Up to 600 drivers arrested without valid licenses in one week.
At least 619 drivers have been arrested by traffic police for driving without valid licenses in the past six days. These arrests followed operations conducted on various roads across the country. According to traffic police records, out of the 619 arrested drivers, 110 had no driving licenses at all, 275 were driving with expired licenses, and 230 were operating vehicles outside their authorized license classes.

Superintendent of Police (SP) Michael Kananura, the traffic police spokesperson, revealed that some drivers had forged driving licenses. “We will continue these operations to ensure that all drivers without valid licenses are arrested and penalized. How can you be driving when you’ve never held a driving license at all?” SP Kananura remarked.

Untrained drivers, as well as those operating vehicles outside their license categories, are suspected to be contributing factors to the high rate of road crashes. One such crash occurred on September 4 at Nakazzi in Luweero District, where a fatal accident claimed four lives.

The Luweero crash involved a truck driver who veered off his lane, causing a head-on collision along the Gulu-Kampala highway. SP Kananura noted that they are actively searching for the unknown truck driver responsible for the crash.

“We have been told by six survivors that the driver who also died in the crash was dozing and the passengers had warned him several times. Although it’s the truck driver who drifted from his lane, but also the Toyota Hiace driver was already tired. We ask passengers to always take enough rest and passengers should never allow fatigued drivers to drive them,” SP Kananura said.

Fred Tumwine, Chairperson of the Road Safety Advocacy Coalition of Uganda (ROSACU), and Winston Katushabe, Commissioner for Transport Regulation and Licensing at the Ministry of Works and Transport, emphasized the importance of ensuring public transport drivers get sufficient rest.

“It is important for the public transport drivers to be very sober and not drunk or fatigued. It is upon the owners of these public transport vehicles to ensure that their drivers have rested enough. When they are tired, they do not only crash the vehicles but kill passengers too,” Tumwine said.

As schools reopen, public transport drivers, especially those transporting children, are urged to exercise extra caution. SP Kananura and Jackson Musoga, Programs Officer at Hope for Victims of Traffic Accidents (HOVITA), reminded school van drivers to ensure the safety of children and warned against overcrowding in vehicles.

Parents and guardians are also advised to es**rt children under 12 to school, especially along busy highways. SP Kananura reiterated that commercial motorcycle riders must avoid carrying more than two children, and schools are advised not to hire trucks for student trips.

“Drivers are reminded to avoid carrying excess passengers and school vans should desist from carrying excess children,” Kananura said. Students are encouraged to use recognized taxis and boda Boda stages and avoid boarding tinted vehicles to ensure their safety. via independent.co.ug

Kigezi leaders ask Museveni to ring-fence Mateke's position.
Kisoro district leaders have appealed to President Yoweri Museveni to assign a ministerial position back to the district following the death of the State Minister for Defence, Sarah Mateke, who also served as Kisoro Woman MP.

Mateke passed away in the early hours of Saturday morning at her home after suffering a heart attack.

Hundreds of mourners continue to gather at the home of former Minister for Regional Cooperation, Philemon Mateke, father to the late state minister.

District leaders, including Abel Bizimana, Chairman LC5, and Amos Hakizimana, Kisoro District Speaker, have called on President Museveni to consider appointing a new minister from Kisoro.

They emphasize that Mateke’s death has created a significant gap in both parliamentary and cabinet representation for the district.

“We appeal to the president to assign a ministerial position to Kisoro, ensuring continued representation," the leaders urged, highlighting the importance of maintaining a voice for Kisoro in the national government.

Roland Ndyomugyenyi, MP for Rukiga County, echoed the sentiment, stating that Minister Mateke will be deeply missed by the people of the Kigezi sub-region.

"Her contributions to representing our region at the national level were invaluable. Her passing is a big loss for Kigezi," Ndyomugyenyi said.

Born on July 15, 1974, Sarah Mateke was known for her dedication to politics and philanthropy.

She served as the Kisoro District Woman MP from 2011 to 2016 and was re-elected in 2021 before being appointed as the Minister of State for Gender, Labor, and Social Development in charge of Children and Youth Affairs. In the recent cabinet reshuffle, she was appointed as the State Minister for Defence.

Tamale Mirundi is Dead

Uganda’s outspoken Political commentator who was also the former Presidential Press Secretary and Presidential advisor on media matters, Joseph Tamale Mirundi has passed on.

