leaders highlighted that political stability and economic reforms were pivotal for the nation's recovery, particularly as South Sudan prepares for its first democratic elections since independence.

Presidential Advisor on Security Affairs Tut Gatluak Manime says the meeting, which brought together key figures from the political parties, underscored the need for a united front in addressing the challenges facing the country.

Tut also said the meeting resolved that negotiators should approach the talks with an open mind and a strong commitment to securing a durable peace for the people to pave the way for much-needed reforms.

The Minister of Cabinet Affairs Dr. Martin Elia Lomuro reiterated the Government's commitment to resolving the political conflict by ensuring that all voices are heard and all parties are included in the discussions.

To swiftly facilitate this process, President Kiir has appointed a 15-member negotiating team, led by Senior Presidential Advisor Kuol Manyang Juuk, tasked with engaging holdout groups to reach an agreement on the political instability.

The call for instant action comes at a time when South Sudanese are yearning for sustainable peace, and the need for a peaceful resolution is critical for the nation's future.

The Division of Revenue (Amendment) Bill 2024, has created standoff pitting our two houses of parliament, the National Assembly and The Senate against each other. This impasse is a power grab and an assault on the constitution that Members of the National Assembly want to execute and amounts to a cruel betrayal of the people and an overhaul of our structure of governance.

This development has been brewing for some time since the coming of the National Government Constituency Development Fund and the National Government Affirmative Action Fund which are in the hands of Members of National Assembly. These funds give MPs the power to conceive, implement projects and oversight them at the same time.

The constitution assigns three roles to members of parliament; representation, legislation and oversight. Ex*****on and implementation of programs has never been and can never be the job of MPs without creating a serious accountability crisis in our governance system to the detriment of us all.

The constitution further creates two levels of government; the National Government and 47 county governments with a proviso that counties get at least 15 per cent of the National Government Revenue. The National Assembly must get it clear that revenue allocation to counties can only go up, not down, unless the intention is to kill devolution.

More than a decade into the two levels of government, the management and funding of devolved units should be getting more efficient and more predictable. I urge our MPs to be enablers of devolution and refuse to be in partnership with those determined to frustrate and kill devolution.

โ€˜We are not ready to renegotiate Tumaini protocolsโ€™- Pagan Part 1

In an exclusive interview with Radio Tamazuj, Mr Amum, who also leads a faction of the holdout group, the South Sudan Opposition Movements Alliance (SSOMA), lashed out at Juba for sabotaging the Nairobi-based talks.

Below are edited excerpts:

Q. Honorable Pagan, could you update the public on the status of the Tumaini Initiative?

A. Thank you for this opportunity. People have been asking whether the initiative is dead or still alive. I want to confirm that the Tumaini Initiative is aimed at rescuing South Sudan from collapse and perpetual crisis in which the citizens live in abject poverty and with diseases caused by an economic crisis and failure of government to provide basic services and stop inter-communal violence.

The Initiative came about after the Transitional Government of National Unity failed to implement the 2018 Revitalized Peace Agreement despite several extensions. As a result, President Salva Kiir requested Dr William Ruto, the President of Kenya, to mediate between the government and the holdout opposition groups. In May, President Ruto assigned Gen (rtd) Lazaro Sumbeiywo, who launched the initiative on May 9 and the parties entered into talks for five months and agreed on everything on the Tumaini Consensus, which is the official name of the agreement. We actually agreed to sign the agreement on September 16. Unfortunately, the government delegation failed to come for the signing. That caused fears that the Tumaini might have died. However, I want to assure everyone that the Initiative is still alive. As the opposition, we are at the venue in Nairobi and we were ready to sign; only that the government did not turn up, and we have been waiting for them for three months now.

Q. Are you negotiating with the ruling party SPLM or all parties in the Transitional Government?

A. We are negotiating with the Revitalized Government of National Unity; we are not negotiating with parties, which form the government. The negotiation is between the government and the opposition.

Q. But the members of the SPLM-IO who were part of the government delegation pulled out in July. How do you explain this?

