Step 1: The international diplomatic section has just been released. The Ottawa Convention Commission has rejected Thailand's complaint alleging that Cambodia planted mines in the disputed area and accepted Cambodia's explanation. This first step almost completely proves that Thailand is wrong because Thailand used the landmines as a reason to start a war with Cambodia. However, now the Ottawa Convention Commission has confirmed that Cambodia did not plant new mines, but old mines. Therefore, launching an attack on Cambodia is a complete violation of international law by Thailand. It confirms that the reason Thailand used as an excuse to attack Cambodia is a big mistake. This first step pushes the second step to the ICJ and the Security Council or the General Assembly.
