GÜNDEM’in 7’nci sayısının konusu, 28 Nisan’da İspanya ve Portekiz’in elektrik sistemlerini kapsayan İber Yarımadası’nda yaşanan büyük çaplı elektrik kesintisi.
Saat 12:03’te başlayan ve zincirleme etkilerle tüm elektrik sistemini etkileyen olay, toplam 15 GW’lık üretim kaybına yol açtı ve İber elektrik sistemini, Avrupa enterkonnekte şebekesinden izole etti. Bu sistemsel çöküş, modern elektrik sistemlerinin kırılganlıklarını ve yüksek oranda yenilenebilir enerjiye dayalı sistemlerde enerji güvenliğine ilişkin soruları bir kez daha gündeme taşıdı.
İspanya iletim sistemi operatörü Red Electrica’nın (REE) Haziran sonunda yayınlanan detaylı raporu, kesintinin teknik yönünü büyük ölçüde açıklığa kavuşturdu. Elektrik kesintisinin nedeni ve kesintinin büyümesine neden olan olay zincirini içeren teknik analiz, bu kesintiden enerji dönüşümü ve şebeke güvenliği açısından çıkarılabilecek dersler, çözüm ve öneriler SHURA GÜNDEM’in 7’nci sayısında.

The 7th issue of the SHURA AGENDA, prepared by SHURA Energy Transition Center, focuses on the large-scale power outage that occurred on April 28 in the Iberian Peninsula, disrupting the electricity systems of Spain and Portugal.
The incident began at 12:03 a.m., leading to a complete system failure that caused a 15 GW loss in generation capacity and disconnected the Iberian grid from the broader European network. This systemic collapse underscored the vulnerabilities of modern electricity systems, especially those with high shares of renewable energy and reignited concerns about energy security.
A detailed report published by Spain’s transmission system operator, Red Electrica (REE), at the end of June, shed considerable light on the technical aspects of the outage. This issue of SHURA AGENDA explores the causes of the blackout, the timeline of events that contributed to its escalation, and the technical analysis, along with the lessons that can be drawn from the incident for energy transition and grid security—offering insights, solutions, and recommendations.