A. Yes, it is true that in July after the initialing of a number of protocols, the SPLM-IO led by Dr Riek Machar pulled out in protest, although they actively participated in the negotiations on all the eight protocols. I can say all the protocols of the Tumaini Initiative were exhaustively discussed and agreed on before the withdrawal of the SPLM-IO. Now, we are talking about all the members of the transitional government who went back to Juba for consultation, but could not come to Nairobi to sign the agreement on September 16.

Q. What are the fears of the government not returning to sign the agreement?

A. They did not tell us any positions officially but the transitional government recently dispatched a high-level delegation to Kenya. They met the President of Kenya, visited Ethiopia, Uganda and I think they plan to visit other countries. According to our findings, that group is opposed to Tumaini and they are launching this campaign to spoil or sabotage Tumaini and perhaps to cut any regional support for the initiative. This activity has also raised concerns about the fate of Tumaini. The president sent those delegations abroad to launch the anti-Tumaini Initiative campaigns.

Q. But it was President Kiir who initiated the talks in Nairobi. Why would he want the talks to fail?

A. That is the concern and the surprise that the president and the government were the ones who requested Kenya to mediate between us.

Q. The joint communique of the two leaders in Juba indicated that the peace process should be finalized within two weeks. What is your reading on this?

A. President Ruto met us before his Juba trip and we informed him about our readiness to sign the Tumaini Consensus. We agreed on inviting the other parties to signing the agreement. In addition, indeed, he visited Juba on November 6 at the invitation of President Kiir and both sides issued a joint communique that the mediation should complete the process and sign an agreement within two weeks, so this is my understanding of the outcome of the meeting in Juba.

We have received an invitation from the Kenyan mediation to resume the talks on November 11, and we will start the final phase, which will lead to the final signature of the agreement. We are ready to sign the agreement and we hope that the government delegation will attend the talks on Monday.

Q. Many people are asking about the content of the Tumainiโ€™s responsibility-sharing protocol. Could you shed light on this?

A. Yes, we discussed the responsibility sharing protocol and eventually the government requested to go back to Juba for further consultation. They requested time to return to Juba for consultation but did not come back. I think this is the only protocol that we will discuss when the government delegation returns.

Q. Is it a complex protocol? Could you please disclose some of its content to the public?

A. It is not complex and we agreed on the main points and a specific transitional period that will allow the implementation and the democratic transition in South Sudan?

Q. It seems the government wants to renegotiate some of the protocols and ensure Tumaini is attached to R-ARISS. What is your position on this?

A. As I mentioned earlier, the negotiations have concluded and what is left is one protocol, which is power sharing or responsibility sharing as it is called. Parties negotiated and agreed that the Tumaini Consensus is an agreement to rescue South Sudan from collapse.

We agreed that the Tumaini Initiative would include all the provisions of the revitalized agreement that have not been implemented, and any attempt to renegotiate the agreement, like those by the so-called High Level Committee, will be considered an attempt to kill the Initiative. We are ready to sign the agreement and I think there are no outstanding issues. We think that the Tumaini consensus should not be attached to the revitalized agreement whose parties have failed to implement for six years. What was agreed was to incorporate all the unimplemented provisions and programs of the 2018 Peace Agreement into the Tumaini Initiative.

Q. The government extended its mandate for another two years to implement the 2018 agreement. After signing Tumaini, will there be two parallel agreements to be implemented in Juba?

A. Tumaini consensus will be the only agreement because it incorporates the unimplemented provisions of the revitalized agreement. Tumaini also has new programs that tackle the challenges facing South Sudan and is more inclusive and elaborate. We have also answered the question why the parties to the 2018 Peace Agreement failed by adopting strong mechanisms that will lead to full implementation of the agreement and the democratic transition.

Chief Administrator Gola also highlighted the urgent need for assistance to restore critical infrastructure and enhance security in the wake of the natural disaster.

He further addressed concerns about the safety of citizens, particularly around Mogiri Payam of Central Equatori, where cattle trading has been taking place.