Information obtained by our reporter indicates that Mirundi succumbed to lung-related complications on Tuesday, August 13th 2024 at around 11:40pm at Kisubi hospital in Kampala.

The deceased’s son told the media that Mirundi has been in hospital for over a month from where he had even started showing signs of improvement since he seemed okay on Sunday and Monday.
According to the son, the doctors said Mirundi had water in his lungs and they have been sucking it out.

“However, today his health condition deteriorated and when they tried to suck the fluid out, it was blood,” one of his sons narrated.

It should be remembered that Mirundi was sacked by President Museveni as his press secretary in July 2015, a position he had held for about 13 years.
Born in 1964 to Molly Namatovu and Yowana Mirundi, the outspoken National Resistance Movement (NRM) member went to Rubaga Senior Secondary School for higher education and later joined Makerere University.

Has Kamala Harris got what it takes to beat Trump?
The path for Vice-President Kamala Harris to secure the Democratic presidential nomination is clearing.
That may end up being the easy part. The most formidable challenge – defeating Republican nominee Donald Trump in November – is still to come. Her elevation to the top of ticket would bring new strengths for the Democrats, but it also exposes weaknesses that were less of a concern with Mr Biden.
According to recent polls, Ms Harris trails the former president slightly – a roughly similar position to the one Mr Biden found himself in before his historic announcement. But there may be more room for those numbers to shift as we move from a hypothetical matchup to a very real one.
For at least a moment, Democrats have a jolt of energy after more than three weeks of intense hand-wringing over the president’s fitness and ability to sustain his campaign.
All of Ms Harris’s leading potential rivals for the nomination have endorsed her, as has former Speaker of the House Nancy Pelosi – who remains one of the most influential players in Democratic politics.
This is, still, shaping up to be a tight race in November - a condition that reflects deep partisan trenches in American politics and the distaste many voters have for Trump as a candidate.
The vice-president’s primary challenge – and opportunity - will be to capitalise on this Trump aversion, attract centrist voters in key swing states and energise the Democratic base, which was in the past few weeks swinging towards despair, to match the enthusiasm many on the right hold for the former president.

A reset?
This renewed sense of Democratic presidential enthusiasm comes with a dollar sign attached. According to the Harris campaign, the vice-president raised more than $80m (£62m) in new donations in the 24 hours since Mr Biden’s announcement – the biggest one-day total of any candidate this election cycle. That, along with the nearly $100m she inherits from the Biden-Harris fundraising coffers, gives her a firm financial footing for the campaign to come.
Ms Harris, if she becomes the nominee, also defuses one of the most effective attacks the Republicans have levelled against their opponent: his age.
For months, the Trump campaign has been pounding Mr Biden for being feeble and easily confused – characterisations that were reinforced for many Americans after the president’s halting debate performance four weeks ago.
The vice-president, at age 59, will be a more energetic campaigner and able to make a more coherent case for her party. She could also turn the 78-year-old Trump’s age against him, as he would become the oldest person ever elected president.
Ms Harris may also be able to shore up support from black voters, who polls indicate had been drifting away from Mr Biden in recent months. If she can combine that with more backing from other minorities and younger voters – Barack Obama’s winning coalition from 2008 and 2012 – it could help her gain ground against Trump in the handful of swing states that will decide this year’s election.
Her background as a prosecutor could also burnish tough-on-crime credentials. While her law-enforcement resume was a liability when she ran for the Democratic presidential nomination in 2019 – and led to derisive “Kamala is a cop” attacks from the left – it could help her in a campaign against Trump.

