Russia's full-scale invasion of Ukraine has led to the largestmigration crisis in Europe since World War II. According to theUnited Nations, there were 5.8 million Ukrainian refugees in Europe as of October 2023.

Within the hybrid war against the West, the Kremlin uses thefactor of Ukrainian displaced persons to destabilize the politicaland social situation in EU countries. With this aim, Russia isparasitizing anti-immigrant sentiments among right-wing andconservative circles of European societies.

Russian propaganda discredits the image of Ukrainians in Europe. Russian propaganda operations are aimed at constructing mythsabout refugees from Ukraine in the minds of Europeans.

With the European Parliament elections in 2024 approaching, Russia is likely to step up its efforts to discredit nationalgovernments in EU countries by exploiting the issue of Ukrainianrefugees.

The NATO Vilnius Summit and Ukraine's membership: uncertainty as a compromise. By Volodymyr Solovian

- The agenda of the NATO Summit in Vilnius once again emphasized that a number of western capitals are convinced: Ukraine’s delayed invitation to NATO will significantly raise the stakes, to which Moscow will respond by increasing efforts to prolong the war. The Western countries prioritize the practical dimension of assistance to Kyiv, namely, arming, intelligence support, training the AFU personnel etc.
- The West faced the “dilemma of an ally” on the track of NATO-Ukraine relations – the fear of being drawn into a conflict that would not meet the common interests, as a result of which the allies would not come to the rescue properly at a critical moment. It is quite rational that the White House holds the position that in practice the state’s contribution to the defense capability of the alliance is not in a direct dependence on its desire to become a member of this alliance.
- As for Ukraine, the most important task at the current stage is gaining access to the technologies of NATO member countries, admission to participation in NATO's technological weapons programs and joint production of modern weapons. It is also advisable to use the result of the Vilnius Summit regarding the cancellation of the MAP. In doing so, it is necessary to turn the ANP into a limited and specific list of reforms. Once the war ends, the implementation of these efforts will enable Ukraine to receive an invitation to join NATO.

It is important to include security guarantees for Ukraine in the final Declaration of the Summit, based on the Kyiv Security Compact. These guarantees should remain valid until Ukraine's official membership in NATO. Furthermore, it is crucial to establish the clear procedure and algorithm for the accession process through negotiations between Ukraine and NATO member states during 2023.

As a separate track at the Summit, it is worth to work out the issue of ensuring Ukraine's urgent defense needs to counter Russian aggression, including development and strengthening of the Rammstein format (Ukraine Defense Contact Group).
