-The Government is considering removing all tax levied on retirement benefits for employees in the formal sector.

The move will come as relief to many employees in organisations whose occupational retirement schemes have been subject to a 30% income tax.

Although direct government employees receive full packages upon retirement, benefits for people in parastatals and private organisations are often subject to tax.

Established retirement schemes exist in the public service, military and armed forces, National Social Security Fund (NSSF) and companies’ in-house arrangements.

Andrew Kasirye, the chairperson of the Uganda Retirements Benefits Regulatory Authority (URBRA), said the tax exemption would ensure that savers get decent pay, and restore their confidence in the sector.

“There have been concerns that what savers take home with all the deductions is small. We are proposing the removal of the tax to make the pay more appealing,” Kasirye stated.

With the Retirement Benefits Sector Liberalisation Bill 2011 bill, the Government seeks to attract new players and provide savers with the choice on which institution can manage their funds.

The regulator is also proposing to lower the threshold of five employees, while allowing anyone employed in the formal sector to save.

Kasirye said the reforms in the sector were intended to protect workers’ savings, promote innovation, and provide a favourable local environment for investment.

NSSF’s acting executive director, Geraldine Ssali Busulwa, said the acquisition of their six-month provisional license would help the Fund to increase its market space and range of services.

“We are considering handling mortgage, maternity and health insurance. Individuals will also be welcome to save with the Fund,” she said.

URBRA acting chief executive officer, Moses Bekabye, said the regulator was keen on attracting more savers and people working in the informal sector.

“There are about 12 million in gainful employment, but less than 10% of them are covered under pension schemes,” he said.



-District leaders in Katakwi in eastern Uganda have said they are frustrated by the uncertainty surrounding the future of the National Agricultural Advisory Services (NAADS)

Katakwi agricultural officer James Epilo said NAADS programmes, that might be scrapped by government, had helped farmers and they were in a dilemma how to explain the change of course to them.

“The staff of NAADS is working with fear and frustration. They don’t know the fate of NAADS,” Epilo told members of parliament on the Parliamentary Forum on Agriculture, Food security and Population.

Epilo was backed by district NAADS coordinator John Olupot who said district leaders did not know whether or not to renew the contracts of the extension workers.

“The chief administrative officer (CAO) is at loss becasue soon there might be no agricultural extension workers operating in the villages unless NAADS secretariat makes a statement,” Olupot added.

The MPs are on a spot assessment of the food security situation in the district where NAADs is the leading recovery programme.



-Mubende Hospital senior accountant, who allegedly siphoned funds amounting to over sh55m, has been charged with fraud.

Henry Okumu Okori appeared before anti-corruption court magistrate, Michael Lagara, who sent him on remand in Luzira Prison.

He was charged with two counts of embezzlement and causing financial loss to government. He however, pleaded not guilty to the charges.

Okumu was charged together with Aston Kyonya Kasangaki, Peter Okot, 38, both accounts assistant of the Hospital and Joseph Okello, 51, of Butabika Hospital.

Okori was denied bail because the court had no jurisdiction to grant it.

“The offences you are charged with are not bailable by this court because the case involves colossal sum of money and therefore considered grave in nature,” Lagara said.

The magistrate however, advised the accused to apply for bail in High Court, saying it’s the only court which can grant them bail as they proceed with the hearing.

“Bail is a constitutional right and it can be granted if you produce substantial sureties,” he said.

Prosecution alleges that the senior accountant during financial year 2010 / 11 with intent to defraud, stole sh61m, a property of Mubende Hospital and used it for personal use.

The charge sheet also adds that Okumu failed to maintain financial records and up-to-date books of accounts within the accounts department, hence leading to loss of money amounting to sh490m.

The case was adjourned June, 29, 2013.

-The parliamentary committee on budget chaired by Kayamuswa county MP Tim Lwanga has observed that polythene bags have continued to be manufactured and others imported into the country despite the resolution by parliament to ban their use.

The MPs say that polythene bags negatively affect the environment.

The committee also observed that some of the manufacturers have installed recycling machines to reuse the polythene bags and save the environment.

The committee further recommended that government bans the importation of polythene bags of less than 30 microns and Uganda Revenue Authority stops clearing them.

The committee however recommended that all the polythene bags manufacturing companies install recycling plants and report to the ministry of Trade and Industry every year on the acceptable polythene bags produced and those recycled.

-A chef was killed for allegedly preparing bad food.

The chef from Japan is said to have been killed for preparing a meal of noodles and diners said it was poorly cooked. The 57-year-old chief, Miki Nozawa working in Germany, died on Monday.
He is said to have died from injuries he sustained after being beaten by diners at a restaurant on the North Sea island of Sylt, according local media. It is believed that he was stacked by two men who said they “didn’t like” the meals he served and in this case, it was a dish of fried noodles with beef and vegetables was a point of contention.

