**Good evening, respected elders, women, youth, community leaders, and all the people of Nasir Indiit.**

Thank you for coming together this evening. I am grateful for the opportunity to speak with you and to share this important briefing.

Our community is built on unity, respect, cooperation, and concern for one another. Every person has an important role to play in the development and wellbeing of Nasir Indiit. When we work together, listen to one another, and support our community, we can overcome challenges and create a better future for everyone.

I encourage all residents to remain peaceful, responsible, and united. Let us respect our elders, protect our children, support our families, and give young people the guidance and opportunities they need. We should also continue working together to improve education, health, security, cleanliness, and the general development of our community.

If there are disagreements or challenges among us, let us solve them through dialogue, patience, and mutual respect. We must avoid rumors, division, and conflict. Instead, let us share accurate information and cooperate with our leaders and community representatives.

I also call upon everyone to participate actively in community activities. Development is not the responsibility of leaders alone. It requires the contribution of every resident—through ideas, time, hard work, and respect for our common goals.

Let us leave this meeting with a renewed commitment to peace, unity, accountability, and progress. Together, we can make Nasir Indiit a stronger, safer, and more prosperous community.

Subject: Declaration of Full Allegiance to the Legitimate Leadership of SPLM-IO

Addressed to: The Office of the Acting Chairman and Secretary General, Cde. Regina Joseph Kaba

₩ Preamble
We, the Political and Military leadership, cadres, and membership of Nasir County, Sector 4 Command, and Division 3 of the Sudan People’s Liberation Movement-In Opposition, SPLM-IO, convened to deliberate on the current political and organizational developments within the Movement.

After due consideration, we hereby issue this declaration.

●Article 1: Reaffirmation of Legitimate Leadership
We reaffirm our unwavering allegiance and full political support to:

1. Dr. Riek Machar Teny Dhurgon, Chairman and Commander-in-Chief of SPLM-IO, currently under detention.
2. Cde. Regina Joseph Kaba, Acting Chairman and Secretary General of SPLM-IO, who, in accordance with the SPLM-IO Constitution and resolutions of the Political Bureau, is discharging the duties of the Office of the Chairman.

●Article 2: Position on Internal Organizational Conduct
We have taken note of actions by Cde. Oyet Nathaniel Pierino, former Deputy Chairman and former Acting Chairman, that have undermined party cohesion, including:

1. Failure to mobilize support: Failure to mobilize international and logistical support for the Movement during the detention of the Chairman.
2. Unilateral diplomatic engagements: Reported coordination with Mr. Bol Mel and the Government of Uganda in June 2025. This was rejected by the Political Bureau on the basis that SPLM-IO cannot be party to inter-state disputes between parties hostile to our political objectives.
3. Circumvention of Party Organs: Conducting leadership functions without consultation of, or ratification by, the Political Bureau and the National Liberation Council, and by making appointments not endorsed by grassroots structures.
4. Non-compliance with directives: Refusal to comply with directives issued by the detained Chairman. The directive assigned political wing responsibilities to the Deputy Chairman and retained military oversight under the Acting Chief of General Staff, Lt. Gen. Peter Thuok Chuol Luak. The refusal to comply constitutes insubordination to the Office of the Chairman.

You can't honour Dr Machar while insulting his wife in her quiet innocently stay.

●Article 3: Resolution and Call to Cadres
In light of the above, we resolve that:

1. All SPLM-IO structures, particularly in Greater Upper Nile, must uphold party discipline and reject factionalism. Public declarations that deepen division provide political capital to the adversary and weaken the national liberation project.
2. The Movement must not be compromised for personal ambition or unilateral appointments.
3. We condemn any act that seeks to fragment the command structure and the political cohesion of SPLM-IO.

●Article 4: Declaration
Therefore, Nasir County, Sector 4 Command, and Division 3, SPLM-IO, officially and categorically declare our:

1. Full support to the Acting Chairman and Secretary General, Cde. Regina Joseph Kaba.
2. Continued loyalty to the Chairman and Commander-in-Chief, Dr. Riek Machar Teny.
3. Support to the Political Bureau, National Liberation Council, and the Office of the Acting Chief of General Staff, Lt. Gen. Peter Thuok Chuol Luak.
4. Commitment to the continued struggle for the release of detained leaders and the implementation of the Revitalized Peace Agreement.

We further recognize and affirm the leadership of:
- Hon. James Gatluak Lew, County Commissioner, Nasir County
-Sector 4 Command under Maj:Gen. Gatluak Puoch
-Division 3 under Brig. Gen. Odour Chuol Diet
- The Nasir and Duang Communities and all SPLM-IO cadres

●Conclusion

OFFICIAL STATEMENT: ON SPLM-IO UNITY AND THE WAY FORWARD

Issued with Concern for the Movement and the People of South Sudan

The current internal political developments within the Sudan People's Liberation Movement In Opposition - SPLM-IO have generated serious concern both within our ranks and among the international community.

1. On Leadership Accountability
Serious questions are being directed to the entire Acting Leadership of SPLM-IO regarding the trajectory of the movement. We must reflect collectively on how the movement has reached this level of internal discord and take corrective measures in line with our founding principles.

2. On the Role of the Military Wing
The SPLM-IO Military Wing bears a constitutional responsibility to provide strategic guidance and to uphold the unity of the movement. It is regrettable that this advisory role has not been effectively exercised.
We note with concern that some Military Headquarters and senior command generals have publicly declared divergent positions, citing perceived marginalization of their sacrifices and interests within SPLM-IO structures.

3. On Constitutional and Legal Resolution
We reaffirm that the political differences within the movement can and must be resolved within the framework of the SPLM-IO Constitution and the broader legal pursuit of the rights and aspirations of the citizens of the Republic of South Sudan.
Disunity serves no strategic objective and undermines our collective struggle.

4. On the Role of Media and Public Communication
The leadership has utilized media platforms as instruments of communication. However, the indiscriminate disclosure of sensitive internal matters on public and social media platforms has been counterproductive.
Matters requiring mature leadership deliberation are being exposed prematurely, thereby complicating efforts to arrive at genuine, peaceful, and internal solutions.

5. Our Call and Advice to Cadres
To all comrades advocating division within SPLM-IO: This path only serves to weaken the movement and betray the sacrifices of our martyrs.
If we fail to compromise and to pursue the objectives of this historic liberation struggle collectively, then we risk embracing disunity and a legacy of shame.

Lastly
The movement is currently experiencing political and organizational fatigue. Yet we remain confident that upon his return, H.E. Dr. Riek Machar Teny, Chairman of SPLM-IO, will provide the necessary political direction, healing, and remedies required.

Until that time, we urge all members to:
- Protect the integrity of the movement
- Uphold the Constitution
- Prioritize unity over public discord

The struggle continues.
