🎬 Film Permit คืออะไร? ทำไมกองถ่ายต่างประเทศต้องขออนุญาตก่อนถ่ายทำในประเทศไทย

เบื้องหลังภาพยนตร์ โฆษณา ซีรีส์ หรือรายการจากต่างประเทศที่เข้ามาถ่ายทำในประเทศไทย ไม่ได้เริ่มต้นจากการยกกล้องแล้วออกไปถ่ายทำได้ทันที

แต่ต้องผ่านกระบวนการสำคัญที่เรียกว่า Film Permit หรือการขออนุญาตถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทย

Film Permit คือกลไกสำคัญที่ช่วยให้การถ่ายทำของกองถ่ายต่างประเทศในไทยเป็นไปอย่างถูกต้อง เป็นระบบ และสอดคล้องกับกฎหมาย ระเบียบ และเงื่อนไขที่เกี่ยวข้อง

เพราะการถ่ายทำหนึ่งครั้ง อาจเกี่ยวข้องกับหลายพื้นที่ หลายหน่วยงาน และหลายภาคส่วน ไม่ว่าจะเป็นโลเคชันสาธารณะ พื้นที่เอกชน แหล่งท่องเที่ยว ชุมชน ถนน อุทยานแห่งชาติ โบราณสถาน หรือสถานที่สำคัญต่าง ๆ

ดังนั้น การมี Film Permit จึงช่วยให้ทุกฝ่ายมั่นใจได้ว่า
✅ การถ่ายทำได้รับอนุญาตอย่างถูกต้อง
✅ มีการพิจารณารายละเอียดของบทและรูปแบบการถ่ายทำ
✅ มีการประสานงานกับหน่วยงานที่เกี่ยวข้อง
✅ การใช้พื้นที่เป็นไปอย่างเหมาะสม
✅ การถ่ายทำคำนึงถึงความปลอดภัย ชุมชน วัฒนธรรม สิ่งแวดล้อม และภาพลักษณ์ของประเทศไทย

ในกระบวนการนี้ Thailand Film Office หรือ TFO ทำหน้าที่เป็นหน่วยงานกลางในการอำนวยความสะดวก ให้คำแนะนำ และดูแลกระบวนการขออนุญาตถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทย เพื่อให้กองถ่ายสามารถทำงานได้อย่างราบรื่น ถูกต้อง และเป็นมืออาชีพ

เพราะสำหรับประเทศไทย การต้อนรับกองถ่ายต่างประเทศไม่ได้หมายถึงเพียงการเปิดพื้นที่ให้ถ่ายทำ แต่คือการสร้างสมดุลระหว่าง โอกาสทางเศรษฐกิจ การส่งเสริมอุตสาหกรรมสร้างสรรค์ และการดูแลภาพลักษณ์ของประเทศ
