Jean Sweeney Open Space Park, Alameda, CA JEAN SWEENEY OPEN SPACE PARK (Beltline): PLANNING BEGINS IN 2013 The total Beltline property was approximately 40 acres. Jean assisted throughout this process.

In 2002, Jean Sweeney collected signatures and got an initiative placed on the ballot so we could vote to protect 23 acres of former Alameda Beltline Railroad property as open space. In her Notice of Intent to Circulate Petition that she filed with the city clerk, Jean described the Beltline Railroad Yard as quiet, pristine, and secluded; a wonderful treasure that must be saved. Jean had a vision

of a space where we could enjoy the out-of-doors, with long walks, some community gardens, native California plants and native creatures, among other ideas. That initiative was passed by the people of Alameda and meant that the land could not be used for other purposes. Jean had spent several years digging through historical documents from the Railroad and the City of Alameda. What she discovered was a gold mine of “stuff,” including a 1924 contract the City had signed with the Railroad that required the Railroad to sell the property back to the City upon request, at the original sales price of $27,000 plus improvements. The initiative only included the 23 acres of the railroad switching yard pictured in the letterhead. Based on the contract that Jean found, the City of Alameda demanded that the land be sold back to the City. In 2000 the Beltline Railroad sued to prevent the sale to the City. It asked for an injunction to prevent the repurchase on grounds that the Railroad had a binding agreement to sell the land to a developer, and that the 1924 contract was not valid. The City, however, prevailed in that suit, and in 2009 was able to buy back the approximately 40 acres for less than a million dollars. What that means to the citizens of Alameda is we now have 23 acres of land designated as open space and ready to be developed into a park for all of us to enjoy, plus the remaining part that the City may use as it sees fit. We have a chance to make these 23 acres a joy for all of our citizens and visitors to our wonderful island. It’s up to us to say how we would like this park to be developed. The City Council voted to name the park The Jean Sweeney Open Space Preserve. Unfortunately, Jean will not be here to see her dream park come about, but we can create a great legacy for her and build a place she would be proud to bear her name. Great Addition To Jean Sweeney Park

We have been working with Alameda Recreation & Parks Department to provide a water fountain in the park for our many doggie visitors. We're happy to announce it has arrived. The fountain in front of the restroom building has been replaced with the new one with a watering bowl. Push the button to allow water to flow into the bowl. As hot weather has arrived, doggies will enjoy the wonderful addition.

With the nice long walking path, the water bowl and the 3 doggie waste bag stations, Jean Sweeney Park is truly a dog friendly park.

Cross Alameda Trail (bike & walk) set to extend beyond Jean Sweeney Park

The land for this part of the Cross Alameda Trail was part of the Belt Line Railroad law suit that was decided in the favor of the City of Alameda and thanks to the efforts of Jean Sweeney.

The City of Alameda is thrilled to invite you to the Grand Opening Celebration of the newest segment of the Cross Alameda Trail on Saturday, February 29th, from 10am to Noon (details below and here). I’m sure you will agree, this new mile-long biking, jogging, and walking facility will vastly improve opportunities to safely and easily walk and bike in Alameda, including accessing parks, the waterfront, College of Alameda, Webster Street Business District, Jean Sweeney Open Space Park, Alameda Point, Boys and Girls Club, ACLC, Alameda Housing Authority, to name just a few. We are happy now to reward your patience during the construction phase and will very soon be able to realize the fruition of this almost-30-year vision of building a walking and biking trail in this former railroad right of way. Thank you for all your attention and patience!

We received this notice from ARPD Director Wooldridge

Please note sections of the Jean Sweeney Park playground will be closed for a few days as ARPD continues to make improvements to the Park. Large construction vehicles will be on site this Wednesday, May 1, at noon until 5pm on Friday May 3, to relocate the granite blocks next to the slide as seating throughout the park. Closed areas include the slide and tire swing, along with intermittent closures of the nearby pedestrian trail of the Cross Alameda Trail. Open areas include the sand area, tot playground, climbing logs, zipline, restroom, and picnic area. Please be aware and cautious of the construction and vehicles during this time. Thank you!

February 18th was a beautiful, but chilly day for a visit to the park. The cool air didn't seem to stop people from having a fun day of play as shown in this video.

We have received questions about the unfinished parts of the park.

The next step is for the City of Alameda to gain access to 2 acres along the south side where the fence is along the houses. This land is still owned by the Union Pacific Railroad. The city has filed for imitate domain to purchase the UP land from Wood Street to Sherman and the UP land from 8th street to Constitution Way. Once that land is owned by the City, some of the southern streets may be opened into the park. Also, the Alameda Food Bank will be able to start planning and building their new permanent building that will be on the South side 90' from where their present site is.