The vice-president has also been the administration’s point person on abortion, which has proven to be one of the most potent issues for motivating the Democratic base in recent elections. Mr Biden, by contrast, sometimes had been a reluctant advocate on the issue, hampered by a past record of supporting some limits on the procedure.
“I think she reminds suburban women across the country, particularly in those battleground states, of what's at stake with reproductive rights,” former New York congressman Steve Israel, who headed the Democratic Congressional Campaign Committee, told the BBC’s Americast podcast.
"We have established a fundamental reset in the campaign.”
Harris's vulnerabilities
For all Harris’s potential strengths, there is a reason why some Democrats were initially reluctant to push Mr Biden to step aside, given that his running mate would be the clear successor.
Despite generating Democratic enthusiasm on the subject of abortion, Ms Harris's record as vice-president has been mixed. Early in the administration, she was set the task of addressing the root causes of the migration crisis at the US-Mexico border. A number of missteps and misstatements - including a ham-handed June 2021 interview with NBC News presenter Lester Holt – damaged her standing and opened her to conservative attacks.
Republicans are already condemning her as the president’s “border czar”, attempting to make her the face of what public opinion polls have found is the Biden administration's unpopular immigration policies.
“Immigration is a soft spot for Democrats in those battleground areas,” Mr Israel said. “This is a very salient issue for voters living in those suburbs, fairly or unfairly. They believe that our immigration system is not managed strongly enough.”
The Trump campaign will also try to turn the vice-president’s prosecutorial background against her – both by highlighting the former president’s record of enacting criminal justice reform and by attacking her past prosecutorial and parole decisions.
Another Harris vulnerability is her chequered track record as a candidate. In her 2016 Senate bid, she faced only token opposition from Republicans in deeply Democratic California.
Her one solo run for national office – a bid for the 2020 Democratic presidential nomination – ended in ruins. While she surged early, a combination of fumbled interviews, a lack of clearly defined vision and a poorly managed campaign led her to drop out before even the earliest primary contests.

First impressions
Perhaps the biggest challenge for Ms Harris is that, unlike the president, she is not the incumbent. While she might have the opportunity to distance herself from some of the more unpopular elements of Mr Biden’s record, she also does not have the luxury of being a known quantity for voters.
Expect a furious effort by Republicans to paint Ms Harris as too untested and too risky to be president. In effect, Trump now has a greater claim to being the only proven commodity.
The vice-president has a chance, in the days ahead, to make a new first impression with the American public. If she stumbles out of the gate, it could open the door to an extended power struggle that stretches into the Democrat’s national convention in late August. They could end up with the party uniting behind a different candidate – or tearing itself apart.

Kagame wins fourth term in Rwanda.
Paul Kagame is set for a fourth term as electoral authorities declare him the winner of the Rwanda presidential election after garnering 99.15 per cent of the votes.

Kagame has won more than 93% of the vote at each of the three previous elections. Eight candidates had applied to run against him, but only two were retained in the final list validated by the electoral commission.

The others, including Kagame's most vocal critics, were barred for various reasons that included prior criminal convictions.

At the Rwandexco polling centre in the capital Kigali people started queueing 90 minutes before polls opened.

Voter Barimukije Pheneas said he had chosen to re-elect Kagame, who is praised for rebuilding the country in the aftermath of the 1994 genocide by prioritising development and putting in place effective social services.

"We voted smoothly without any crowding, and we are happy," Pheneas said. "I voted for Paul Kagame because he has achieved a lot for us; he united us."
Kagame was running against two other candidates, Frank Habineza and Philippe Mpayimana, who also challenged him at the last poll in 2017.

The Bishop of Monastic Diocese of St. Benedict Charismatic Orthodox Church Kasese Rt. Rev. John Musonge has spoken tuff about political leaders in the District boycotting their church functions whenever they are invited.
The Monastic Diocese of St. Benedict Charismatic Orthodox Church Kasese on June 30th was ordaining their priests but no political leader turned up even when they had been invited earlier.
He says as church leaders, they are worried to why this has severally happened to their church compared to other denominations in the District.
This was in a press conference that was held at the Diocese headquarters in Kamulikwizi cell, Nyamwamba Division in Kasese Municipality.

Bishop Musonge says all religions should be treated equally since their serve the same purpose of spreading the good news of Jesus Christ.

According to the bishop, there might be some people who are behind the act of mobilizing political leaders in the District to abstain from attending their events for yet unknown reasons.

He quoted both political leaders, religious and cultural leaders to observe unity, cooperation and togetherness as a tool to facilitate the smooth running of the church activities in the District.

Taxi operators along the Kabale-Katuna road in Kabale District on Monday abandoned work to hold a peaceful demonstration protesting the violation of transport rules and security by the Kigali-Rwanda Cross Country Transporters Company.

The Cross Country Transporters Company currently operates in the Kabale Bus Park located in Mwanjari business center, Southern Division of Kabale Municipality. In protest, taxi operators vacated the Taxi Park and moved to the Bus Park, where they blocked Cross Country vehicles from operating. According to the Rwanda Revenue Authority, Cross Country taxis are neither hired nor rented in Rwanda.

