‎CES Security Committee Stresses Need for Reformatory Schools to Address Gang-Related Anti-Social Behaviors

‎Juba, 25 June 2025 (CESGPU) – The Central Equatoria State Security Committee, in an extraordinary meeting chaired by H.E. Lt. Gen. Rabi Mujung Emmanuel, Governor of Central Equatoria State, convened at the Juba Block to address several pressing security concerns affecting the State.

‎Key issues discussed during the meeting among others included the alarming rise in su***de cases within Juba, the increase in armed robberies, the urgent need for reformatory schools to rehabilitate gang-involved youth, and the regulation of pharmaceuticals in local clinics to ensure adherence to standard health protocols and curb drug abuse among young people.

‎Hon. Leon Abe Brown, the State Minister of Local Government and Law Enforcement Agency noted that the Security Committee emphasized the importance of mental health support and community outreach programs as measures to reduce the growing number of su***des. He also stated that relevant security agencies had been directed to intensify surveillance to tackle the ongoing problem of armed robberies.

‎“We currently lack reformatory schools. When gang members are arrested, they are often released without undergoing any reform. Establishing reformatory schools will offer vocational training and help reintegrate these individuals into society as responsible and productive citizens,” said Hon. Abe.

‎He explained that the Committee resolved for the State Ministry of Health to continue its oversight of residential clinics, ensuring proper regulation to uphold public safety and deliver standard health services.

CES Government Condemns Attack on Morobo County Hospital

‎Juba, 23 June, 2025 (CESGPU) – The Government of Central Equatoria State convened an emergency meeting on Monday to address the deteriorating security situation in Morobo County following a recent attack on Morobo County Hospital.

‎The meeting was chaired by H.E. Lt. Gen. Rabi Mujung Emmanuel, Governor of Central Equatoria State and attended by the State Deputy Governor H.E. Paulino Lukudu Obede, the Minister of Health, Minister of Finance, Acting Minister of Information and Communication, Chairperson of the State Relief and Rehabilitation Commission, the Commissioner of Morobo County and other State government officials.

‎The meeting focused on the violent incident that occurred on the evening of Friday, 20 June 2025, when SPLA-IO elements stormed the hospital, confined the medical staff in a room, looted essential medicines and set ablaze two ambulances.

‎Addressing the media after the meeting, Hon. Jacob Aligo Lo-Lado, Acting Minister of Information and Communication described the incident as “a gross violation of International Humanitarian Law (IHL)” which strictly prohibits attacks on medical facilities and personnel.

‎“The Government of Central Equatoria State condemns in the strongest terms, the barbaric act and heinous crime committed by SPLA-IO forces who targeted a health facility, looted critical medical supplies, and destroyed lifesaving ambulances,” Hon. Aligo stated.

‎He expressed the State Government’s solidarity with the affected communities in Morobo County and urged SPLA-IO and all other holdout groups operating in the region to cease hostilities targeting vital infrastructure and civilians.

‎“The State leadership, under Governor H.E. Gen. Rabi Mujung Emmanuel, calls on members of the holdout groups to seize the opportunity presented by the Presidential amnesty declared in 2017 and pursue peaceful means to resolve their grievances,” Hon. Aligo added.

Islamic Council Leaders Meet Governor Mujung, Engages on Strengthening Collaboration

‎Juba, 20 June 2025 (CESGPU) – The Governor of Central Equatoria State, H.E. Lt. Gen. Rabi Mujung Emmanuel on Friday received leadership of the South Sudan Islamic Council at the State Government Secretariat in Juba.

‎The discussions centered on enhancing cooperation, fostering peaceful coexistence, and aligning mutual efforts between the State Government and the Islamic Council, particularly in the areas of education, health, and social development.

‎Governor Mujung underlined the role of the Islamic Council for fostering social development. He reaffirmed his administration’s commitment to partnering with religious leaders in promoting messages of peace, unity, and sustainable development across the state.

‎Speaking to the media following the meeting, the Secretary General of the South Sudan Islamic Council, Abdallah Baraj reiterated the Council’s readiness to work closely with the Governor to support developmental initiatives. He also extended congratulations to President Salva Kiir Mayardit for appointing Gen. Mujung to lead the State.

‎H.E. Lt. Gen. Rabi Mujung Emmanuel, the Governor of Central Equatoria State, was accorded a warm reception at the State Government Secretariat on Wednesday. Cheered by a crowd of State government officials, members of the organized forces, communities, and supporters, the event marked the official reception of the Governor following his swearing-in by the President, H.E. Gen. Salva Kiir Mayardit at the State House, Wednesday.

‎In his keynote address during the reception, Governor Mujung acknowledged and appreciated the tireless efforts of former governors of the State for their dedication in laying a strong foundation. He committed himself to uphold the same vision of development and service delivery to the people. The Governor underscored the need for collective efforts, determination, and steadfast commitment toward achieving the public interest.
