​THE SHADOW OF AUTOCRACY: Civil Society Leader Challenges Legitimacy of Twic County Youth Chairperson

​JUBA — The Twic County Youth Association for Development (TCYAD) has been plunged into a legal crisis following a scathing critique by Anguei Angelo Madit, the Secretary General of the Twic County Civil Society Organisation.
​In a detailed statement released today, Madit "fired back" at the Youth Chairperson, Angelo Ayai Kuoc, nullifying his recent executive orders and questioning the legal mandates of his office.
​The "Phantom Constitution" Controversy

​At the heart of the firestorm is what Madit describes as a "Phantom Constitution." According to the Civil Society leader, the Chairperson has been enforcing "dismissals" and administrative changes based on a document that has never been mandated, reviewed, or ratified by the General Assembly—the supreme organ of the youth body.
​"Using an unratified document to govern is like building a house on a foundation of sand," Madit stated. He argued that because the document lacks the endorsement of the General Assembly, every action taken in its name is a "Procedural Nullity"—legally void and non-binding.

​"Jurisdictional Breach" and Payam Rights
​Madit further accused the Chairperson of a "Jurisdictional Breach," alleging that the executive has unilaterally interfered with the nomination of representatives from the Payams (local administrative divisions). Under the decentralized model of the Association, the right to nominate leaders belongs to the local youth at the Payam level, not the central office in the County.
​"When the Chairman unilaterally replaces these nominees, he is infringing on local sovereignty and silencing the voices of the grassroots," the statement read.

​The "Oath Gap" and Administrative Irregularity
​The report highlights a significant procedural concern dubbed the "Oath Gap." While the election took place in July 2025, the Chairperson was not sworn into office until February 2026. This seven-month delay, according to Madit, created a "legal vacuum" that calls into question the legitimacy of mandates exercised during and immediately following the interim period.

​"Dismissal" vs. "Relief": A Call for Professionalism
​Madit, speaking from his perspective as a Civil Society leader, criticized the "punitive" language used by the Chairperson. He argued that the term "dismissal" is legally inappropriate for a public membership-based entity.
​"In professional governance, one is 'relieved' of a position—not 'dismissed' from their right to participate in an entity they own as youth," Madit clarified, adding that the current leadership style borders on autocracy rather than the "intellectual governance" expected of the Association.

​Demands for Reform
​The Civil Society Secretary General concluded his reaction with three "Non-Negotiable" demands for the Chairperson:
​Cease and Desist: Stop citing articles from the unratified constitution immediately.
​Formal Ratification: Submit the draft constitution to the General Assembly for a fair and transparent vote.
​Rescind Orders: Cancel all "unlawful dismissals" and restore the consultative process with the Payams.

A brief response to the hateful falsified claims by tribal sectionalist Mathew Onen Boss, who, in his video clip full of tribal politics, accused innocent former officials of the Ministry of Petroleum.

First, it is public knowledge that, at the time of the incident involving our late brother, Mr. Conty Okot Bokwaru, General Manasa Machar Bol had already been removed from the Ministry of Petroleum and had handed over the security responsibilities to his successor.

Besides, the scene of the incident was far from the jurisdiction or security coverage/deployment of MoP security. The case/incident is being investigated by the government, and there was no need for Mr. Mathew to cause unnecessary confusion among our people.

The Chairperson of the AU Commission, H.E. Mahmoud Ali Youssouf, today received H.E. Akuei Bona Malwal, Deputy Minister of Foreign Affairs & International Cooperation of the Republic of South Sudan.

Discussions focused on the regional situation & the imperative of African-led, dialogue-based solutions. The Chairperson underscored the importance of the timely & full implementation of the R-ARCSS, including constitutional processes, elections, & national cohesion in South Sudan.

They also exchanged views on Abyei, emphasising the need for a durable & mutually acceptable resolution, as well as on the conflict in Sudan & its regional implications, calling for an urgent , cessation of hostilities, & a return to constitutional order.

​Deadly Communal Clashes Erupt in Tonj East; Thousands of Cattle Raided

​JUBA — Reports reaching the Juba Post newsroom this afternoon indicate that heavy fighting has erupted in the Kong-ngor area of Tonj East County, Warrap State. The conflict, which broke out early Wednesday morning, involves armed youth from the Luacjang and Jalwau communities.

​Local sources from the ground describe a dire situation, confirming that the clashes have resulted in a significant loss of lives on both sides. In addition to the human toll, eyewitnesses report that over thousands of herd of cattle were raided from the Jalwau community during the initial onslaught.
​Ongoing Violence and Casualties
​The exact number of fatalities remains unconfirmed as the sound of heavy gunfire continues to echo through the Kong-ngor area. "The situation is still very volatile. We are receiving reports of casualties, but because the fighting is still ongoing, no one can safely access the field to count the dead," a local official, who requested anonymity, told the Juba Post.

​Government Response
​As of the time of this report, government intervention has not yet been confirmed. There are growing fears among the civilian population that without the immediate deployment of the South Sudan People’s Defence Forces (SSPDF) or police units to create a buffer zone, the violence could escalate further into neighboring bomas.

Authorities in Unity and Warrap States are trading blame for who attacked and raided a herd of cattle in Gogrial East County.

H.E. Aluel Garang Garang, the Acting Governor of Warrap State, has spent nearly five days in Apuk Giir community on security consultations with local authorities, who are allegedly pointing fingers at neighboring Unity State as the source of the attackers.

Meanwhile, Hon. Nyakenya Yohannes Keah, the Information Minister of Unity State, rubbishes the accusations, saying that Warrap State is suffering from criminals stemming from internal disputes within its borders.

Nyakenya according to the public statement, called for a thorough fact-checking investigation into the alleged attacks between the two states before accusing her state.