Denis Ariganyira, Chairman of the Kabale-Katuna Taxi Drivers, accused Cross Country taxis of operating a fleet of vehicles transporting people and goods, which he claims denies business to local taxi operators. He demands that Cross Country taxis drop passengers at the Katuna border to allow local operators to gain business.Robert Kabengye, Chairman of the Katuna-Kabale Taxi Operators, stated that instead of providing special transport services, Cross Country vehicles have turned into regular taxis. He added that these vehicles have started operating in many areas of the country, beginning at the Katuna border post, and accused them of loading passengers in Kabale instead of Rwanda.Saturday Byamugisha, Chairman of the Central Taxi Park Kabale Town Operator’s Cooperative Society Limited, said that Cross Country vehicles defied Taxi Park guidelines and began operating in the Bus Park, causing anger among taxi operators. Byamugisha noted that despite several attempts to resolve the matter, Cross Country taxi operators have avoided multiple meetings.Attempts to get a comment from the Cross Country Transport Company were futile as the Chairman declined to speak about the issue.

Aircraft carrying Malawi vice-president goes missing.
An aircraft carrying Malawi's Vice-President Saulos Chilima and nine others has gone missing, a statement from the president's office has said.
The Malawi Defence Force aircraft "went off the radar" after it left the capital, Lilongwe, on Monday morning, it added.
The plane was supposed to land at Mzuzu International Airport, in the country’s north, just after 10:00 local time (09:00 BST).
In a speech late on Monday, President Lazarus Chakwera said a search and rescue operation was continuing.
"Soldiers are still on the ground carrying out the search and I have given strict orders that the operation should continue until the plane is found," he said, adding that it was a "heart-breaking situation".
"I know that we are all frightened and concerned - I too am concerned. But I want to assure you that I am sparing no available resource to find that plane and I am holding onto every fibre of hope that we will find survivors."
Mr Chakwera earlier cancelled his flight to the Bahamas, which was scheduled for Monday evening.
The reason for the aircraft's disappearance is not yet known, General Valentino Phiri told Mr Chakwera. Moses Kunkuyu, Malawi's information minister, told the BBC efforts to find the aircraft are "intensive".
Mr Chilima was on his way to represent the government at the burial of former cabinet minister Ralph Kasambara, who died three days ago.
Mr Kunkuyu said: "The airport he was to land, which is in the northern part of Mzuzu, was the closest to where the funeral was taking place.”
In 2022, Dr Chilima was arrested and charged on allegations that he accepted money in exchange for awarding government contracts .
Last month, the court dropped the charges, giving no reasons for this decision.

Government through the Uganda Bureau of Statistics (Ubos) has announced another extension of enumeration for National Housing and Population Census (NHPC) by five days to May 25th.

The enumeration that was scheduled to end on Sunday, May 19th, 2024 was last week extended in Kampala, Wakiso and Mukono to May 20th after it’s commencement on May 10th.

In a statement dated May 18th, 2024 and signed by Ubos executive director, Mr. Chris Mukiza, this is to bridge the delay gap caused by missing villages on the system owing to incomplete listing during the mapping among other challenges.

“Management developed numeric logins for villages to enable work to begin, which became effective on the 4th day. As a result such areas have been an opportunity to continue with the enumeration until they complete they complete the assignment” he explained

He added that “The waiver (for mopping up) shall however not exceed 25th May 2024. During this period, supervisors should ensure complete coverage and Quality Assurance”

The Bureau has meanwhile advised members of the public who have not yet enumerated to reach out to their respective Local council 1 chairpersons to book for the same.

“Due to challenges experienced at the start of enumeration, we do not want to leave anyone behind and thus found it prudent to have an extension of the Census exercise. In case you haven’t been counted, this is your time. Also, reach out to your L.C to have an appointment booked for you to be counted”. Noted Mr. Mukiza

Ubos targeted to enumerate 10.47 million households during this year’s census and as of May 17, 2024, the bureau had covered 6.3 million households.

The Bishop of the Diocese of Kigezi, Rt Rev Gaddie Akanjuna has urged Christians to prioritize investing in their children’s education over the pursuit of material wealth.

Bishop Akanjuna made the remarks during a confirmation ceremony at Kagarama church of Uganda in Hamuhambo Town Council of Rubanda district.

The Bishop stressed that the most valuable legacy parents can leave their offspring is not fancy homes, cars or other material goods, but rather a solid educational foundation that will empower them to create their own success and positively contribute to society.

He emphasized that while material comforts may provide temporary satisfaction, it is education that equips young people with the critical thinking abilities, problem-solving skills and adaptability needed to thrive in an increasingly complex world.