Nozawa’s ex-wife, who was not named allegedly told local media that her husband died of “severe brain injuries and internal bleeding” he sustained during a Sunday night altercation. “My ex-husband was not aggressive, absolutely good-natured man,” she was quoted as having said. “He never would have started a fight. We have heard that the men wanted to get back their ten euros for the food. We see this as a racist act.”

Nozawa was a celebrity chef who was famous for his Italian-Japanese fusion cuisine, according to Bild. He has served the likes of Mikhail Gorbachev, Denzel Washington and Phil Collins.

CONSTRUCTION OF NEW JINJA BRIDGE COMMENCES DECEMBER

The construction of the second bridge across River Nile in Jinja, will commence in December this year and be complete in 2016, the works and transport minister Abraham Byandala has said.

The new bridge, which will be erected a few kilometres from the old one, is to stand 80m high and span 525m long with dual lanes, Byandala said.

Under the $120m (about sh295b) project, a 1.1km of dual lane approach roads will also be constructed together with three junctions.

Byandala said the new bridge will improve transport on the Northern Corridor Route which links Uganda and its landlocked neighbours Burundi, Rwanda and eastern DRC to Kenya.

The minister made the disclosure while addressing visiting Japanese royals, Prince Akishino and Princess Kiko as they toured the site where the new bridge is to be constructed on Thursday.

The Prince is on a three-day tour of Japan-funded projects in Uganda. The Japanese government provided a concessional loan of $100m of the $120m needed for the new bridge’s construction.

The Prince and his wife spent some time studying the architectural design of the new bridge before laying the foundation stone for its construction project.

He then took a boat ride to watch the source of the world’s longest river, Nile, a marvellous tourist attraction in Jinja, eastern Uganda.

The construction of the new bridge comes at a time when the old one had started wearing down due to the ever increasing traffic from Kenya into Uganda and excessive overloading.

Completed in 1954, the old bridge has served for close to 60 years now. However, the new bridge is estimated to last at least 100 years.

Byandala said the Government had finished securing all land required for the construction and that the work was were already under tendering process.

He said the reliability of the Northern Corridor Route is important to support regional trade.

Besides, the bridge is also expected to boost tourism because of its picturesque features and strategic location to the source of the Nile.

Byandala said Uganda relies on the road network for the movement of over 95% of its goods and passengers.

“Therefore, a sound road transport infrastructure is critical to achieve the national aspiration of a strong, private sector-led growth that contributes to economic development and poverty reduction.”

Byandala applauded the Japanese royals for visiting Uganda, saying it was an indicator of the success and effectiveness of the partnership that have existed between the two nations over the past 50 years.

He commended Japan for continuously supporting Uganda’s efforts geared towards achieving economic development.
The Japanese ambassador in Uganda, K. Minagawa, said the new Nile Bridge would spur economic development not only in Uganda but across the entire east Africa.

The function was attended by lands minister Daudi Migereko, state minister for gender Rukia Nakadama and Eng. Peter Ssebanakitta, executive director of the National Roads Authority.

2012-2013 BUDGET WINNERS AND LOSSERS


EDUCATION

Education continues to take the biggest chunk of the budget. Ms Kiwanuka allocated Shs1,669 billion to the sector (or 17 per cent of total budget). This is an increase from the Shs1,418b allocated in the last financial year. Primary school teachers can expect a pay rise.

INFRASTRUCTURE

The works and transport sector also got an increment in allocation. The sector will spend Shs1,651 billion up from last year’s Shs1,291 billion.

YOUTH EMPLOYMENT

An additional Shs3.25 billion has been provided to boost the Youth Venture Capital Fund for which Shs25 billion is currently being lent out to youth. The minister said Shs8b has been lent out so far.


PAYE

Government has increased the Pay As You Earn threshold from Shs130,000 to Shs235,000 per month. That means people with earning of Shs230,000 and below are exempted from this tax.

DIGITAL TECH

To facilitate smooth transition from analogue to digital terrestrial transmission by use of Set Top Boxes, import duty on Set Top Boxes was reduced from 25 percent to 0 percent for a period of one year.

LOSERS


GAMING AND BETTING

Whereas the minister announced that she was reinstating the VAT exemption on gambling, she increased the Gaming and Pool Betting Tax from 15 per cent to 20 per cent. This measure, she says, will generate Shs.4.3 billion.

SPIRITS/COSMETICS

The excise duty on spirits from locally-made raw materials has been raised from 45 per cent to 60 per cent. Minister also announced the introduction of a 10 per cent tax on cosmetics and perfumes.

WATER

The cost of piped water is expected to rise after the minister announced the reintroduction of VAT at 18 per cent. The measure, Ms Kiwanuka says, will generate Shs21.7 bn.

