Minister Balaam Rallies Youth in Mbale, Urges S*x Workers to Abandon Streets.
The Minister of State for Youth and Children Affairs, Balaam Barugahara, on Friday, 22nd August 2025, visited Mbale City as part of his Wake Up Youth Mobilization Tour and issued a cautionary message to the youth, urging S*x Workers to Quit Streets.
The campaign seeks to empower young people through development initiatives, accountability, awareness of government programs, and promotion of income-generating activities.
At Mbale City Council Hall, the minister met youth leaders, city officials, and technical teams responsible for implementing government programs. Discussions centered on initiatives including the Youth Livelihood Programme (YLP), Uganda Women Entrepreneurship Programme (UWEP), Green Jobs, Parish Development Model (PDM), and Emyooga.
Balaam later toured beneficiary groups in areas such as Bumboi, Lwasso, Namakwekwe, and Nakaloke, before addressing a rally at Mbale Cricket Ground.
During the rally, he gave 20 s*x workers, commonly referred to as Neko people Shs100,000 each to encourage them to stay off the streets for a week.
The group asked him to follow up on a Shs100m pledge made by President Yoweri Museveni during the Bugisu youth Symposium, promising that once they receive the funds, they will start businesses and leave s*x work.
The minister urged them to seek alternative livelihoods, warning of the dangers of HIV/AIDS. “You are still young. Look for something and work s*x is not a solution to poverty,” Balaam said.
Speaking to Bugisu Intellectual, Counsel Paul Mugoya Wanyoto, the PLU Coordinator for Mbale City and aspiring MP for Northern City Division, appreciated Balaam for engaging with young people.
“The youth are productive but they need capital. When I go to Parliament, I will push for the government to establish Division SACCOs so that young people can access funds and start businesses,” Wanyoto said.
He added that addressing youth challenges would reduce problems such as s*x work, theft, and street children.
“We should not only focus on the youth during political seasons but find permanent solutions for them,” he emphasized.