Also, the ARPD will start to look for grants to build the western phase 2 which will include the community gardens, foraging forest that will have fruit trees and a demonstration garden to show people how to grow home gardens. There will be an outdoor classroom, a tool lending library and another playground. Presently there is no schedule for when these things will happen as new funding is required.

After the west end phase 2 is finished, the center phase 3, which will be an open space forest with wondering trails, will be completed. The bike, and walking paths will complete a circle around the park and a skills bike path for learning how to ride a bike will be built.

Is the park Dog Friendly?
The Jean Sweeney Park is absolutely dog friendly (on a leash) There were many dogs at the opening day ceremonies and when we visited the next day there were lots of people walking their dogs. The dogs seem to love the place. The walking path within the park is 2/3 of a mile long so it's a good walk down and back for most doggies.

There are no fenced areas for dogs so they do have to be on a leash at all times.

JEAN SWEENEY PARK OPENING ANNOUNCED!

ARPD has announced the opening date for the Jean Sweeney Open Space Park. Ceremonies will be on December 15th from 10:00 am until 12:00 noon.

The location is 1925 Sherman Street Alameda, CA
The festivities will include music, food, and lots of play.

Please bring a food donation for the Alameda Food Bank collection barrels. The Alameda Food Bank is a park neighbor and is located at the west end of the park.

This project was funded by the City of Alameda, Land & Water Conservation Fund, Tim Lewis Communities, Rotary Club of Alameda, Jean Sweeney Open Space Park Fund, Alameda Kiwanis Club, and The Alameda Community Fun.

City Council to Consider Taking Possession of Abandoned Union Pacific Right of Way

At its September 4, 2018 meeting, the Alameda City Council will consider taking action to acquire abandoned Union Pacific (UP) railroad properties in two locations, Tilden Way and Jean Sweeney Open Space Park, in order to be able to fully implement the City’s planned park, open space, multi-use trail, and transportation infrastructure projects. The action, done via eminent domain, would also allow the City to maintain the properties at the level that the community desires.

Tilden Way

Two parcels are located along Tilden Way, between the Miller-Sweeney (Fruitvale) Bridge and Clement Avenue. While under UP ownership, the condition of these properties has been a source of community concern regarding the level of maintenance. The City now has grant funding to design and implement the Cross Alameda Trail Clement Avenue East Extension (Tilden Way Project), which would build this long-planned multi-modal facility, the most easterly segment of the Cross Alameda Trail, on the parcels currently owned by UP. The project will transform the street from former industrial railroad blight to a best-practices multi-modal gateway, and provide a safe and convenient walking and biking connection to the Miller-Sweeney Bridge, which connects into Oakland and the Fruitvale BART Station.

Since UP abandoned its right-of-way, the City has made numerous unsuccessful attempts to negotiate to purchase the property without use restrictions. At the September 4, 2018 Council meeting, staff is recommending that the City Council adopt a resolution of necessity to condemn the needed parcels for the Tilden Way Project. An eminent domain acquisition would allow the City, if it wishes, to take possession of the property within several months, even while the acquisition process proceeds. Staff is also recommending that the City Council seek an order for prejudgment possession. If it does, a court date will be set (at least 60 days after the motion filing date) to determine if the City will be allowed to take prejudgment possession. The City will notify the community once the court date is scheduled, should any community members wish to attend.

If the City is successful in possessing the property, it would immediately begin maintaining it regularly and begin evaluating the extent of the soil contamination to determine remediation needs and costs.

Jean Sweeney Open Space Park
The Jean Sweeney Open Space Park is a planned 25-acre park bounded by Constitution Way, Atlantic Avenue, and Sherman Street on predominantly former Alameda Beltline Railroad property. The City of Alameda needs to acquire four remnant UP parcels to complete major public access components of the Sweeney Park Project. Without the remnant parcels, a significant portion of the neighborhood south of Jean Sweeney Park will be cut off from direct public access and the gateway to the Cross Alameda Trail at Constitution Way will not be completed to national “best practice” standards for pedestrian and bicycle access and safety. Like the Tilden Way parcels, the City has made numerous attempts to negotiate with Union Pacific regarding value, the amount of property to be acquired, and the allowable use of the property as a park, and has not been able to reach agreement. At the September 4, 2018 City Council meeting, staff is recommending that the City Council acquire from Union Pacific the needed 2.8 acres of property for the Sweeney Park Project via eminent domain.

Memorial Picnic Tables Available!
If you missed the chance to have a memorial bench placed in the Jean Sweeney Park, you can still sponsor a memorial picnic table. The picnic pavilion structure is in place. This picture on May 21st, shows the workers finishing the concrete that was just poured for the walkway from the plaza to the pavilion.