ONE KILLED, FOUR INJURED AT CONSTRUCTION SITE

Business yesterday came to a standstill in Kiyembe lane in Kampala after a lady was killed by falling debris from a building under construction.

Police Spokesperson Ibin Ssenkumbi confirmed the incident and identified the dead woman as Juliet Nabukenya 25years and a tailor operating on the verandah next to the building under construction.

“The building had no warning signs of falling debris but only a green net covering the sides of the wall that made it easy for the debris to go through killing one and injuring others,” Ssenkumbi said.

He blamed the incident on the laxity of the contractors who never put up warning signs to alert people on the dangers of falling debris as the building was under construction.

Nabukenya was at her work station on the verandah next to Jjemba plaza on Kiyembe lane where she met her death after debris hit her head during the mid-day rain.

The site Engineers were not available for a comment as people flooded Kiyembe lane from the arcades to have a glimpse of their fallen colleague.

Haji Luyimba an eye witness said that four other people were injured in the process and were rushed by an Ambulance to Mulago hospital for treatment.

“I saw a lady lie helplessly as she breathed her last while blood from her head turned the running rain water red” Haji Luyimba said.

He added that while most people were running away from the scene for safety, he together with friends, moved in to rescue those injured before the Police was called in.

“Nabukenya a resident of Masanafu zone in Rubaga division, died instantly as there was much bleeding as a result of a deep cut on her head,” Haji Luyimba said.

Broken timber and clothes were scattered besides a sewing machine at the scene in a small corner.

MUSEVENI BLASTS 'ACTORS' ON INVESTORS

PRESIDENT Yoweri Museveni has blasted public officials who hold
"high sounding titles" but stand in the way of investors who wish to set up their businesses in the country.

Museveni stated that the most important actors, as far as the economy is concerned, are consumers and investors, but not the President, the ministers, Members of Parliament or bureaucrats.

In his budget speech after the budget for 2011-12 was read out yesterday, Museveni said that the economy could have performed better if it had not been for the mistakes by some actors with high-sounding titles who delayed critical projects.

He enumerated some of these as Bujagali, the sugar projects of Amuru and Lugazi, the beef project by the Egyptians, the Nakawa-Naguru housing projects, Palm oil projects in Buvuma, and others.

"It is this self-illusory arrogance and ignorance of various actors that is part of the problem. It would help our long-suffering country and continent if all the actors were to realize that as far as the economy is concerned, there are two sovereign actors: the consumer (the one who buys a product or a service) and the investor," he said.

All the other players, he added, with high sounding titles-like 'Leader of Opposition' notwithstanding, are of no ultimate importance.

"If enough buyers (local and foreign) do not buy what you produce, that is the end of your business. If an investor does not agree to put his or her money, skills and entrepreneurship in your country and goes somewhere else, that is the end of that effort," the President said.

Ignorance, however, he added, misleads many actors to think that Presidents, Ministers, Members of Parliament, bureaucrats, etc., are the most important actors as far as the economy is concerned.

"This is dangerous self-deception. You have seen Governments and systems collapse because one set of the two primary actors has malfunctioned - the consumers and the investors," he stressed.

Present at the function was new Speaker of the East African Legislative Assembly, Margaret Zziwa. When Speaker Rebecca Kadaga mentioned her attendance there was applause across the room.

In her opening remarks, Kadaga said budget day had come when the continent had had two tragic accidents; the plane crash in Nigeria which claimed 157 lives, and the helicopter crash in neighbouring Kenya which killed two ministers and their escorts. The Speaker conveyed condolences to Kenya as Parliament observed a moment of silence for the repose of their souls.

There were muted murmurs when the picture of Bank of Uganda Governor Tumusiime Mutebile was beamed on the giant screens, as he critically followed Kiwanuka reading the budget and underlining key points. There were also wild murmurs of disapproval as Kiwanuka enumerated the progress of the youth venture capital.

When she announced increment of tax on spirits from 45%-60%, the congregation grumbled, while when Kiwanuka spoke of the increase of tax on cosmetics, there were giggles which forced a cheeky smile on the minister.
Before Kadaga invited Museveni she said that he was the Head of State and Commander in Chief who ought to be heard in silence, pre-empting the usual opposition heckling during his address.

Court in Jinja has today nullified the election of Jinja woman MP Agnes Nabirye of NRM over electoral malpractices.

High Court judge Flavia Ssenoga ruled in favour of the petitioner FDC’s Maureen Kyalya Walube.

Walube petitioned Court accusing the Electoral Commission (EC) of giving her votes to the NRM candidate during the tallying exercise in the 2011 election.

Ssenoga ordered fresh elections for the seat and ordered the electoral body to meets legal costs incurred by Walube for messing up the tallying exercise that unfairly handed victory to Nabirye.
