ខ្ញុំទុកចិត្តលើថ្នាក់ដឹកនាំរបស់ខ្ញុំ🫶🇰🇭
ថ្ងៃសៅរ៍ទី១៤ មិថុនា ឆ្នាំ២០២៥ ស្អែកនេះ គណៈកម្មការព្រំដែនចម្រុះ (JBC) កម្ពុជា-ថៃ និងជួបប្រជុំគ្នាក្រោយពីខកខានមិនបានប្រជុំអស់រយៈពេល ១២ឆ្នាំ។ កម្ពុជាបន្តសហការជាមួយភាគីថៃដើម្បីជំរុញការវាស់វែង ខ័ណ្ឌសីមា និងបោះបង្គោលព្រំដែនរវាងប្រទេសទាំងពីរដែលនៅសេសសល់ (ក្រៅពីតំបន់ប្រាសាទតាមាន់ធំ ប្រាសាទតាមាន់តូច ប្រាសាទតាក្របី និងតំបន់មុំបី) ដោយប្រើប្រាស់យន្តការគណៈកម្មការព្រំដែនចម្រុះ(JBC) ។
ខ្ញុំសូមបញ្ជាក់ជូនបងប្អូនជនរួមជាតិឲ្យបានជ្រាបថា បញ្ហាពីរដែលនឹងមិនត្រូវលើកមកពិភាក្សានៅក្នុងកិច្ចប្រជុំ JBC ថ្ងៃស្អែកគឺ÷
១. បញ្ហាព្រំដែនពាក់ព័ន្ធនឹងប្រាសាទតាមាន់ធំ ប្រាសាទតាមាន់តូច ប្រាសាទតាក្របី និងតំបន់មុំបី នឹងមិនត្រូវលើកយកមកពិភាក្សាក្នុងកិច្ចប្រជុំ JBC នេះទេ ព្រោះកម្ពុជាបានសម្រេចយកបញ្ហាព្រំដែននៅតំបន់ទាំងបួនទៅដោះស្រាយនៅតុលាការយុត្តិធម៌អន្តរជាតិ (ICJ) ។
ភាគីកម្ពុជានៅរង់ចាំការបញ្ជាក់ជំហររបស់ភាគីថៃក្នុងកិច្ចប្រជុំ JBC ស្អែកនេះថា តើថៃនិងចូលរួមជាមួយកម្ពុជាក្នុងការយកបញ្ហានៅតំបន់ទាំងបួននេះទៅតុលាការយុត្តិធម៌អន្តរជាតិឬទេ? ខ្ញុំសូមបញ្ជាក់ជូនបងប្អូនរួមជាតិសារជាតិថ្មីថា បើទោះជាភាគីថៃមិនព្រម ឬមិនផ្ដល់ចម្លើយ កម្ពុជានឹងប្ដឹងជាឯកតោភាគីទៅ ICJ នៅតំបន់ទាំងបួននេះ ដោយក្រសួងការបរទេស និងកិច្ចសហប្រតិបត្តិការអន្តរជាតិ នឹងបញ្ជូនលិខិតជាផ្លូវការទៅតុលាការយុត្តិធម៌អន្តរជាតិនៅថ្ងៃអាទិត្យទី ១៥ មិថុនា ខានស្អែកនេះ។
២. បញ្ហាការបិទព្រំដែនក៏នឹងមិនត្រូវដាក់ជាកម្មវត្ថុក្នុងការពិភាក្សា ក្នុងកិច្ចប្រជុំ JBC ស្អែកនេះដែរ ម្យ៉ាងដោយសារការបិទឬបើកច្រកព្រំដែនមិនមែនជាសមត្ថកិច្ចរបស់ JBC ទេ។ ម្យ៉ាងទៀតគឺ បញ្ហាពាក់ព័ន្ធជាមួយនឹងការបិទច្រកព្រំដែននេះ គឺងាយស្រួលដោះស្រាយទេ បើសិនជាកងទ័ពថៃដែលបានចាប់ផ្ដើមដាក់វិធានការបិទច្រកព្រំដែនជាឯកតោភាគីកាលពីថ្ងៃទី៧ មិថុនាកន្លងទៅនេះ ធ្វើការបើកព្រំដែនដូចស្ថានភាពដើមជាឯកតោភាគីវិញនោះ។ កម្ពុជាមិនមានបំណងបង្កបញ្ហាដែលនាំឲ្យប៉ះពាល់ដល់ការធ្វើដំណើរ ឬការធ្វើពាណិជ្ជកម្មរបស់ប្រជាជនថៃនិងកម្ពុជាតាមព្រំដែនទេ។ ប៉ុន្តែកម្ពុជាក៏មានសមត្ថភាពគ្រប់គ្រាន់ ក្នុងការដាក់ចេញនូវវិធានការនានាដើម្បីឆ្លើយតបទៅនឹងការគំរាមកំហែងឬការដាក់សំពាធពីខាងក្រៅ។
ខ្ញុំសូមបញ្ជាក់ថា កម្ពុជាមិនមែនជាអ្នកចាប់ផ្ដើមបញ្ហានេះទេ។ ហេតុដូច្នេះកម្ពុជាក៏មិនត្រូវជាអ្នកដែលបញ្ចប់បញ្ហានេះមុនដែរ។ រឿងដែលកើតឡើងដោយឯកតោភាគី ត្រូវបញ្ចប់វិញដោយឯកតោភាគី។ មិនមានការចាំបាច់ចរចាគ្នានោះទេ។ អ្នកណាចាប់ផ្ដើមមុន អ្នកនោះបញ្ចប់មុនទៅជាការស្រេច។
Tomorrow, Saturday, 14 June 2025, the Cambodia-Thailand Joint Commission on Demarcation for Land Boundary (JBC) will convene after a 12-year hiatus. Cambodia continues to cooperate with Thailand to expedite the demarcation and delimitation of the border (except the areas of Tamone Thom Temple, Tamone Touch Temple, Ta Krabey Temple, and Mom Bei) through the Joint Commission on Demarcation for Land Boundary (JBC).
I wish to inform our compatriots that two issues will not be discussed during this JBC meeting.
1. The boundary issue related to Tamone Thom Temple, Tamone Touch Temple, Ta Krabey Temple, and Mom Bei area will not be discussed in the JBC meeting because Cambodia has decided to refer those four areas to the International Court of Justice (ICJ).
Cambodia awaits Thailand to clarify its official position at tomorrow’s JBC meeting on whether Thailand will join Cambodia in referring the four areas to the ICJ. I wish to emphasize once again that even if Thailand decides not to go or provides no answer, Cambodia will unilaterally refer them to the ICJ. The Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia will submit an official letter to the ICJ this Sunday, 15 June 2025.
2. The issue on border crossing closures will not be a subject for discussion in tomorrow’s JBC meeting either. On the one hand, it is not under the mandate of the JBC. On the other hand, this issue can be easily resolved if Thai military, who unilaterally initiated the closure of border crossing on 7 June 2025, unilaterally reopen the border crossing. Cambodia does not intend to create any problem for the cross-border travel and trade for the Cambodian and Thai people. But Cambodia is capable of taking measures in response to external threats or pressures.
I wish to reiterate that Cambodia did not initiate this problem. Therefore, Cambodia should not be the one to end it first. This border issue was created unilaterally, and, thus, it must be unilaterally resolved by the initator. There is no need for any negotiation. Whoever initiated first, should end it first. Then, the problem is simply solved.
