Thailand, asserting itself as a larger and wealthier nation than Cambodia, is using its military power, heavy weaponry, and threats to intimidate and invade Cambodia. This has caused severe devastation to civilians and destroyed ancient Khmer temples, which are ancestral heritage sites and a World Heritage. The Thai armed forces are posing a serious threat to regional and international peace and stability.
Cambodia has sought a peaceful resolution through the International Court of Justice (ICJ).
On June 15, 1962, the International Court of Justice (ICJ) ruled in its judgment that:
- The Preah Vihear temple is located in territory under Cambodian sovereignty.
- Thailand is obligated to withdraw any military or police forces stationed at or around the temple within Cambodian territory.
- Thailand is obligated to return to Cambodia all objects removed from the temple since 1954.
This judgment is a crucial historical document affirming Cambodia's sovereignty over the Preah Vihear temple. The Preah Vihear temple is under the sovereignty of Cambodia. Later, in 2013, the same International Court of Justice further interpreted that judgment, clarifying that the entire area surrounding the Preah Vihear temple also belongs to Cambodia.
Despite the ICJ ruling and clear border demarcation, to this day, the Thai side still harbors intentions to illegally seize Cambodian sovereign territory, disregarding the law and violating the International Court of Justice's judgment.

Thailand has reportedly used U.S.-supplied F-16 fighter jets to attack and dropping bomb to Cambodia, violating the intended purpose of self-defense and national security outlined in U.S. policy.

Such actions may breach U.S. arms agreements. I urge the United States to investigate and consider suspending F-16 support to Thailand.

Statement By the Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia
Phnom Penh, July 24, 2025 – Her Excellency LTG Maly Socheata, Under Secretary of State and Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia, issued a strong and unequivocal condemnation of the brutal, barbaric, and violent military aggression committed by the Kingdom of Thailand against Cambodia’s sovereignty and territorial integrity on the morning of July 24, 2025.
The Ministry of National Defense of the Kingdom of Cambodia categorically denounces the aggressive and violent military incursion by Thailand into Cambodia’s territory. At approximately 6:30 AM on July 24, 2025, Thai forces began violating the mutually agreed arrangements by ascending to the Ta Moan Thom Temple and deploying barbed wire at the base of the temple.
At 7:04 AM, Thai forces launched a drone for two minutes. Then, at 8:30 AM, they opened fire, and by 8:46 AM, Thai invading forces had initiated an armed assault on Cambodian troops stationed at Ta Moan Thom Temple. The attack then expanded to Ta Krabey Temple, Phnom Khmao (Black Mountain), and later to the Moum Bei area. At 10:40 AM, F-16 fighter jet dropped 02 bombs near the road leading to Wat Kaew Seekha Kiri Svarak Pagoda. All of these areas are within Cambodian territory, specifically in Oddar Meanchey and Preah Vihear provinces, and are actively protected by Cambodian forces.
At 8:47 AM, with no other choice, Cambodia’s armed forces exercised their lawful right to self-defense to protect the sovereignty and territorial integrity of the kingdom against Thailand’s blatant aggression.
Thailand’s deployment of heavy weaponry of all types and its overwhelming troop mobilization to forcibly seize Cambodian land constitute a clear and serious violation of the United Nations Charter, the ASEAN Charter, and fundamental principles of international law. These unlawful and irresponsible actions pose an extreme danger not only to regional peace and stability but also to the foundations of the international rules-based order.
Cambodia calls upon the international community to urgently and firmly condemn Thailand’s illegal aggression and hold Thailand fully accountable for its egregious violations. Cambodia urges Thailand to immediately cease all acts of hostility, withdraw its forces back to its own territory, and refrain from any further aggressive actions that could escalate tensions.
While Cambodia remains committed to resolving disputes through peaceful, legal, and diplomatic means, the Ministry of National Defense affirms that the Royal Cambodian Armed Forces are fully prepared to defend the kingdom’s sovereignty and its people—whatever the cost. In accordance with Article 51 of the United Nations Charter, Cambodia reserves the right to lawful self-defense and will respond decisively to Thailand’s violent aggression.
The Kingdom of Cambodia reaffirms its commitment to peace. However, we also reiterate our sovereign right under international law to protect our territorial integrity and our people—regardless of the cost. Cambodia will not bow to coercion, pressure, or intimidation in any form.
The Royal Government, the armed forces, and the Cambodian people stand united in unwavering defense of our land, our dignity, and our sovereignty—at all cost.
The Ministry of National Defense also appeals to all members of the press and social media users to refrain from sharing any unverified information, images, or videos—especially content related to military operations, locations, or movements of troops and equipment of any kind.

Thailand is reportedly seriously violating both national and international human rights laws through its forceful and unilateral border closure. This action infringes upon the rights of both Cambodian and foreign nationals within national and international frameworks, including:
1. Right to Freedom of Movement
* Unilateral border closures restrict individuals' right to cross borders, a fundamental right recognized by international law.
* Citizens, especially migrant workers and small business owners, can become stranded, unable to return home or engage in their livelihoods.
2. Right to Work and a Decent Standard of Living
* Closing border checkpoints impacts trade and economic activity between the two countries, affecting the income and livelihoods of people, particularly those dependent on cross-border work or trade.
* Migrant workers may lose their jobs or be unable to seek employment in the neighboring country, leading to personal and family economic crises.
3. Right to Health and Education
* Even if the current border closure allows students and patients to cross, there can still be complications and difficulties in accessing these services, especially for those living far from official checkpoints or facing documentation issues.
4. Risk of Human Trafficking and Exploitation
* When official routes are closed, it can encourage illegal border crossings through brokers, increasing the risk of human trafficking and labor exploitation.
* Vulnerable individuals can fall into dangerous situations due to attempts to cross borders without proper oversight and protection.
