Subject: Strong Condemnation of TEYA Leadership’s Incitement and Unfounded Territorial Claims

Denouncement of TEYA's Actions
The leadership of the Duk County Youth Association (DCYA) expresses deep concern and shock over the recent actions of the leadership of the Twic East Youth Association (TEYA). Their unprofessional and divisive conduct—particularly the unfounded territorial claims made during the 3rd Twic East Annual General Assembly—is highly irresponsible and unethical.
Of particular concern is the reckless incitement by Mr. Deng Jr., whose inflammatory remarks indicate a dangerous preference for conflict over peace. Such statements directly undermine efforts to foster unity and peaceful coexistence among our communities.
Clarification of Jurisdiction and Mandate
Let it be clearly stated: the determination of territorial boundaries is a constitutional mandate of the National and State Governments—not youth associations. Any attempt by TEYA leadership to assume this role is a direct violation of the principles governing the roles of civil society and youth organizations.
Youth associations exist to promote peaceful engagement, dialogue, and development—not to provoke division or incite violence. TEYA leadership's actions represent a serious overreach of authority and threaten the progress made through legitimate governmental and community channels.
Ongoing Peace Efforts
We commend the Jonglei State Government, under the leadership of H.E. Dr. Riek G*i kok, for taking meaningful steps toward peace. The state has facilitated dialogue, documentation, and preliminary agreements between the communities of Duk and Twic East.
DCYA has always supported these peace processes and remains committed to non-violence, unity, and cooperation for the benefit of all our people.
Call for Peace and Accountability
We urgently call upon the TEYA leadership to:
• Cease all divisive rhetoric and inflammatory actions
• Respect the constitutional limits of youth associations
• Reaffirm a commitment to peace, dialogue, and cooperation
We also call on TEYA members and the broader Twic East community to condemn these reckless actions and bring their leadership back in line with the values of peace and mutual respect.
To our DCYA members and the people of Duk County:
• Remain calm and peaceful.
• Trust that DCYA leadership is working closely with Duk County authorities and the State Government to ensure a peaceful resolution to this issue.
Conclusion
We want to make it clear that we do not view the entire TEYA organization as instigators of conflict. We believe this is the misguided initiative of a few individuals in its current leadership.
Let us not be divided. Let us reject hatred and embrace our shared future—rooted in coexistence, unity, and sustainable development for our people.
