The Parliament of Uganda, chaired by Speaker of the 12th Parliament Rt. Hon. Jacob Marksons Oboth, this morning administered the oath of office to ex-officio ministers appointed by President of Uganda Yoweri Museveni on May 26, 2026, formally inducting them into the House.

The ceremony took place at Parliament, where ministers took the oath of allegiance and oath of ministerial office before the Speaker in line with constitutional requirements governing ex-officio membership in the 12th Parliament.

Those sworn in include Kiryowa Kiwanuka, Minister of Defence; Sam Mayanja, Attorney General; Balaam Barugahara, Minister of Local Government; Sanjay Tanna; John Chrysostom Muyingo; David Bahati; Mary Grace Mugasa; Simon Mulongo; Mukalazi Amina; and Sam Engola.

The swearing-in follows the May 26 Cabinet appointments by President of Uganda Yoweri Museveni, allowing ministers to fully participate in parliamentary proceedings.

The Vice President of Uganda Jessica Rose Epel Alupo this morning told Parliament sitting in Kampala that government is open to reviewing medical interns’ allowances following concerns raised by Leader of the Opposition Joel Ssenyonyi on the fate of pre-medical interns and interns.

She said the policy is not final and can still be changed, acknowledging public concern over suspended stipends while defending government’s science education policy, which she said has expanded medical training capacity across the country.

Prime Minister Robinah Nabbanja said the facilitation decision was a government initiative and emphasized the need for continued parliamentary engagement on the matter.

She added that government remains open to dialogue as Parliament continues to scrutinize the policy, with further discussions expected between the executive and legislators during upcoming sittings in Kampala under Speaker Jacob Marksons Oboth.
