Jane Nalunga- ED : To manage debt, we need to have a strong debt management program which already exists but needs to be strengthened. We also need to use our resources more responsibly.

Jane Nalunga - ED : When your debt is high as a country, it shows that you have some fiscal weaknesses and problems in the way you manage your finances.

This reduces the confidence of lenders, as they see that you are not managing your money well.

As a result, they will lend to you at higher interest rates, increasing your debt servicing burden.

Jane Nalunga - ED : We are saying that our government should be responsible when it comes to borrowing, and those who lend us money should also act responsibly.

You shouldn’t lend to a country that is already heavily indebted and unable to repay.

We are saying that if you lend irresponsibly, then our government shouldn’t be obligated to pay.

Jane Nalunga - ED : All debt is risky. When you look at the 2025/26 budget, the government is planning to borrow around UGX 11 trillion through domestic borrowing.

Domestic borrowing poses challenges, such as crowding out the local private sector.

Jane Nalunga: Uganda has been borrowing, but not as much during this period. Around 2010 to 2012, the government used to borrow a lot of money to finance ambitious projects.
